教育部:将科技成果转化绩效指标纳入“双一流”建设成效评价
Ministry of Education: Incorporate the performance indicators of scientific and technological achievements transformation into the evaluation of the effectiveness of "Double First-Class" construction
3月23日下午,国务院新闻办公室举行新闻发布会,介绍专利转化运用专项行动(2023—2025年)实施情况。
On the afternoon of March 23, the State Council Information Office held a press conference to brief on the implementation of the Special Action for the Commercialization and Application of Patents (2023–2025).
会上,教育部科学技术与信息化司司长周大旺在回答记者提问时说,着力完善科技创新质量、绩效、贡献为核心的评价导向,将科技成果转化绩效指标纳入“双一流”建设成效评价、学科评估、高校教师职称评审。另外,教育部将建立多维度、科学化的高校科技成果转化效能评价体系,定期发布高校科技成果转化效能指数,把专利转化情况作为高校评价的重要内容。
At the conference, Zhou Dawang, Director-General of the Department of Science, Technology and Informatization of the Ministry of Education, stated in response to media questions that efforts will be made to improve the evaluation orientation centered on the quality, performance and contribution of scientific and technological innovation. Indicators for the commercialization performance of scientific and technological achievements will be incorporated into the effectiveness evaluation of the Double First-Class Initiative development, discipline assessments, and the professional title evaluation of university teachers. In addition, the Ministry of Education will establish a multi-dimensional and scientific evaluation system for the efficiency of university scientific and technological achievement commercialization, regularly release the efficiency index of such commercialization in institutions of higher education, and take patent commercialization as a key component of university evaluation.
周大旺表示,高校作为国家宝贵的创新资源,蕴藏着服务国家经济社会发展的成果富矿,但高校不同于其他创新主体,其专利等科技成果往往处于前端,具有前沿性、原创性、颠覆性,技术成熟度不高。针对这个特点,教育部着力畅通科技成果转化的链条,加速把高校丰富的专利转变为产业发展的红利,主要从三个方面推动工作,取得了一定成效。
Zhou Dawang pointed out that universities, as valuable national innovation resources, boast abundant scientific and technological achievements that can serve national economic and social development. Unlike other innovation entities, however, their patents and other scientific and technological achievements are mostly at the early research stage, featuring cutting-edge, original and disruptive attributes with low technological maturity. Targeting this characteristic, the Ministry of Education has strived to smooth the whole chain of scientific and technological achievement commercialization to accelerate the translation of universities’ abundant patents into dividends for industrial development, with tangible progress achieved through work advances in three major aspects.
首先,抓源头管理,让专利“为转而生”。持续推动高校探索专利申请前评估制度,加强源头质量管理,从专利申请开始,就瞄准市场、瞄准需求、瞄准转化,推动专利资助奖励制度改革,逐步推动高校取消对专利授权的奖励,加大对转化运用的奖励,引导高校专利从过去的“重申请”向“重实施”转变,从“数量导向”向“质量导向”“转化导向”转变。
First, strengthen source-end management to ensure patents are "created for commercialization". The Ministry has continuously guided universities to explore the pre-application evaluation system for patents and reinforce quality control at the source. From the very beginning of patent applications, efforts are targeted at the market, actual demands and commercialization needs. It also advances the reform of patent funding and incentive mechanisms, gradually phasing out rewards for patent grants while scaling up incentives for patent commercialization and application. This shift guides universities to transition from prioritizing patent filings to focusing on practical implementation, and from quantity-oriented development to quality- and commercialization-driven growth.
其次,抓生态建设,为转化“赋能增效”。教育部过去两年布局建设高校区域技术转移转化中心,搭建政产学研金等要素汇聚平台,促进大学的原始创新能力、企业市场的主体能力、金融资本的支撑能力有效融合,有组织推进科技成果转化。目前,已经在江苏、粤港澳大湾区、北京、福建布局了4个区域中心,覆盖了生物医药、信息通信、先进材料、人工智能等重点产业方向,通过搭建一站式的公共转化平台,让更多的专利成果能够快速进行概念验证、中试熟化,不断提升技术的成熟度。
Second, advance ecosystem development to empower and boost efficiency in achievement commercialization. Over the past two years, the Ministry of Education has planned and built regional technology transfer and commercialization centers for universities, building platforms that integrate government, industry, academia, research and financial resources. These platforms effectively combine universities’ original innovation capacity, enterprises’ market-oriented operational strength, and the supporting capacity of financial capital to advance the commercialization of scientific and technological achievements in a well-organized manner. To date, four regional centers have been established in Jiangsu, the Guangdong-Hong Kong-Macao Greater Bay Area, Beijing and Fujian, covering key industrial sectors including biomedicine, information and communication, advanced materials and artificial intelligence. By building one-stop public commercialization platforms, more patented achievements can undergo rapid conceptual verification and pilot-scale maturation, steadily improving technological maturity.
再次,抓评价改革,让转化“名利双收”。着力完善科技创新质量、绩效、贡献为核心的评价导向。将科技成果转化绩效指标纳入“双一流”建设成效评价、学科评估、高校教师职称评审。特别是有些高校,加大改革力度,设立科技成果转化职称序列,以转化成效来“论英雄”,有效激发转化运用的积极性。教育部跟相关部门共同指导高校开展职务科技成果赋权的改革试点,探索形成各具特色的转化新模式。最新的统计结果显示,2024年,高校专利转让及许可合同数达到3.4万件、合同金额128.6亿元,同比分别增长了15.7%和9.3%。
Third, deepen evaluation reform to ensure contributors to achievement commercialization gain both professional recognition and tangible benefits. The country is committed to refining the evaluation system anchored by the quality, performance and contribution of scientific and technological innovation. The inclusion of scientific and technological achievement commercialization indicators in Double First-Class development evaluations, discipline assessments and university faculty title reviews has been solidified. In particular, some universities have intensified reform efforts by launching dedicated professional title tracks for scientific and technological achievement commercialization, where performance in commercialization serves as a core evaluation criterion, greatly stimulating initiative in patent commercialization and application. Jointly with relevant authorities, the Ministry of Education has guided universities in piloting the reform of right empowerment for job-related scientific and technological achievements, exploring distinctive new models for achievement commercialization. Latest statistics show that in 2024, universities registered 34,000 patent transfer and licensing contracts, with a total contractual value of 12.86 billion yuan, representing a year-on-year increase of 15.7% and 9.3% respectively.
