  • 9月29日,我国西南地区首个特高压交流工程——国家电网有限公司川渝1000千伏特高压交流工程正式开工。

  • 此次正式开工建设的川渝特高压交流工程是连接四川、重庆电源和负荷中心,构建西南特高压交流骨干网架的起步工程。工程新建四川甘孜、天府南、成都东和重庆铜梁4座特高压变电站,变电容量2400万千伏安。新建双回特高压线路658公里,总投资288亿元,计划于2025年夏季高峰前投运。
    The official start of construction of the Sichuan-Chongqing UHV AC project is the starting project to connect Sichuan and Chongqing power and load centers and to build the southwest UHV AC backbone network. The project will build four new UHV substations in Ganzi, Tianfu South, Chengdu East and Tongliang, Chongqing, with a transformer capacity of 24 million kVA. The new double-return UHV lines will be 658 km, with a total investment of 28.8 billion RMB, and are scheduled to be put into operation before the summer peak in 2025.
  • 与此同时,为优化区域电网网架结构、增强四川省电力保供能力、支撑大规模清洁能源开发、有效承接特高压输送电能落地,国家电网与四川省还共同启动了新一轮重大电网工程建设,新建攀西优化、盐源改造、乐山南、德阳南等22项220千伏及以上重大电网工程,将新增变电容量1300万千伏安,新建线路总长1410公里,计划2024年12月全部投运。

  • 一、保障成渝地区快速增长的用电需求,推动成渝双城经济圈建设。“十四五”时期,随着成渝双城经济圈加快建设,川渝用电需求将快速增长,预计2025年川渝最大负荷将分别超过8900万千瓦、3550万千瓦,分别比2020年增长10.5%,44.31%。川渝特高压工程是连接四川、重庆电源和负荷中心的电力高速路,建成后能够每年输送清洁电能超过350亿度,对构建清洁低碳、安全高效的能源体系,保障区域能源安全,具有重要意义。

Sichuan-Chongqing UHV project is a power highway connecting Sichuan and Chongqing power supply and load center, which will be able to transport more than 35 billion kWh of clean electricity annually after completion, which is of great significance to build a clean, low-carbon, safe and efficient energy system and guarantee regional energy security.
  • 二、提升主网架电压等级,为构建西南特高压骨干网架奠定基础。2021年10月,川渝两地政府印发《成渝地区双城经济圈建设规划纲要》,2022年3月又印发《川渝电网一体化建设方案》,提出要优化川渝电力资源配置,推动川渝电网提档升级,促进互联互通。当前,川渝电网的骨干网架为500千伏电网,通过多条特高压和500千伏输电通道与华东、华中、西北电网互联。川渝特高压工程建成后,我国西南电网的主网架电压等级将从500千伏提升到1000千伏,可有力满足电源多元开发送出需要,有效承接来自西北、西藏等地的电能,大幅提升成渝地区双城经济圈的整体电力保障能力,为西南地区构建更加坚强完善的特高压骨干网架奠定基础。

Currently, the backbone of the Sichuan-Chongqing power grid is a 500 kV grid, which is interconnected with East China, Central China and Northwest China power grids through several ultra-high voltage and 500 kV transmission channels. After the completion of the Sichuan-Chongqing UHV project, the voltage level of the main grid of China's southwest power grid will be upgraded from 500 kV to 1000 kV, which can strongly meet the needs of diversified power development and transmission, effectively undertake the electric energy from northwest China and Tibet, significantly enhance the overall power security capacity of the twin-city economic circle in the Chengdu-Chongqing area, and lay the foundation for building a stronger and more perfect UHV backbone network in southwest China.
  • 三、带动产业链上下游产业发展,促进高质量发展。电网具有投资规模大、产业链长、带动力强的特点,中长期经济效益显著,可有力促进区域经济协调发展,对稳经济、稳增长、促发展有着十分重要的作用。根据投资估算,川渝特高压交流工程将带动装备制造、电源建设等相关产业投资近900亿元,有效助力畅通国内大循环,有力服务构建新发展格局。

  • 四、深化科技创新,实现关键技术和工程建设重大突破。川渝特高压工程是世界上最高海拔的特高压交流输变电工程,将首次面临高海拔、重覆冰、高地震烈度三重挑战。与已建同类工程相比,我国1000千伏变电站最高海拔将从1300米跃升至3500米,设备尺寸将增大30%以上;特高压输电线路最高海拔从2300米跃升至4700米以上。国家电网公司提前布局,产学研用联合攻关,攻克高海拔空气间隙、外绝缘、电磁环境和设备研制等关键技术,研制成功全套高海拔特高压设备及施工专用机具,将在世界上首次完成高海拔、重覆冰状态下的特高压建设。

The State Grid Corporation has advanced the layout, joint research with industry, academia and research institutes, overcome the key technologies of high altitude air gap, external insulation, electromagnetic environment and equipment development, developed a full set of high altitude EHV equipment and construction special tools, will be the first time in the world to complete the construction of EHV at high altitude, heavy icing state.
  • 五、建设绿色环保工程,促进电网建设与生态环境协调发展。川西自然环境复杂,川渝特高压工程跨越川西无人区、生态敏感区和地质灾害敏感区,在大大提升施工作业、物资运输和安全生产难度的同时,也对绿色环保施工提出更高要求。为了保护原始自然生态,国家电网公司全面优化沿线电力杆塔设计,针对普通地区和陡峭地区采用不同的基础设计施工方案,大幅减少基面土方开挖量。同时,通过引入二氧化碳致裂技术、开展环保水保“一地一策”专项设计等措施,优化山区、林区施工技术,大量减少沿线林木砍伐数量。

At the same time, through the introduction of carbon dioxide fracturing technology, environmental protection and water conservation "one place one policy" special design and other measures, optimize the construction technology in mountainous areas and forest areas, and greatly reduce the number of forest cutting along the line.
