Civil Aviation Administration Launches Campaign to Strictly Enforce Workplace Safety Responsibilities

为深入学习贯彻习近平总书记关于安全生产责任制的重要论述和重要指示批示精神，认真落实国务院安委会工作要求，扎实推进2025年全国民航工作会议和航空安全工作会议有关部署，民航局将从即日起组织开展以“严格落实安全生产责任制”主题的征文活动，促进民航安全生产责任制更加健全完善并得到有力有效落实。

In order to thoroughly study and implement General Secretary Xi Jinping’s important statements and instructions on the system of workplace safety accountability, earnestly fulfill the requirements of the State Council Work Safety Committee, and advance the relevant arrangements made at the 2025 National Civil Aviation Work Conference and the Civil Aviation Safety Conference, the Civil Aviation Administration will, effective immediately, organize an essay campaign themed “Strict Implementation of the Workplace Safety Accountability System,” with a view to further improving the system and ensuring its robust and effective implementation across the civil aviation sector.

征文活动由民航局航空安全委员会办公室主办，中国民航报社出版社协办，持续至2025年8月29日。征文要求坚持以习近平总书记关于安全生产重要论述以及对民航安全工作的重要指示批示精神为根本遵循，认真贯彻总体国家安全观，结合《安全生产法》《民用航空法》《民用航空安全管理规定》《关于落实民航安全责任的管理办法》等制度要求，围绕“严格落实安全生产责任制”主题，聚焦对安全责任的认识、安全责任制建立健全、责任制执行落实、责任制落实情况监督考核等，阐述如何构建系统健全完善的民航安全生产责任制，探讨推动安全生产责任制在实际安全工作中有效执行的方法路径，介绍如何建立监督考核机制以确保责任制落实到位，以及责任制落实过程中的难点堵点及有效解决措施等实践经验，推动“党政同责”“三管三必须”、民航安全“四个责任”得到有效落实，助力构建更高水平航空安全。

The essay campaign is hosted by the Office of the Aviation Safety Committee of the Civil Aviation Administration and co-organized by China Civil Aviation News and its publishing house. It will run through August 29, 2025. Submissions should take as their fundamental guidance General Secretary Xi Jinping’s important statements on workplace safety and his key instructions on civil aviation safety, and earnestly apply the holistic approach to national security. They should be prepared in light of relevant laws and regulations, including the Work Safety Law, the Civil Aviation Law, the Regulations on Civil Aviation Safety Management, and the Measures for the Administration of Implementing Civil Aviation Safety Responsibilities. Focusing on the theme of “Strict Implementation of the Workplace Safety Accountability System,” contributions should address issues such as the understanding of safety responsibilities; the establishment and improvement of the accountability system; its execution and implementation; and supervision and evaluation of its enforcement. Authors are encouraged to elaborate on how to build a systematic and well-developed accountability framework for civil aviation safety, explore effective approaches to ensuring its implementation in practice, and introduce mechanisms for supervision and assessment to guarantee accountability. Submissions may also analyze key challenges and bottlenecks encountered in implementation and propose practical and effective solutions. The campaign aims to promote the effective implementation of the principle of shared responsibility between Party committees and government authorities, the requirements that “those in charge of industries, businesses, and operations must also take responsibility for safety,” and the “four responsibilities” for civil aviation safety, thereby contributing to the development of a higher level of aviation safety.

根据民航局相关通知，文稿要主题鲜明、内容详实、结构严谨、论述透彻、文风凝练，字数在3000字以内，须为原创作品，文稿所用信息与数据均应引自公开资料或可公开资料。活动期间，征文将择优在相关行业媒体发表。活动结束后，将组织专家评选出一等奖、二等奖、三等奖以及优秀奖征文若干名，选取优秀文稿汇编成册出版，对组织有力、征文质量较高和数量较多的单位予以通报表彰。

According to the relevant notice of the Civil Aviation Administration, submissions should feature a clear theme, substantial content, a well-structured and rigorous framework, thorough analysis, and a concise writing style, and should not exceed 3,000 words. All entries must be original, and any information and data cited should be drawn from publicly available or publicly releasable sources. During the campaign, selected submissions will be published in relevant industry media. Upon conclusion of the campaign, experts will be organized to evaluate the entries and award first, second, and third prizes, as well as a number of merit awards. Outstanding submissions will be compiled and published in a collected volume. Commendations will also be given to organizations that demonstrate strong organization and submit a large number of high-quality entries.

通知要求各单位提高站位、高度重视，鼓励和组织干部职工积极投稿。通过征文活动，促使民航从业人员深刻认识落实安全责任的重要性，切实强化安全意识和责任意识，将安全理念内化于心、外化于行，营造全员共担安全责任、共建航空安全的良好氛围，扎实推进2025年各项安全重点任务。

The notice calls on all units to raise their political awareness, attach great importance to the campaign, and encourage and organize their staff to actively contribute submissions. Through this initiative, civil aviation personnel will be guided to develop a deep understanding of the importance of implementing safety responsibilities, effectively strengthen their awareness of safety and accountability, and internalize safety principles in both mindset and action. The campaign also aims to foster a positive environment in which all personnel share responsibility for safety and work together to enhance aviation safety, thereby solidly advancing key safety tasks for 2025.
