1月7日，2026年全国民航航空安全工作会议在京召开。会议以习近平新时代中国特色社会主义思想为指导，持续深入贯彻落实习近平总书记系列重要指示批示精神，深入学习贯彻党的二十大和二十届历次全会、中央经济工作会议精神，总结2025年航空安全工作，分析行业安全发展面临的新形势，明确2026年航空安全工作思路和主要任务。民航局局长宋志勇将作专题讲话，民航局副局长胡振江、韩钧、马兵、梁楠，中央纪委国家监委驻交通运输部纪检监察组有关负责同志出席会议。胡振江作题为《不断强化安全发展理念 持续提升关键队伍能力 持之以恒构筑更高水平航空安全》的航空安全工作报告，马兵将作会议总结。会议为期一天半。

Hu Zhenjiang delivered an aviation safety work report entitled "Continuously Strengthening the Concept of Safety Development, Continuously Improving the Capabilities of Key Teams, Persistently Building a Higher Level of Aviation Safety", and Ma Bing will make a summary of the meeting. 航空安全工作报告指出，2025年，全行业深入学习贯彻落实习近平总书记关于安全生产的重要论述和对民航安全工作的重要指示批示精神，坚决贯彻党中央决策部署，始终坚持稳中求进、安全第一，实现安全态势平稳可控；严密生产组织，积极稳妥应对复杂环境挑战；持续提升安全保障能力，着力夯实安全运行基础；持续加强风险管控，有效整治各类安全隐患；持续提升监管能力，推动行业深入落实安全责任。在运输总量创历史新高的情况下实现了行业安全平稳运行，圆满完成各项重大保障任务，全行业完成运输飞行1455.1万小时、554.7万架次、旅客运输量7.7亿人次，同比分别增长5.3%、3.1%、5.5%。全行业未发生运输航空事故，空防连续23年未发生责任事故。

Despite achieving a record-high total transportation volume, the industry maintained safe and stable operations, successfully completing various major support tasks. The entire industry completed 14.551 million hours of transportation flights, 5.547 million sorties, and transported 770 million passengers, with year-on-year increases of 5.3%, 3.1%, and 5.5%, respectively. No aviation accidents occurred in the entire industry, and there were no liability accidents in air defense for 23 consecutive years.
会议强调，2026年，全行业要将思想和行动统一到党中央对形势的重大判断和决策部署上来，精准研判、深刻把握国内国际安全形势的发展演变，始终对安全态势保持清醒头脑。要清醒认识国内民航安全态势，准确研判安全风险，始终保持强烈的忧患意识和时时放心不下的责任感。要增强对国际民航安全态势的敏感性，深刻汲取事故教训，举一反三防范共性风险。要综合研判影响航空安全的各类因素，防止相关领域安全风险的传导、外溢、放大等效应，增强安全工作的主动性。

会议明确了2026年安全工作的基本思路：以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的二十大和二十届历次全会精神，坚决贯彻落实习近平总书记关于安全生产的重要论述和对民航安全工作的重要指示批示精神，坚决贯彻总体国家安全观，牢固树立安全发展理念，始终坚持安全第一、稳中求进，始终坚持事前预防、系统治理，持续强化责任落实、规章执行，持续加强生产组织、队伍建设，持续推进专项整治、监管提效，不断提升整体安全管控能力，努力构建更高水平航空安全，为“十五五”实现良好开局打牢安全基础。

2026年，全行业抓好六个方面主要工作。一是始终坚持党的领导，不断树牢安全发展理念。坚决贯彻落实习近平总书记重要指示批示精神，不断强化安全工作的政治保证和思想引领；科学编制“十五五”发展规划，推动高水平安全与高质量发展良性互动；深入促进党建与安全业务融合，更好发挥党组织的引领和保证作用，充分发挥各级工会、共青团桥梁纽带作用。
In 2026, the entire industry will focus on six main areas of work. First, we must always adhere to the leadership of the Party and continuously establish the concept of safe development. 二是严抓规章标准执行，大力推动安全责任落实落地。以新《民用航空法》颁布为契机，持续健全法规制度，不断夯实安全运行基础；强化监管手段运用，深入推动安全责任落实；始终坚持从严管理，严厉打击违规违章行为。

五是深入落实双重预防工作机制，着力强化系统性安全管理。深入推动安全管理体系建设，不断提升系统效能；深入开展专项整治，切实发挥双重预防机制效能；紧密结合行业实际，完善空防管理工作机制。
Fifth, we should thoroughly implement the dual prevention mechanism and focus on strengthening systematic safety management. We should further promote the construction of the safety management system and continuously enhance its effectiveness; carry out in-depth special rectifications to effectively leverage the efficiency of the dual prevention mechanism; and closely integrate with industry practices to improve the air defense management mechanism.
六是持续提升安全监管效能，扎实推进治理体系和能力现代化。全面宣贯实施《民用航空法》，修订完善配套规章；科学调配监管资源，继续推进差异化精准监管；持续优化安全监管机制，不断提升监管能力。
Sixth, we will continue to improve the efficiency of safety supervision and solidly promote the modernization of governance systems and capabilities. Comprehensively publicize and implement the Civil Aviation Law, revise and improve supporting regulations; Scientifically allocate regulatory resources and continue to promote differentiated and precise supervision; Continue to optimize the safety supervision mechanism and continuously improve supervision capabilities.
