On March 18, the first train to leave Hainan Island after the full customs closure of the Hainan Free Trade Port departed from the Haikou Railway Port for Guangzhou International Port. The train carries customs‑supervised chemical products – the result of value‑added processing by Sinopec Hainan Refining & Chemical. The shipment was transported by Sinopec Chemical Logistics Co., Ltd. in coordination with China Railway Guangzhou Bureau Group Co., Ltd., adding another efficient, stable, and green logistics channel between Hainan and Guangdong.
Optimize transportation costs and product market competitiveness is enhanced. Through large‑scale rail freight transport, the off‑island transit time for Sinopec Hainan Refining & Chemical’s products has been shortened from the traditional 5 days to 2.5 days, effectively improving product turnover efficiency and market responsiveness. Meanwhile, by leveraging the tariff‑free policy for value‑added processing at the “second‑line port” under customs closure, the potential of Sinopec Hainan’s value‑added processing business can be further unlocked, boosting the competitiveness of its products in markets outside Hainan Island.
A logistics artery is established to boost industrial agglomeration in the free trade port. The efficient and stable operation of railway block trains provides a reliable off‑island corridor for Hainan’s chemical, manufacturing, and other industries, helping to ensure the stable operation of the free trade port’s industrial and supply chains. At the same time, this model fully leverages the advantages of the customs closure policy, accelerating the conversion of the “value‑added processing tariff exemption” policy dividend into tangible logistics efficiency. This can attract more enterprises to base their processing and manufacturing operations in Hainan, thereby enhancing the free trade port’s industrial agglomeration effect and its capacity for regional spillover and driving force.
