Recently, the Civil Aviation Administration of China (CAAC) issued the Technical Specifications for Engineering Monitoring of Airport and the Technical specification for structural monitoring of aircraft bridge in civil airport, which aims to improve the monitoring capabilities and safety prevention and control levels of key facilities and risk points of civil transport airports. These technical standards are the first of their kind specifically focused on engineering monitoring within the civil aviation engineering construction framework, which provides technical support for the establishment of monitoring systems at civil airports. It was developed following the CAAC's 2024 Notice on Conducting Safety Monitoring of Slope Stability and Aircraft Bridges at Civil Transport Airports.
Recently, there are 91 high-slope airports and 76 aircraft bridges on service among the 263 certified transport airports in China, and the airport will take risks of secondary geological disasters on high slopes and the collapse of aircraft bridges under the influence of frequent extreme weather and heavy rainfall in flood season. Hence, The establishment of a standard system is a crucial part of advancing monitoring work. The two newly issued industry standards clarify various monitoring technical requirements during the construction and operation of civil airports, which provide technical basis and guidance for standardizing airport construction and operation monitoring.
Technical Specifications for Engineering Monitoring of Airport has put forward the overall requirements and basic regulations for civil airport engineering monitoring to clarifiy the conditions, monitoring items, monitoring point layout, monitoring frequency and monitoring duration of groundwater, site, foundation, slope and other main objects during the construction and operation periods. The specifications also emphasizes the scientific and rational application of monitoring results, and detail regulations of data collation and analysis, pre-warning warming system and platforms. It is also puts forward the analysis method of settlement and deformation prediction, and advocates the use of low-interference automatic monitoring technology.
Technical specification for structural monitoring of aircraft bridge in civil airport has refined the monitoring requirements for aircraft bridges. It specifies the monitoring items, monitoring point layout, monitoring methods, monitoring system and monitoring data management, which takes into account the problems of bridge structure, service age, and maintenances. The Specification also particularly clarifies the functions and architecture of both industry-wide platforms and single-bridge systems.
The relevant staff in charge of the Airport Department of CAAC said that , the construction of airport infrastructure monitoring system is needed with arduous tasks compared to other industries. The two industry standards are important foundation for establishment of full-life cycle monitoring system for transportation airports. The next step of CAAC is to accelerate the construction of a safety monitoring system for the stability of high slopes and the aircraft bridges in transport airports, which can further enhance the operation safety guarantee capabilities of airports.
