日前,民航局发布《2025年民航行业发展统计公报》(以下简称《统计公报》),从运输航空、通用航空和低空经济、运输效率与经济效益、航空安全与服务质量、教育与科技创新等12个方面展现了2025年中国民航发展情况。《统计公报》显示,2025年,民航安全运行平稳可控,运输生产主要指标再创历史新高,国际航线客货运快速增长,低空经济蓬勃发展,全行业有效应对外部冲击挑战,民航高质量发展再上新台阶,实现“十四五”圆满收官。
The Civil Aviation Administration of China (CAAC) recently released the "2025 Statistical Bulletin on Civil Aviation Industry Development" (hereinafter referred to as the "Statistical Bulletin"), which presents the development of China's civil aviation industry in 2025 across 12 aspects, including transport aviation, general aviation and the low-altitude economy, transport efficiency and economic benefits, aviation safety and service quality, as well as education and technological innovation. According to the Statistical Bulletin, in 2025, civil aviation safety operations remained stable and controllable. Major indicators of transport production reached new historical highs. International routes saw rapid growth in both passenger and cargo traffic, while the low-altitude economy flourished. The industry effectively withstood external shocks and challenges, as the high-quality development of civil aviation reached a new level, successfully concluding the 14th Five-Year Plan period.
2025年,民航全行业完成运输总周转量1640.83亿吨公里、旅客周转量13993.06亿人公里、货邮周转量413.10亿吨公里,分别比上年增长10.5%、8.3%、16.7%;完成旅客运输量77014.68万人次、货邮运输量1017.21万吨,分别比上年增长5.5%、13.3%,其中国际航线客货运输量同比增长均在20%以上。全行业运输航空公司完成运输飞行小时1455.05万小时、运输起飞架次554.70万架次,分别比上年增长5.3%、3.1%。全行业在册运输飞机平均日利用率为9.11小时,比上年增加0.22小时。2025年,国内客运航班正常率为91.09%,平均延误时间为7分钟,比上年减少3分钟;千万级以上机场近机位靠桥率为85.8%,较上年提高2.0个百分点。据初步统计,2025年,全行业累计实现营业收入11436.4亿元,比上年增长3.0%。2025年,民航固定资产投资总额2173.3亿元,其中,民航基本建设和技术改造投资1250.3亿元,连续6年超过千亿元。
In 2025, the civil aviation industry completed a total transport turnover of 164.083 billion tonne-kilometers, passenger turnover of 1,399.306 billion passenger-kilometers, and cargo and mail turnover of 41.310 billion tonne-kilometers, representing year-on-year increases of 10.5%, 8.3%, and 16.7%, respectively. It handled 770.1468 million passenger trips and 10.1721 million tonnes of cargo and mail, up by 5.5% and 13.3% year-on-year, respectively. Among these, the growth rate of both passenger and cargo transport on international routes exceeded 20% year-on-year. Transport airlines in the industry completed 14.5505 million hours of transport flight and 5.547 million transport takeoffs, increasing by 5.3% and 3.1% year-on-year, respectively. The average daily utilization rate of registered transport aircraft in the industry was 9.11 hours, an increase of 0.22 hours compared to the previous year. In 2025, the on-time performance rate for domestic passenger flights was 91.09%, with an average delay of 7 minutes, a reduction of 3 minutes from the previous year. The rate of boarding via jet bridges at close-in stands at airports with an annual passenger throughput of 10 million or more was 85.8%, an increase of 2.0 percentage points from the prior year. According to preliminary statistics, the industry achieved a total operating revenue of 1,143.64 billion yuan in 2025, up 3.0% year-on-year. Total fixed asset investment in civil aviation reached 217.33 billion yuan, of which 125.03 billion yuan was invested in infrastructure construction and technological transformation, marking the sixth consecutive year that such investment has exceeded 100 billion yuan.
截至2025年底,我国共有运输航空公司65家、民航运输飞机4574架(其中国产飞机220架)、定期航班航线5488条,定期航班国内通航城市261个(不含香港、澳门和台湾地区),我国航空公司国际定期航班通航65个国家的147个城市。

By the end of 2025, China had signed 132 air transport agreements with other countries or regions. It had established bilateral airworthiness relations with 32 countries or regions, with a total of 201 bilateral airworthiness documents currently in effect.
通用航空和低空经济方面,截至2025年底,通用航空在册航空器总数达3140架,全国在册管理的通用机场数量达513个,全国通用航空全年共完成飞行121.9万小时。截至2025年底,全行业注册无人机共328.7万架,比上年底增长51.0%;全年无人机累计飞行小时4530.29万小时,同比增长69.89%;全国低空飞行服务站46个,覆盖23个省(自治区、直辖市)。
In terms of general aviation and the low-altitude economy, by the end of 2025, the total number of registered general aviation aircraft had reached 3,140, with 513 general aviation airports under registered management nationwide. General aviation completed a total of 1.219 million flight hours during the year. By the end of 2025, the industry had 3.287 million registered drones, an increase of 51.0% compared to the end of the previous year. The cumulative flight hours of drones for the year reached 45.3029 million hours, a year-on-year increase of 69.89%. There were 46 low-altitude flight service stations across the country, covering 23 provinces (autonomous regions and municipalities directly under the central government).
法规建设方面,2025年,《中华人民共和国民用航空法》完成全面修订并经第十四届全国人大常委会第十九次会议审议通过,将于2026年7月1日起施行。
In terms of regulatory development, the Civil Aviation Law of the People's Republic of China underwent a comprehensive revision in 2025, which was reviewed and adopted at the 19th session of the Standing Committee of the 14th National People's Congress. The revised law will take effect on July 1, 2026.
