1月6日，2026年全国民航工作会议在京召开。会议以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的二十大和二十届历次全会精神，认真落实中央经济工作会议部署，落实全国交通运输工作会议要求，系统回顾民航2025年及“十四五”工作，统筹谋划“十五五”工作思路，研究部署2026年主要任务。交通运输部部长刘伟出席会议并讲话。民航局局长宋志勇作题为《夯实基础 全面发力 以扎实有效的工作确保“十五五”良好开局》的工作报告。民航局副局长胡振江、韩钧、马兵、梁楠出席会议，胡振江主持会议。中央纪委国家监委驻交通运输部纪检监察组、国家有关部委的相关领导和民航行业各单位、各部门主要负责人参加会议。会议为期一天半。

Hu Zhenjiang, Han Jun, Ma Bing and Liang Nan, deputy directors of CAAC, attended the meeting, and Hu Zhenjiang presided over the meeting. The Discipline Inspection and Supervision Team of the Central Commission for Discipline Inspection and the State Supervision Commission in the Ministry of Transport, relevant leaders of relevant state ministries and commissions, and main heads of various units and departments in the civil aviation industry attended the meeting. 刘伟表示，2025年，民航服务保障能力不断增强，行业发展质效不断提升，新质生产力加快培育，安全态势总体平稳。“十四五”时期，民航高质量发展迈出坚实步伐，为实现由“大”到“强”的跨越奠定了坚实基础。刘伟指出，要深入贯彻落实习近平总书记重要指示批示精神和党中央决策部署，把学习贯彻习近平总书记关于交通强国的重要论述和深入贯彻落实党的二十届四中全会精神、中央经济工作会议精神贯通起来，要持续强化民航安全管理，认真贯彻落实《民用航空法》，着力防范化解安全生产重大风险，要构建促进民航业高质量发展的政策制度体系，提高国家重大战略服务保障能力，培育发展民航领域新质生产力，持续推进民航深化改革扩大开放，加强党的全面领导和党的建设，加快推动民航业高质量发展。刘伟还对做好民航春运工作提出了要求。

宋志勇在工作报告中指出，2025年，全行业认真贯彻落实党中央、国务院决策部署，完整准确全面贯彻新发展理念，坚持稳中求进工作总基调，积极服务构建新发展格局，有效应对外部冲击挑战，民航高质量发展再上新台阶，总体保持了稳中有进、稳中向好的发展态势，主要目标任务顺利完成，“十四五”实现圆满收官。全年完成运输总周转量1640.8亿吨公里、旅客运输量7.7亿人次、货邮运输量1017.2万吨，同比分别增长10.5%、5.5%、13.3%，其中国际航班恢复至2019年90%以上，国际旅客运输量同比增长21.6%。航空总人口超5亿，我国成为全球第一航空人口大国。完成运输飞行1455.1万小时、554.7万架次，在飞行量同比增长5.3%的同时，运输航空征候万时率同比下降5.9%。在航班量同比增长4.7%的情况下，航班正常率超过90%，千万级机场近机位靠桥率达85.8%。加快基础设施建设，带动行业完成固定资产投资1200亿元。全年实现盈利65亿元，经营效益进一步向好。新修订的《民用航空法》颁布。传统通用航空完成飞行121.8万小时，实名登记无人机总数突破328万架，累计飞行4530万小时，同比增长近70%。

The total transportation turnover volume for the year was 164.08 billion ton-kilometers, passenger transportation volume was 770 million passengers, and cargo and mail transportation volume was 10.172 million tons, with year-on-year increases of 10.5%, 5.5%, and 13.3%, respectively. Among them, international flights recovered to over 90% of 2019 levels, and international passenger transportation volume increased by 21.6% year-on-year. The total aviation population exceeded 500 million, making China the world's largest aviation population country. A total of 14.551 million hours and 5.547 million flights were completed, with a year-on-year increase of 5.3% in flight volume, while the on-time performance rate of commercial aviation decreased by 5.9% year-on-year. With a year-on-year increase of 4.7% in flight volume, the flight punctuality rate exceeded 90%, and the bridge-adjacent parking stand rate for airports with a passenger volume of over 10 million reached 85.8%. Infrastructure construction was accelerated, driving the industry to complete fixed assets investment of 120 billion yuan. The annual profit reached 6.5 billion yuan, and operating efficiency further improved. The newly revised Civil Aviation Law was promulgated. Traditional general aviation completed 1.218 million flight hours, and the total number of drones registered with real names exceeded 3.28 million, with a cumulative flight time of 45.3 million hours, an increase of nearly 70% year-on-year.

会议明确了2026年民航工作的七项重点任务。一是坚决守牢航空安全底线。树牢安全发展理念，强化全链条安全责任落实，加强安全管理体系建设，深化风险隐患排查整治，持续加强关键队伍建设，加强全过程生产运行组织，持续提升安全监管效能，切实加强低空安全管控能力。
