4月15日，由中国民航局、中国商飞、中国航材等11家单位共同开展的《民用航空产业对中国国民经济影响》课题研究成果在京发布。据研究，我国民用航空产业已经形成并快速成熟，对国民经济的贡献率显著提升，具有成为我国战略支柱产业的价值和潜力。中国民航局副局长梁楠、中国商飞副总经理张小光在成果发布会上致辞。
On April 15, the research results of the project "The Impact of the Civil Aviation Industry on China's National Economy," jointly conducted by 11 organizations including the Civil Aviation Administration of China (CAAC), COMAC, and CAS, were released in Beijing. According to the research, China's civil aviation industry has taken shape and is rapidly maturing, with its contribution to the national economy significantly increasing, demonstrating the value and potential to become a strategic pillar industry of the country. Liang Nan, Deputy Administrator of CAAC, and Zhang Xiaoguang, Vice President of COMAC, delivered speeches at the results release conference.
民用航空产业链条长、辐射面广、附加值高，对区域经济协同、国际经贸合作以及低空经济等新兴领域发展具有深远影响，是现代化产业体系建设的重要组成部分。如何科学评估民用航空产业对国民经济的贡献，厘清其产业链与价值链的内在逻辑，识别关键瓶颈并优化政策路径，已成为政府、产业界、学术界共同关注的重大课题。为深入贯彻落实党的二十大精神，完整、准确、全面贯彻新发展理念，准确认识、科学评估民用航空产业对我国国民经济影响，充分发挥民用航空产业在构建现代化产业体系、推动新质生产力发展中的战略作用，2024年4月，11家单位共同启动《民用航空产业对中国国民经济影响》课题研究项目。
The civil aviation industry features a long industrial chain, broad辐射 reach, and high added value, exerting profound influence on regional economic coordination, international economic and trade cooperation, and the development of emerging fields such as the low-altitude economy. It constitutes an important component of the construction of a modern industrial system. How to scientifically assess the contribution of the civil aviation industry to the national economy, clarify the internal logic of its industrial and value chains, identify key bottlenecks, and optimize policy pathways has become a major issue of common concern for the government, industry, and academia. To thoroughly implement the guiding principles of the 20th National Congress of the CPC, fully, accurately, and comprehensively apply the new development philosophy, accurately understand and scientifically assess the impact of the civil aviation industry on China's national economy, and fully leverage the strategic role of the civil aviation industry in building a modern industrial system and promoting the development of new quality productive forces, 11 organizations jointly launched the research project "The Impact of the Civil Aviation Industry on China's National Economy" in April 2024.
经过为期一年的深入研究，课题研究成果报告形成。报告分为5个部分，包括民用航空产业分类，民用航空产业规模及分布，民用航空产业对国民经济的影响：理论与方法，民用航空产业对中国国民经济影响的测度结果和相关建议。
After a year of in-depth study, the report of the research results was formed. The report is divided into five parts, including the classification of the civil aviation industry, the scale and distribution of the civil aviation industry, the impact of the civil aviation industry on the national economy: theories and methods, the measurement results of the impact of the civil aviation industry on China's national economy and related recommendations.
报告创新性地提出了民用航空产业分类标准，以投入产出分析为理论框架，在国家统计局2017年投入产出表（149部门）的基础上，扩展构建了涵盖174个部门（含27个民航产业部门）的《中国民用航空产业投入产出表（2017）》，填补了国内民用航空产业经济核算体系的研究空白。据研究，2023年，民用航空产业增加值效应占GDP的比重为1.6%。据初步预测，到2035年民用航空产业增加值效应占GDP的比重将达到3%，到2050年有望进一步提升至5%。
The report innovatively puts forward the classification standard of civil aviation industry, takes input-output analysis as the theoretical framework, and on the basis of the 2017 input-output table (149 departments) of the National Bureau of Statistics, the "China Civil Aviation Industry Input-Output Table (2017)" covering 174 departments (including 27 civil aviation industry departments) has been expanded to fill the research gap in the economic accounting system of the domestic civil aviation industry. According to the study, in 2023, the value-added effect of the civil aviation industry will account for 1.6 percent of GDP. According to preliminary forecasts, the value-added effect of the civil aviation industry will account for 3% of GDP by 2035, and it is expected to further increase to 5% by 2050.
课题组组长刘鲁颂介绍说，课题组完成了对全国31个省份、1650家单位的实地调研，收集细化调研数据527份，整理汇总2.7万家重点企事业单位的基本信息，创建了第一张全产业链视角下的中国民用航空产业分类标准，构建起了第一个全产业图景数字画像，编制出了第一张中国民用航空产业投入产出表，首次展示了中国民用航空产业及其各个门类对国民经济贡献的量化测度结果，建立民航“产业地图”数据库，实现对民航产业的“数据画像”。
Liu Lusong, head of the research group, introduced that the team completed field research in 31 provinces across the country, covering 1,650 organizations, collected 527 detailed survey data points, compiled basic information from 27,000 key enterprises and institutions, created the first-ever classification standard for China's civil aviation industry from a full industrial chain perspective, constructed the first digital portrait of the entire industry landscape, compiled the first input-output table for China's civil aviation industry, presented for the first time quantitative measurement results of the civil aviation industry's contribution to the national economy across various sectors, and established a civil aviation "industry map" database, achieving a "data portrait" of the civil aviation industry.
根据研究成果，课题组建议进一步明确民用航空产业发展目标，努力将民用航空产业打造成为我国战略支柱产业；进一步认识特定产业对国民经济产生影响的作用机理，突出民用航空产业发展重点；进一步把握特定产业的结构性特征，增强民用航空产业发展政策的系统性；进一步贯彻构建现代化产业体系的要求，切实提升基于特定产业的政府治理能力。
Based on the research findings, the research group recommends further clarifying the development goals of the civil aviation industry, striving to establish it as a strategic pillar industry for China; further understanding the mechanisms through which this specific industry impacts the national economy, highlighting the key priorities for civil aviation industry development; further grasping the structural characteristics of this specific industry, enhancing the系统性 of civil aviation industry development policies; and further implementing the requirements for building a modern industrial system, effectively improving government governance capabilities based on this specific industry.
