12月6日，中国民用航空局副局长梁楠出席联合国发展系统驻华协调员办公室、国际民航组织亚太地区分办事处在京联合举办的纪念《国际民用航空公约》（以下简称《公约》）签署80周年招待会并致辞。亚太地区国家驻华外交官、国际组织驻华负责人、有关部委及业界代表70余人参加。
On December 6th, Liang Nan, deputy director of the Civil Aviation Administration of China, attended the reception to commemorate the signing of the Convention on International Civil Aviation (hereinafter referred to as the Convention) jointly organized by the Office of the Coordinator of the United Nations Development System in China and the Asia-Pacific Branch Office of ICAO in Beijing and delivered a speech. More than 70 diplomats from Asia-Pacific countries in China, heads of international organizations in China, relevant ministries and industry representatives attended the meeting.
梁楠对《公约》签署和国际民航组织成立80周年表示祝贺。梁楠表示，国际民航组织是民航领域践行多边主义的最重要平台，80年来，在《公约》的引领和国际民航组织的支持下，全球民航业蓬勃发展，已成为经济全球化的重要助推器和文明交流互鉴的空中纽带。作为国际民航组织创始成员国和一类理事国，中国始终恪守《国际民用航空公约》宗旨和原则，积极履行成员国义务，始终致力于为推进国际民用航空的安全和可持续发展做出积极贡献。梁楠强调，中国民航高度重视与国际民航组织开展全方位合作，将秉持构建人类命运共同体理念，推动共建“一带一路”倡议、全球发展倡议与国际民航组织“不让一个国家掉队”倡议对接，与国际民航组织和各国同行携手合作，推动全球民航业更加安全和更可持续的发展，为世界经济增长和各国人民福祉作出更大贡献。
Liang Nan extended congratulations on the 80th anniversary of the signing of the **Convention** and the establishment of the International Civil Aviation Organization (ICAO). Liang Nan stated that ICAO is the most important platform for practicing multilateralism in the field of civil aviation. Over the past 80 years, under the guidance of the **Convention** and with the support of ICAO, the global civil aviation industry has flourished and has become an important driver of economic globalization and an aerial bond for the exchange and mutual learning among civilizations.As a founding member and Category I Council member of ICAO, China has always strictly adhered to the purposes and principles of the **Convention on International Civil Aviation**, actively fulfilled its obligations as a member state, and has been committed to making positive contributions to the safety and sustainable development of international civil aviation.Liang Nan emphasized that Chinese civil aviation places great importance on comprehensive cooperation with ICAO. China will uphold the concept of building a community with a shared future for mankind and promote the alignment of the Belt and Road Initiative and the Global Development Initiative with ICAO's "No Country Left Behind" initiative. China will work hand in hand with ICAO and fellow aviation professionals from around the world to drive the global civil aviation industry towards safer and more sustainable development, and make greater contributions to global economic growth and the well-being of people in all countries.
招待会上，联合国发展系统驻华协调员常启德发表视频致辞，祝贺《公约》签署80周年，高度肯定中国对联合国系统的支持及中国民航在全球民航发展中的重要作用，呼吁世界各国携手应对民航业面临的新挑战，共同探索可持续发展新路径。国际民航组织秘书长萨拉萨尔在视频致辞中回顾了《公约》对全球民航业的历史贡献，对中国支持该组织亚太地区分办事处运行表示感谢，呼吁成员国加强合作，共同提高民航业安全、韧性、可持续发展能力。国际民航组织亚太地区办事处主任马涛在致辞中表达了对各成员国在《公约》框架下加强合作的期待，希望各方能够共同把握数字化创新机遇，推动民航业实现可持续发展的目标。国际民航组织亚太地区分办事处主任拉菲详细介绍了《公约》签署80年来全球民航业取得的巨大成就。
At the reception, Siddharth Chatterjee, the Coordinator of the United Nations Development System in China, delivered a video message, congratulating the 80th anniversary of the signing of the **Convention**. He highly praised China's support for the United Nations system and the important role of Chinese civil aviation in global civil aviation development. He called on countries around the world to join hands to address new challenges facing the civil aviation industry and to jointly explore new pathways for sustainable development.Juan Carlos Salazar, the Secretary-General of the International Civil Aviation Organization (ICAO), in his video message, reviewed the historical contributions of the **Convention** to the global civil aviation industry. He expressed gratitude to China for its support in the operation of the ICAO's Asia-Pacific regional office and called on member states to strengthen cooperation to enhance the safety, resilience, and sustainable development capabilities of the civil aviation industry.Ma Tao, the Director of the ICAO Asia-Pacific Regional Office, in his speech, expressed his expectation for strengthened cooperation among member states under the framework of the **Convention**. He hoped that all parties would jointly seize the opportunities of digital innovation to promote the goal of sustainable development in civil aviation.Raffaele De Giorgi, the Director of the ICAO Asia-Pacific Subregional Office, provided a detailed introduction to the significant achievements made by the global civil aviation industry over the 80 years since the signing of the **Convention**.
1944年11月1日至12月7日，包括中国在内的52个国家参加了在芝加哥召开的国际会议，共同签署了《国际民用航空公约》，奠定了国际民航业发展的基础。《公约》及其附件所包含的原则、规则和国际航行标准是各国民用航空立法的重要借鉴。目前，已有193个国家批准或加入《公约》。
From November 1 to December 7, 1944, 52 countries, including China, participated in the international conference held in Chicago and jointly signed the Convention on International Civil Aviation, laying the foundation for the development of the international civil aviation industry. The principles, rules and international navigation standards contained in the Convention and its annexes are important references for civil aviation legislation in various countries. At present, 193 countries have ratified or acceded to the Convention.
