拧紧施工“安全阀” 强化施工安全管控

Tighten the "safety valve" of construction and strengthen the safety control of construction.

为深入贯彻落实省公司安全生产工作部署，切实强化加油站施工安全管理，有效防范化解动火、受限空间、临时用电等各类施工安全风险，3月24日，中国石化湖北孝感石油分公司专项组织开展加油站施工项目HSE专题培训，以精准培训夯实项目施工安全根基，为辖区加油站安全、绿色、有序施工筑牢坚实保障。

To thoroughly implement the provincial company's work arrangements on safety production, effectively strengthen the safety management of gas station construction projects, and effectively prevent and defuse various construction safety risks such as hot work, confined space operations, and temporary electricity use, on March 24th, the HSE Specialized Training for Gas Station Construction Projects was organized by the Sinopec Hubei Xiaogan Petroleum Branch. This training aimed to solidify the safety foundation of project construction through precise training and provide a solid guarantee for the safe, green, and orderly construction of gas stations within its jurisdiction.

本次培训紧密结合孝感地区加油站施工实际，聚焦辖区内站级改造、设备升级等项目高频作业场景，围绕安全管理规范、风险精准防控、隐患闭环排查、应急高效处置四大核心要点展开。培训内容紧扣加油站施工中占比高、风险大的动火作业、受限空间作业、临时用电作业、吊装作业等关键环节，细化作业许可办理、现场隔离防护、风险辨识流程等实操要求，确保培训内容贴合孝感石油一线施工需求。

This training is closely integrated with the actual construction of gas stations in Xiaogan area, focusing on high-frequency operation scenarios such as station level renovation and equipment upgrades within the jurisdiction. It revolves around four core points: safety management norms, precise risk prevention and control, closed-loop investigation of hidden dangers, and efficient emergency response. The training content closely focuses on key aspects of gas station construction, such as hot work, confined space operations, temporary electricity operations, and lifting operations, which have a high proportion and high risk. It refines practical requirements for work permit processing, on-site isolation and protection, and risk identification processes to ensure that the training content meets the needs of frontline construction in Xiaogan Petroleum.

培训中，孝感石油结合省内外加油站施工典型事故案例，深入剖析事故成因、暴露的管理漏洞及整改措施，通过图文解析、现场复盘等形式深化警示教育，让参培人员直观认识违规作业的严重后果。同时，针对孝感地区施工项目多、涉及第三方施工单位多的特点，进一步压实加油站主体责任、施工单位直接责任及现场监管人员监管责任，明确各方在施工全流程的安全职责边界。

During the training session, Shanggan Petroleum combined typical accident cases of oil station construction across the province and outside to deeply analyze the causes of the accidents, the exposed management loopholes and the corrective measures. Through graphic explanations, on-site reviews and other forms, they further strengthened the warning and education effect, allowing the participants to have a clear understanding of the serious consequences of violating operating procedures. At the same time, considering the characteristics of Shanggan area where there are many construction projects and many third-party construction units involved, they further strengthened the main responsibility of the oil station, the direct responsibility of the construction unit and the supervision responsibility of the on-site supervisor, and clearly defined the safety responsibilities boundaries of each party throughout the construction process.

此次培训覆盖了施工负责人、现场安全员、作业班组长及核心施工人员等群体，通过理论讲解、案例剖析、互动答疑相结合的方式，全面提升参培人员的安全红线意识与岗位履职能力。参训人员纷纷表示，培训内容接地气、实用性强，不仅厘清了施工安全操作要点，更掌握了风险防控与应急处置技能，为后续施工安全开展提供了有力支撑。

This training covered groups such as construction supervisors, on-site safety officers, shift team leaders, and core construction personnel. Through a combination of theoretical explanations, case analyses, and interactive question answering, the training aimed to significantly enhance the safety red line awareness and job performance capabilities of the participants. The trainees all expressed that the training content was practical and relevant, not only clarifying the key points of construction safety operations, but also enabling them to master risk prevention and emergency response skills, providing strong support for subsequent construction safety operations.

下一步，中国石化孝感公司将以此次培训为契机，持续深化施工HSE管理体系落地，常态化开展施工安全专项检查与隐患排查治理，推广“一书两卡”等实用管理方法，确保每一个加油站施工项目都严格遵循安全规范，实现安全、绿色、有序推进，为孝感地区成品油保供与安全运营保驾护航。

Next, the Xiangyang Branch of Sinopec will take this training as an opportunity to further deepen the implementation of the HSE management system for construction, regularly conduct special inspections on construction safety and carry out hidden danger investigation and rectification, promote practical management methods such as "one manual, two cards", and ensure that every construction project at each gas station strictly follows safety regulations, achieving safe, green and orderly progress, and providing support and protection for the supply and safe operation of refined oil products in the Xiangyang area.
