Civil Aviation Administration Held February Safety Committee Plenary (Expanded) Meeting

2月10日，民航局召开2月安委会全体（扩大）会议，进一步传达学习近期中央领导对全国安全生产以及对民航安全的重要指示批示精神，落实党中央、国务院关于做好春节前后安全生产工作的重要部署，回顾1月以来重点工作，分析近期安全运行形势，明确春运期间安全工作要求。民航局局长宋志勇出席会议并讲话，民航局副局长胡振江、韩钧、梁楠出席会议。

On February 10, the Civil Aviation Administration convened a plenary (expanded) meeting of its Safety Committee for February to further convey and study the guiding instructions recently issued by central leadership on national workplace safety and civil aviation safety. The meeting also implemented the important arrangements made by the CPC Central Committee and the State Council regarding workplace safety before and after the Spring Festival. It reviewed key work carried out since January, analyzed the recent safety performance and operational situation, and set out safety requirements for the Spring Festival travel rush. Song Zhiyong, Administrator of the Civil Aviation Administration, attended the meeting and delivered remarks. Deputy Administrators Hu Zhenjiang, Han Jun, and Liang Nan were also in attendance.

宋志勇指出，要认真学习领会、坚决贯彻落实党中央、国务院部署要求，切实抓好安全生产工作。要统筹好安全和发展、安全与其他各项工作的关系，有效防范化解各类风险，以高水平安全推动高质量发展。要进一步强化安全生产责任落实，持续深入开展治本攻坚三年行动，精准防范化解安全风险，坚决防范遏制事故发生。

Song Zhiyong emphasized the importance of thoroughly studying, fully understanding, and resolutely implementing the decisions and arrangements of the CPC Central Committee and the State Council, and of effectively ensuring workplace safety. He stressed the need to properly balance the relationship between safety and development, as well as between safety and other areas of work, to effectively prevent and defuse various risks, and to promote high-quality development through high-level safety. He further called for strengthening the implementation of workplace safety responsibilities, continuing to advance the three-year campaign for addressing root causes of safety issues, taking targeted measures to prevent and mitigate safety risks, and resolutely preventing and curbing accidents.

宋志勇要求，要切实增强风险意识，始终对安全形势保持清醒头脑。重点关注春节和春运特点对安全管理提出的更高要求，认真防范安全管理能力不足可能带来的风险，扎实做好春运生产组织。

Song Zhiyong called for heightened risk awareness and the need to remain clear-headed about the safety situation at all times. He urged close attention to the higher demands placed on safety management by the characteristics of the Spring Festival period and the Spring Festival travel rush, stressing the importance of guarding against risks arising from inadequate safety management capacity and ensuring the solid organization of operations during the travel peak.

宋志勇强调，要加强安全管理，严密生产组织，确保春节春运安全。一要周密做好春运安全管理和旅客服务工作，准确把握民航春运面临的安全形势和运行特点，切实加强组织领导，抓好冬季运行风险防范，强化协同联动，加强值班值守，全力做好综合运输春运安全生产和服务保障各项工作。二要严把航空器适航关，认真评估春运期间飞机投运数量与自身安全保障能力之间的匹配性，持之以恒做好预防性维修，继续落实好发动机空停防范工作机制，继续做好老龄化飞机维修管理，科学组织维修生产，强化维修标准落实。三要深入推进关键队伍能力建设，深入开展好以业务培训和技能训练为核心的队伍建设工作，严格飞行、机务、管制等关键岗位人员准入标准，深入开展好飞行员岗位胜任力提升专项行动，推动干部队伍履职尽责。四要深入开展机坪运行安全专项整治，协同配合、扎实推进《运输机场机坪运行安全专项整治工作方案》各项任务，重点严防跑道侵入，全面提升机坪运行安全水平。五要继续开展好通航安全专项整治，进一步强化做好通航安全工作的责任感，保持力度不减，坚持标本兼治，加强监督检查，坚决打好专项整治这场攻坚战、持久战。

Song Zhiyong stressed the need to strengthen safety management and tighten operational organization to ensure safety during the Spring Festival and the Spring Festival travel rush. First, solid efforts must be made in safety management and passenger services during the travel peak. It is essential to accurately assess the safety situation and operational characteristics facing civil aviation during this period, strengthen organizational leadership, effectively guard against risks associated with winter operations, enhance coordination and joint response mechanisms, and ensure proper duty rosters and on-call arrangements, so as to deliver robust safety assurance and service support for the integrated transport system. Second, strict control must be exercised over aircraft airworthiness. Careful assessment should be conducted to ensure that the number of aircraft put into operation matches safety support capabilities. Preventive maintenance must be carried out consistently, the mechanism for preventing in-flight engine shutdowns must continue to be implemented, maintenance management of aging aircraft must be strengthened, maintenance operations must be organized in a sound and scientific manner, and maintenance standards must be rigorously enforced. Third, efforts must be intensified to strengthen the capacity of key personnel. In-depth team development should be carried out with a focus on professional training and skills enhancement. Strict entry standards must be enforced for personnel in critical positions such as flight operations, maintenance, and air traffic control. A dedicated initiative to enhance pilot competency should be advanced, and officials and staff should be encouraged to fully perform their duties. Fourth, a targeted campaign to improve apron operation safety must be advanced. All tasks under the Work Plan for the Special Campaign on Apron Operation Safety at Transport Airports should be implemented in a coordinated and effective manner, with a particular focus on preventing runway incursions and comprehensively improving apron safety standards. Fifth, the special campaign on general aviation safety must be sustained. A stronger sense of responsibility for ensuring general aviation safety is required, with continued intensity of efforts. Both root causes and symptoms must be addressed, supervision and inspections must be strengthened, and resolute efforts must be made to win this tough and protracted battle in safety rectification.

宋志勇最后强调，要统筹兼顾做好空防安全等工作。全面加强对空防安全领域风险点的梳理分析，强化安全防范，筑牢地面、空中全方位安保防线。要落实国务院安委会统一部署，做好消防安全、施工安全、网络安全、员工关爱、信访维稳等方面工作。

Song Zhiyong concluded by emphasizing the need to take a coordinated approach to ensuring aviation security and other related work. He called for a comprehensive review and analysis of risk points in the field of aviation security, strengthened preventive measures, and the building of a robust, all-round security defense covering both ground and air operations. He also stressed the importance of implementing the unified arrangements of the State Council Work Safety Committee, and of making solid efforts in fire safety, construction safety, cybersecurity, employee care, and maintaining social stability through effective handling of public complaints.

中央纪委国家监委驻交通运输部纪检监察组、审计署交通运输审计局有关负责同志，民航局三总师、民航局机关各部门主要负责同志，民航各地区管理局、监管局，有关局属单位和民航企事业单位主要负责同志分别在主会场、分会场参加会议。

Officials in charge from the discipline inspection and supervision team of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed at the Ministry of Transport, as well as from the Transport Audit Bureau of the National Audit Office, attended the meeting. Also present were the chief engineers of the Civil Aviation Administration, heads of its departments, and principal officials from regional administrations and regulatory bureaus, as well as from relevant affiliated institutions and civil aviation enterprises, who participated in the meeting at the main venue and via branch venues.
