守住航空安全底线 选择做高质量航司

Keep the bottom line of aviation safety and choose to be a high-quality airline

中央确定2024年经济工作要坚持稳中求进、以进促稳、先立后破。作为国家重要战略产业，中国民航持续推动实现质的有效提升和量的合理增长乃2024年之首要任务和重点工作。行业如此，航司亦然。

The central government has determined that the economic work in 2024 should adhere to seeking progress while maintaining stability, promoting stability through progress, and establishing first and then breaking. As an important national strategic industry, China's civil aviation continues to promote the realization of effective improvement in quality and reasonable growth in quantity is the top priority and key task in 2024. This is true for the industry, and so is the airline.

航司是直接面向消费者提供航空运输服务产品并以此实现销售收入的民航业核心市场主体。从现金流微观看，航司主营业务收入是包括飞机制造、航空油料、航空信息、空管等在内民航全产业链各环节非航企业的主要甚至是唯一现金流来源；从业财界面中观看，航司是民航赖以实现产业内与产业外以现金流为交易媒介的业务和财务相互交流的界面；从产业经济宏观看，航司主营业务销售总额就是整个民航上下游市场主体“初次分配”总量。因此，民航高质量发展核心在航司，关键在提升盈利能力。近日闭幕的全国民航工作会议在提出2024年度发展目标的同时，也为航司指明高质量发展方向。

Airlines are the core market players in the civil aviation industry that provide air transportation service products directly to consumers and realize sales revenue. From the micro-perspective of cash flow, the main business income of airlines is the main or even the only source of cash flow for non-aviation enterprises in all links of the civil aviation industry chain, including aircraft manufacturing, aviation fuel, aviation information, air traffic control, etc.; viewed from the business and financial interface, airlines are the interface on which civil aviation relies to realize business and financial exchanges in the industry and outside the industry using cash flow as a transaction medium; from the macro perspective of the industrial economy, the total sales of airlines' main business is the total "initial distribution" of the entire upstream and downstream market entities of civil aviation. Therefore, the core of high-quality development of civil aviation lies in airlines, and the key is to improve profitability. The recently concluded National Civil Aviation Work Conference not only proposed the 2024 development goals, but also pointed out the high-quality development direction for airlines.

守住航空安全底线。工作会议提出“牢固树立安全发展理念，努力实现高水平航空安全”，并明确要求坚持”安全第一”不动摇，统筹处理好安全与发展、效益的关系，确保运行保障能力与运输生产规模相匹配。航司需要发展，但其前提是安全，没有安全的发展毫无意义。

Hold the bottom line of aviation safety. The working meeting put forward "firmly establish the concept of safety development and strive to achieve high-level aviation safety", and clearly required that "safety first" be adhered to unswervingly, and the relationship between safety, development and efficiency should be handled in an overall manner to ensure that the operation support capacity matches the scale of transportation production. Airlines need to develop, but the premise is safety, and development without safety is meaningless.

选择做高质量航司。工作会议也提出了“全面拉动航空市场需求，主动服务构建新发展格局”。鼓励航司勇于肩负起新时代新征程的新使命，在面对各类风险挑战叠加时，要信心满满、更要干劲十足，找准挖掘国内市场新增长点、推动国际市场加快恢复、提升航空物流服务能力等发力点，围绕增收节支、降本增效这一主线，力争将2024年民航运输量的合理增长高能级地转换为航司主业质的有效提升。航司需要安全，但其目标是发展，没有发展的安全不可持续。

Choose to be a high-quality airline. The working meeting also proposed "comprehensively stimulate the demand of the aviation market, take the initiative to serve and build a new development pattern". Airlines are encouraged to shoulder the new mission of the new era and new journey. When facing the superposition of various risks and challenges, they must be full of confidence and energy. Identify new growth points in the domestic market, promote the recovery of the international market, and improve the service capacity of aviation logistics. Focusing on the main line of increasing revenue and cost, reducing costs and increasing efficiency, strive to convert the reasonable growth of civil aviation transportation volume in 2024 into an effective improvement of the main business quality of the airline. Airlines need safety, but their goal is development. Without development, safety is unsustainable.
