  • 2025年是澳门国际机场(以下简称:澳门机场)建成通航三十周年,这座全球第二座完全通过填海造陆建成的机场,不仅见证了澳门回归祖国后的繁荣发展,更成为在“一国两制”背景下大型基础设施成功运营的生动实践。至此要时,作文记之。笔者将从澳门机场过去的三十年发展历程与主要成就起笔,站在服务国家战略的高度展望其发展的未来三十年的定位和脉络,力求深度探讨澳门机场更好充分发挥自身“一国两制”制度优势,在粤港澳大湾区世界级机场群建设中实现自身协同发展,在融入国家“一带一路”建设的同时发挥其航权优势打造“空中丝路”航线网络重要节点。
    2025 marks the 30th anniversary of the opening and operation of Macau International Airport (hereinafter referred to as "Macau Airport"). As the world's second airport built entirely on reclaimed land, it has not only witnessed the prosperous development of Macau since its return to the motherland, but has also become a vivid example of the successful operation of large-scale infrastructure under the "one country, two systems" framework. On this significant occasion, this article is written to commemorate the event. The author will begin by reviewing the development journey and major achievements of Macau Airport over the past three decades, and then, from the perspective of serving national strategies, look ahead to its positioning and development direction for the next thirty years. The article aims to deeply explore how Macau Airport can better leverage its institutional advantages under "one country, two systems," achieve synergistic development within the world-class airport cluster of the Guangdong-Hong Kong-Macao Greater Bay Area, and while integrating into the national "Belt and Road" initiative, capitalize on its traffic rights advantages to establish itself as a key node in the "Air Silk Road" route network.

  • 忆往昔,方能展宏图。澳门机场的建设与运营历程是一部浓缩的澳门从回归前后备受质疑到特区成立二十五年来取得卓越成绩的现代化发展史,更是“一国两制”方针在民航领域成功实践的生动写照。澳门机场自1995年开航以来,已经走过了近三十年风风雨雨,在多重困难中谱写辉煌历程。从最初要回答“能否养活”的问题到如今发展成为粤港澳大湾区不可或缺的航空枢纽,澳门机场用实实在在的发展成就打消一个一个看空问号。澳门机场这颗濠江明珠光芒万丈。
    Looking back at the past is essential to charting a grand future. The construction and operation history of Macau International Airport is a condensed account of Macau's modern development journey—from facing widespread skepticism before and after its return to achieving remarkable success over the 25 years since the establishment of the Macau Special Administrative Region. It is also a vivid illustration of the successful implementation of the "one country, two systems" policy in the civil aviation sector. Since its opening in 1995, Macau Airport has weathered nearly three decades of challenges, writing a glorious chapter amidst multiple difficulties. From initially having to answer the question of "whether it could sustain itself" to now having developed into an indispensable aviation hub within the Guangdong-Hong Kong-Macao Greater Bay Area, Macau Airport has dispelled one doubt after another with tangible development achievements. This pearl by the Haojiang River shines brilliantly.
  • 1.填海造陆的工程奇迹——澳门机场最鲜明的特色。
    1. The engineering miracle of land reclamation-the most distinctive feature of Macau Airport.
  • 回溯历史,澳门机场的选址与建设过程充满挑战。20世纪80年代,前澳门总督马俊贤曾提出澳门与珠海共用机场计划,但因种种原因未能如愿,最终澳门决定在氹仔鸡颈以填海方式兴建新机场,该工程于1989年动工。由于填海和建筑所需物料供应不足,加之政治因素影响,原计划1993年落成的澳门机场延迟至1995年11月8日才正式启用。飞机起降跑道建设在以填海方式建成的跑道岛,机场创新性地采用打桩方式建造两条连接跑道岛与停机坪之间的跨海联络桥,成为全球首座供飞机滑行的跨海桥梁。机场建设工程不仅成功解决了澳门土地资源匮乏的难题,更展现出澳门人攻坚克难的决心与智慧。
    Looking back at history, the site selection and construction of Macau International Airport were fraught with challenges. In the 1980s, former Macau Governor Vasco de Almeida e Costa proposed a plan to share an airport between Macau and Zhuhai, but it ultimately did not materialize due to various reasons. Macau then decided to build a new airport on reclaimed land at Gaichai (also known as Ká Hó) in Taipa, with construction commencing in 1989. Due to shortages of materials needed for reclamation and construction, compounded by political factors, the airport, originally scheduled to open in 1993, was delayed and finally officially inaugurated on November 8, 1995. The runway was built on a man-made runway island created through land reclamation. The airport innovatively used a piling method to construct two cross-sea taxiway bridges connecting the runway island to the apron, making it the world's first cross-sea bridge for aircraft taxiing. The airport construction project not only successfully addressed the challenge of Macau's scarce land resources but also demonstrated the determination and wisdom of the people of Macau in overcoming difficulties.

  • 时代印记,澳门机场在海峡两岸交流起步期发挥中转站功能。机场通航后,澳门与中国台湾随即在同年12月达成通航协议。作为澳门机场最大的基地航空公司,澳门航空随即向市场推出“一机到底”中国台湾台北、高雄等航点经澳门飞往中国内地大城市的创新模式。在该模式下,往返内地和中国台湾的乘客可搭乘澳门航空航班抵达澳门后,无需更换飞机即可前往海峡两岸的目的地城市,仅需在澳门机场停留约40分钟,实现便捷中转服务。在内地和中国台湾尚未实现“大三通”直航的年代,该模式成为两岸交流最便捷的“空中通道”之一,被当时的媒体誉为“澳门模式”。据统计,在两岸通航高峰期,经澳门机场往来两岸的航班一天多达几十架次,也是澳门机场的重要旅客来源。以期间的2005年为例,澳门机场旅客运输量高达425万人次,飞机起降到达45004架次。
    Marked by the era, Macau International Airport served as a transit hub during the early stages of cross-strait exchanges. Shortly after the airport opened for operation, Macau and the Chinese Taiwan region reached an air service agreement in December of the same year. Macau Air, as the largest base carrier at the airport, promptly launched an innovative "same-plane through-flight" model on the market, operating flights from destinations such as Taipei and Kaohsiung in the Chinese Taiwan region to major mainland Chinese cities via Macau. Under this model, passengers traveling between the mainland and the Chinese Taiwan region could fly on Macau Air flights to Macau and then continue to their destinations on either side of the strait without changing aircraft, requiring only a stopover of about 40 minutes at Macau Airport for convenient transfer services. During an era when direct cross-strait transportation links ("Three Direct Links") had not yet been established between the mainland and the Chinese Taiwan region, this model became one of the most convenient "air corridors" for cross-strait exchanges, hailed by the media at the time as the "Macau Model." According to statistics, during peak periods of cross-strait air travel, dozens of flights passed through Macau Airport daily between the two sides, making this a significant source of passengers for the airport. For example, in 2005, Macau Airport handled 4.25 million passenger trips and recorded 45,004 aircraft movements.

  • 依托祖国,澳门机场助力澳门文旅繁荣“一马当先”。在客运方面,在2008年两岸实现“大三通”直航开通失去大部分两岸中转客流之前,澳门机场未雨绸缪,全力实施打造“目的地机场”为目标的战略转型。在党中央对澳门特区大力支持的背景下,澳门文旅产业空前繁荣、蓬勃发展,澳门机场客货运业务屡创新高。2024年,澳门机场旅客吞吐量达764.2万人次,同比增长48.3%;其中国际旅客吞吐量118.0万人次,同比增长80.0%,航班量6万架次,同比增长41.1%。在货运方面,尽管经历了全球金融危机和新冠病毒疫情的严重冲击,澳门机场持续利用自身航权优势和时刻资源积极开拓国际航空货运市场,A330、B777、B747等全货机相继落户执飞,澳门机场的货运航线网络已经基本覆盖亚洲、欧洲、非洲、北美洲及南美洲等多个主要航空物流中转地,粤港澳大湾区新兴的国际航空货运枢纽初见雏形。
    Relying on the motherland, Macau International Airport has taken the lead in contributing to the prosperity of Macau's cultural tourism industry. On the passenger transport front, well before 2008 when the "Three Direct Links" were established between the two sides of the strait—which led to the loss of most cross-strait transfer passengers—Macau Airport made forward-looking preparations and fully committed to a strategic transformation aimed at becoming a "destination airport." Against the backdrop of strong support from the CPC Central Committee for the Macau SAR, Macau's cultural tourism industry experienced unprecedented prosperity and vigorous development, with Macau Airport's passenger and cargo business repeatedly reaching new highs. In 2024, Macau Airport handled 7.642 million passenger trips, a year-on-year increase of 48.3%; among these, international passenger throughput reached 1.18 million, up 80.0% year-on-year, with 60,000 aircraft movements, a year-on-year increase of 41.1%. On the cargo front, despite the severe impacts of the global financial crisis and the COVID-19 pandemic, Macau Airport has continuously leveraged its traffic rights advantages and slot resources to actively expand the international air cargo market. Full-cargo aircraft such as the A330, B777, and B747 have successively begun operating at the airport. Macau Airport's cargo route network now covers multiple major air logistics hubs across Asia, Europe, Africa, North America, and South America, with an emerging international air cargo hub taking initial shape in the Guangdong-Hong Kong-Macao Greater Bay Area.
  • 4.扩建填海的全面扩容——澳门机场开启发展新纪元。
    4. Comprehensive expansion of expansion and reclamation-Macau Airport opens a new era of development.
  • 面向未来,澳门机场扩容将更好发挥服务国家战略功能。2024年11月22日,澳门机场扩建填海工程正式动工。该工程拟填海面积超过129公顷,预计2030年完成,届时机场可用总面积将增至325公顷710。待扩建工程完成后,澳门机场年旅客接待能力将提升至1300万人次。机场扩容工程不仅将显著提升其客货运承载能力和更新服务设施,还将为澳门民航业及文旅业注入全新的动力和活力,在强化澳门作为国际旅游休闲中心的地位的同时,更加高能级地服务粤港澳大湾区、“一带一路”建设等国家战略。
    Looking to the future, the expansion of Macau International Airport will better enable it to serve national strategies. On November 22, 2024, the land reclamation project for the expansion of Macau Airport officially commenced. The project plans to reclaim over 129 hectares of land and is expected to be completed by 2030, after which the airport's total usable area will increase to 325 hectares. Upon completion of the expansion, Macau Airport's annual passenger handling capacity will be enhanced to 13 million passengers. The airport's expansion will not only significantly increase its passenger and cargo capacity and upgrade service facilities, but will also inject new momentum and vitality into Macau's civil aviation industry and cultural tourism sector. While strengthening Macau's position as an international tourism and leisure hub, it will also enable the airport to serve national strategies such as the Guangdong-Hong Kong-Macao Greater Bay Area development and the "Belt and Road" initiative at a higher level.

    The 30-year development journey of Macau International Airport is a history of striving, marked by growth from nothing, from small to large, and from a single function to diversified development. Standing proudly on the blue waters west of the Pearl River Estuary, this airport has not only broken through Macau's previous limitations of relying solely on land and water transportation for external connections, but has also become an important bridge for Macau to integrate into the country's overall development. At this historic milestone of its 30th anniversary, Macau International Airport is embracing the new opportunities and challenges brought by the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the "Belt and Road" initiative with even greater confidence, charting a new development blueprint for the 15th Five-Year Plan period and writing a new chapter for the next thirty years.

    The brilliant achievements of Macau International Airport over the past 30 years would not have been possible without the institutional advantages of "one country, two systems" serving as a safeguard. Upholding the principle of "Macau people administering Macau" and having received specific authorization from the central government, Macau is able to formulate aviation policies that suit its own development needs and negotiate traffic rights with third parties. This is a concrete manifestation of "one country, two systems" in the civil aviation sector. The development journey of Macau Airport fully demonstrates the central government's care and support for Macau. From addressing noise pollution control and resolving financing issues during the initial construction phase, to authorizing airspace management, and subsequently approving the expansion project, the central government has been the "strongest pillar" behind the high-quality development of Macau's civil aviation industry, providing comprehensive support without stint.
  • “一国两制”框架下的特色航空枢纽构成了澳门机场最根本的战略定位。澳门特别行政区享有高度自治权,在民航领域表现为独立的航权谈判能力和航空政策制定权。拥有航权就代表拥有了极具竞争力的航空要素资源,就可以吸引基地航空公司或国际知名客货运航空公司开航澳门机场往返全世界。这种独特的制度安排使澳门机场既能够依托内地广阔市场,又能以独立关税区的身份与国际航空市场直接对接,成为暨香港之外的有一个连接内地与世界的“超级联系人”。党的二十大报告指出:“推进高水平对外开放。依托我国超大规模市场优势,以国内大循环吸引全球资源要素,增强国内国际两个市场两种资源联动效应,提升贸易投资合作质量和水平。稳步扩大规则、规制、管理、标准等制度型开放”。在“十五五”期间,随着我国对外开放程度的进一步提高,澳门机场这一制度优势将得到更加充分的发挥,特别是在拓展与葡语国家、“一带一路”沿线国家的航空联系方面具有独特价值。
    The distinctive aviation hub under the "one country, two systems" framework constitutes the most fundamental strategic positioning of Macau International Airport. The Macau Special Administrative Region enjoys a high degree of autonomy, which in the civil aviation sector is manifested in its independent capacity to negotiate traffic rights and formulate aviation policies. Possessing traffic rights means having highly competitive aviation resource elements, which can attract base carriers or internationally renowned passenger and cargo airlines to operate flights from Macau Airport to destinations around the world. This unique institutional arrangement enables Macau Airport to both leverage the vast mainland market and directly connect with the international aviation market as a separate customs territory, making it, alongside Hong Kong, another "super-connector" linking the mainland with the world. The report to the 20th National Congress of the Communist Party of China stated: "Promote high-standard opening up. Relying on the advantages of our country's super-large market, we will attract global resource elements with domestic large circulation, enhance the linkage effect of domestic and international markets and resources, and improve the quality and level of trade and investment cooperation. We will steadily expand institutional opening up involving rules, regulations, management, and standards." During the 15th Five-Year Plan period, as China's opening up to the outside world further advances, this institutional advantage of Macau Airport will be even more fully realized, holding unique value particularly in expanding aviation links with Portuguese-speaking countries and nations along the "Belt and Road."
  • 粤港澳大湾区作为国家战略的重要组成部分,正在加快建设世界级机场群。《粤港澳大湾区发展规划纲要》明确提出要“巩固提升香港国际航空枢纽地位,强化航空管理培训中心功能,提升广州和深圳机场国际枢纽竞争力,增强澳门、珠海等机场功能,推进大湾区机场错位发展和良性互动”。随着国家“十四五”规划进入收官阶段和“十五五”规划即将开启,澳门机场在国家发展战略中功能定位日益清晰。作为粤港澳大湾区世界级机场群的重要组成部分,澳门机场凭借其独特的制度优势、区位特点和功能定位,将在国家构建新发展格局中发挥不可替代的作用。笔者认为:全面分析澳门机场在服务国家战略中的多维功能定位,将对于科学定位、精准谋划澳门机场“十五五”期间乃至未来三十年的发展路径具有重要意义。
    As a key component of the national strategy, the Guangdong-Hong Kong-Macao Greater Bay Area is accelerating the construction of a world-class airport cluster. The "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area" explicitly calls for "consolidating and enhancing Hong Kong's status as an international aviation hub, strengthening the function of its aviation management training center, enhancing the international competitiveness of Guangzhou and Shenzhen airports, enhancing the functions of Macau and Zhuhai airports, and promoting the differentiated development and良性 interaction of airports in the Greater Bay Area." As the national 14th Five-Year Plan enters its final phase and the 15th Five-Year Plan is about to begin, the functional positioning of Macau International Airport within national development strategies is becoming increasingly clear. As an integral part of the world-class airport cluster in the Guangdong-Hong Kong-Macao Greater Bay Area, Macau Airport, leveraging its unique institutional advantages, locational characteristics, and functional positioning, will play an irreplaceable role in the nation's efforts to foster a new development paradigm. The author believes that a comprehensive analysis of the multi-dimensional functional positioning of Macau Airport in serving national strategies is of great significance for scientifically positioning and precisely planning Macau Airport's development path during the 15th Five-Year Plan period and for the next thirty years.

  • “十四五”期间,粤港澳大湾区的航空格局呈现显著的发展不平衡状态:北部的广州机场(建有4条跑道,第5跑道正在建设);珠江口东岸有香港机场(建有3条跑道)、深圳机场(建有3条跑道),共计6条跑道;珠江口西岸只有珠海机场和澳门机场的两条跑道,且都在饱和运营。这种格局决定了特色化互补发展和差异化功能定位是澳门机场在大湾区机场群中的核心策略。与香港、广州、深圳等拥有多条跑道和庞大客流量的枢纽机场相比,澳门机场规模较小,但恰恰是这种“小而精”的特点使其能够专注于特定细分市场,避免同质化竞争,逐渐确立澳门机场在珠江口西岸的航空服务关键地位。随着《粤港澳大湾区发展规划纲要》的深入实施,澳门机场将与珠海机场开启协同发展模式,通过资源整合与功能互补,共同满足珠江口西岸民众日益增长的航空需求。特别是在横琴粤澳深度合作区建设加速推进的背景下,澳门机场作为合作区最重要的国际航空门户,其战略价值将进一步凸显。按照民航局2020年颁布的《关于支持粤港澳大湾区民航协同发展的实施意见》,“支持澳门国际机场发展区域公务机业务,加快改扩建推进澳门民航业发展,助力澳门经济适度多元发展”是澳门机场发展的区域定位。切实做到特色化、差异化既使发展难题,优势创新机遇。
    During the 14th Five-Year Plan period, the aviation landscape of the Guangdong-Hong Kong-Macao Greater Bay Area has exhibited a significant state of unbalanced development: to the north, Guangzhou Airport (with 4 runways in operation and a 5th under construction); on the east bank of the Pearl River Estuary, Hong Kong Airport (with 3 runways) and Shenzhen Airport (with 3 runways), totaling 6 runways; on the west bank of the Pearl River Estuary, only Zhuhai Airport and Macau Airport have two runways combined, both operating near saturation. This pattern dictates that differentiated complementary development and distinct functional positioning constitute the core strategy for Macau Airport within the Greater Bay Area airport cluster. Compared to hub airports like Hong Kong, Guangzhou, and Shenzhen, which possess multiple runways and massive passenger volumes, Macau Airport is smaller in scale. Yet it is precisely this "small but refined" characteristic that allows it to focus on specific market niches, avoid homogeneous competition, and gradually establish its key position in aviation services on the west bank of the Pearl River Estuary. As the "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area" is further implemented, Macau Airport is poised to initiate a synergistic development model with Zhuhai Airport. Through resource integration and functional complementarity, they will jointly meet the growing aviation needs of residents on the west bank of the Pearl River Estuary. Against the backdrop of the accelerated construction of the Hengqin Guangdong-Macao Deep Cooperation Zone, Macau Airport's strategic value as the zone's most important international aviation gateway will become even more prominent. According to the "Implementation Opinions on Supporting the Coordinated Development of Civil Aviation in the Guangdong-Hong Kong-Macao Greater Bay Area" issued by the Civil Aviation Administration in 2020, "supporting the development of regional business aviation services at Macau International Airport, accelerating its expansion and renovation to promote the development of Macau's civil aviation industry, and assisting in the appropriately diversified development of Macau's economy" is the regional positioning for Macau Airport's development. Achieving true specialization and differentiation presents both developmental challenges and opportunities for innovation.

  • 澳门作为“世界旅游休闲中心”的定位已写入国家“十四五”规划,而机场无疑是这一中心建设的无可替代的核心基础设施。2024年,澳门机场旅客吞吐量达764.2万人次,同比增长48.3%。这一数据反映了澳门国际旅游市场的快速复苏和强劲潜力。随着澳门经济在今后十年乃至三十年间适度多元发展战略持续推进,澳门文旅会展产业将迎来更大发展和潜能释放,对国际航空服务的需求也将持续增长。澳门机场通过扩建工程和航线网络优化,将有力支撑澳门打造更具吸引力的国际旅游目的地,同时为澳门建设“一中心、一平台、一基地”提供联通全球的交通保障。
    Macau's positioning as a "World Centre of Tourism and Leisure" has been enshrined in the national 14th Five-Year Plan, and the airport is undeniably the irreplaceable core infrastructure for the construction of this centre. In 2024, Macau International Airport handled 7.642 million passenger trips, a year-on-year increase of 48.3%. This data reflects the rapid recovery and strong potential of Macau's international tourism market. As Macau's strategy for appropriately diversified development continues to advance over the next ten to thirty years, the cultural tourism, convention, and exhibition industries in Macau will experience further growth and unleash greater potential, leading to sustained increases in demand for international air services. Through its expansion project and route network optimization, Macau Airport will powerfully support the creation of an even more attractive international tourism destination, while providing global connectivity to underpin Macau's development into "one centre, one platform, and one base."
  • 3.建设“一带一路”航空物流重要节点是机场货运的战略定位。
    3. Building an important node of "the belt and road initiative" aviation logistics is the strategic orientation of airport cargo transportation.
  • 在过去的三十年间,澳门机场货运业务尽管经历了跌宕起伏,但“十四五”期间机场通过开拓国际货运市场,已吸引空客A330、波音777等全货机落户,货机航班执飞多哈、伊斯坦布尔、墨西哥、吉隆坡等多个主要航空物流枢纽机场,辐射至亚洲、欧洲、非洲、北美洲及南美洲货运航线网络初具规模。特别是在粤港澳大湾区跨境电商货运量井喷式增长的大背景下,澳门机场正积极布局跨境航空物流。2024年,澳门国际机场专营股份有限公司与中远海运物流供应链有限公司签署合作框架协议,计划将澳门机场航空货运安检前置到横琴,充分利用深合区货物流通监管的便利政策,提升航空物流运作效率,增强电商货源吸引力。这一创新举措将显著提升机场航空货运处理能力和效率,增强了澳门机场在“一带一路”航空物流网络中的比较性优势。
    Over the past three decades, Macau International Airport's cargo business has experienced ups and downs. However, during the 14th Five-Year Plan period, the airport has attracted full-cargo aircraft such as the Airbus A330 and Boeing 777 by开拓 international cargo markets. Against the backdrop of explosive growth in cross-border e-commerce cargo volume in the Guangdong-Hong Kong-Macao Greater Bay Area, Macau Airport is actively positioning itself in cross-border air logistics. In 2024, Macau International Airport Company Limited signed a framework cooperation agreement with COSCO Shipping Logistics Supply Chain Co., Ltd., planning to relocate Macau Airport's air cargo security screening function to Hengqin. This move fully leverages the convenient policies for cargo flow supervision in the Guangdong-Macao In-depth Cooperation Zone, enhancing air logistics operational efficiency and increasing attractiveness for e-commerce cargo sources. This innovative measure will significantly improve the airport's air cargo handling capacity and efficiency, strengthening Macau Airport's comparative advantages within the "Belt and Road" air logistics network.

Macau International Airport is promoting cooperation with Zhuhai Airport, planning to establish an off-site city terminal in Hengqin as soon as possible, innovatively exploring a new model of integrated and synergistic development characterized by "one airport, two runways, and two terminals." Specifically, the two airports—Macau and Zhuhai—plan to set up a "Macau-Zhuhai Hengqin City Terminal" in Hengqin. Passengers would not need to enter or exit Macau; instead, they would only need to depart from or arrive in Hengqin, where they could complete check-in procedures and then take shuttle buses to either airport for direct boarding. This would provide one-stop, convenient services for both domestic and international travelers to and from Macau. This cross-administrative regional airport synergy model is pioneering both nationally and globally. Even more promising is that during the 15th Five-Year Plan period, as reforms in the civil aviation sector deepen, Macau Airport is expected to undertake further institutional and mechanistic innovations in areas such as airspace management optimization, cross-border service facilitation, and intermodal transport development, accumulating valuable practical experience for civil aviation reform and innovation in the Guangdong-Hong Kong-Macao Greater Bay Area and across the nation.

Relying on information technology and digital management for empowerment, it has formed a comprehensive economic model that accommodates and promotes the coordinated development of multiple sectors. The low-altitude economy represents new quality productive forces, and the Guangdong-Hong Kong-Macao Greater Bay Area is a high-level hub for the agglomeration of low-altitude economy industrial elements both nationally and globally. With the advancement of China's low-altitude airspace management reform and the development of the general aviation industry, the Greater Bay Area has become a key pioneering and demonstration zone for the high-quality development of the low-altitude economy. The "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area" explicitly calls for "deepening the reform of low-altitude airspace management, accelerating the development of general aviation, steadily developing cross-border helicopter services, and building comprehensive demonstration zones for the general aviation industry in Shenzhen and Zhuhai." Due to its flexible management system and extensive international connections, Macau International Airport possesses unique advantages in developing cross-border helicopter services, cross-border low-altitude logistics, and UAV-based low-altitude tourism. As the specific implementer of the Macau SAR government's aviation functions, the airport will play a key new role in cultivating new quality productive forces by opening up new scenarios for cross-border passenger and cargo transport in the "low-altitude + application" domain.
