Hunan Petrochemical anchored the "second venture" and firmly followed the new path of green development.

作为湖南省最大的清洁成品油供应基地和化工材料生产基地，湖南石化近年来坚持高端化、智能化、绿色化发展方向，加快构建更具竞争力的现代产业体系。

As the largest clean refined oil supply base and chemical material production base in Hunan Province, Hunan Petrochemical has adhered to the high-end, intelligent and green development direction in recent years, and accelerated the construction of a more competitive modern industrial system.

在绿色发展引领下，湖南石化在“十四五”期间累计实现营业收入3347亿元，上缴税收513.6亿元，以实实在在的贡献彰显了央企“顶梁柱”“压舱石”的使命担当，先后荣获中国石化和湖南省“安全生产先进单位”称号，在中国石化“绿色企业”复评中跻身A档，成功当选国家级“绿色工厂”。

Guided by green development, Hunan Petrochemical achieved a total operating income of 334.7 billion yuan and paid 51.36 billion yuan in taxes during the 14th Five-Year Plan period. Its tangible contributions demonstrate the mission responsibility of central SOEs as the "backbone" and "ballast stone". It has successively won the titles of Sinopec and Hunan Provincial Advanced Unit for Work Safety, obtained Grade A in the reassessment of Sinopec’s "Green Enterprise", and been successfully selected as a national-level "Green Factory".

地处长江经济带，湖南石化既肩负着三湘大地能源保障的重任，也承担着“守护好一江碧水”的时代使命。湖南石化是如何在保障能源安全的同时走好绿色发展之路的?公司又将如何谋篇布局“十五五”?

Located in the Yangtze River Economic Belt, Hunan Petrochemical shoulders the important task of energy security for the land of Hunan, as well as the historical mission of "protecting the clear waters of the river". How has Hunan Petrochemical pursued green development while safeguarding energy security? What plans will the company make for the 15th Five-Year Plan period?

China Petroleum & Petrochemical News: Secretary Yan, hello! "Protecting the clear waters of the river" is General Secretary Xi Jinping’s earnest instruction for Hunan. As a central SOE along the Yangtze River, how does Hunan Petrochemical protect the river while pursuing development?

颜刚：深入践行习近平生态文明思想，将绿色低碳融入生产经营全过程，用行动守护湖南的“一江碧水、蓝天净土”，是我们义不容辞的政治责任，也是推动高质量发展的内在要求。“十四五”以来，湖南石化始终坚持“国企为国、在湘兴湘”的初心使命，端牢能源饭碗、推动产业升级、绘就生态画卷，走出了一条“增产减污、提质增效”的绿色发展新路径。

Yan Gang: It is our unshirkable political responsibility as well as the inherent requirement for high-quality development to thoroughly implement Xi Jinping Thought on Ecological Civilization, integrate green and low-carbon concepts into the whole process of production and operation, and guard Hunan’s "clear river, blue sky and pure land" with concrete actions. Since the launch of the 14th Five-Year Plan, Hunan Petrochemical has always upheld its original aspiration and mission of "state-owned enterprises for the nation and rooted in Hunan". By securing energy supply, promoting industrial upgrading and drawing an ecological blueprint, it has blazed a new green development path featuring output expansion, pollutant reduction, quality improvement and efficiency growth.

中国石油石化：为走好绿色发展之路，公司采取了哪些措施?

China Petroleum & Petrochemical News: What measures has the company adopted to advance green development?

一是坚决破解“化工围江”，打造绿色转型标杆。全力推进己内酰胺产业链搬迁与转型升级发展项目。作为工信部认定的城镇人口密集区危化品生产企业搬迁的示范工程和标杆项目，该项目实现核心设备99.9%国产化、中央控制系统全自主可控，产能跃升至60万吨/年，跻身全球单套产能最大己内酰胺生产基地。在产能倍增的同时，项目生态效益同步跃升，外排废水削减73%、化学需氧量(COD)排放降低67%、单位产品综合能耗下降20%。

First, resolutely resolve the "chemical enterprises surrounding cities" challenge and build a benchmark for green transition. The company fully pushes forward the relocation, transformation and upgrading project of the caprolactam industrial chain. Recognized by the Ministry of Industry and Information Technology as a demonstration project for relocating hazardous chemical manufacturers in densely populated urban areas, this project has achieved 99.9% localization of core equipment and independent controllability of the central control system. Its annual production capacity reaches 600,000 tons, making it the world’s largest single-line caprolactam production base. While doubling production capacity, the project has achieved synchronous leaps in ecological benefits: the discharge of external wastewater cut by 73%, chemical oxygen demand (COD) emissions reduced by 67%, and comprehensive energy consumption per unit product lowered by 20%.

二是强化系统治理，持续改善区域生态环境。“十四五”期间，公司持续加大环保投入力度，累计实施安全环保项目逾100个，投资25.3亿元，重点推进“碧水蓝天”、VOCs减排等关键工程。通过系统治理，实现污染物稳定达标排放，2025年COD、氨氮、二氧化硫、氮氧化物等主要污染物排放总量较“十三五”末减少8.41%。

Second, strengthen systematic governance and continuously improve the regional ecological environment. During the 14th Five-Year Plan period, the company steadily increased investment in environmental protection, carrying out more than 100 safety and environmental protection projects with a total investment of 2.53 billion yuan. It prioritized key projects including the "Clear Water and Blue Sky" initiative and VOCs emission reduction. Through systematic governance, stable pollutant discharge up to standards has been achieved. In 2025, the total emissions of major pollutants such as COD, ammonia nitrogen, sulfur dioxide and nitrogen oxides decreased by 8.41% compared with the end of the 13th Five-Year Plan period.

三是坚持创新驱动，以绿色科技赋能高质量发展。我们将科技创新作为企业发展的核心引擎，锚定“特色、绿色、出色”发展定位，取得了一系列突破：环己烯酯化加氢制环己酮、浆态床蒽醌法制高浓度双氧水、过氧化氢法制环氧氯丙烷等成套新技术成功实现工业应用;铁系梳枝丁戊橡胶、润滑油黏指剂用SEPS(氢化苯乙烯—异戊二烯嵌段共聚物)、复合材料用高韧性环氧树脂、负极材料专用石油焦等新产品实现成果转化，突破了多个领域的应用空白。

Third, adhere to innovation-driven development and empower high-quality development with green technologies. Taking scientific and technological innovation as the core engine for corporate growth and targeting the development orientation of "distinctive, green and outstanding", we have achieved a series of breakthroughs. Complete sets of new technologies, such as cyclohexene esterification hydrogenation for cyclohexanone production, anthraquinone process for high-concentration hydrogen peroxide and hydrogen peroxide method for epichlorohydrin production, have been successfully applied industrially. New products including iron-series radial butadiene rubber, SEPS (styrene-ethylene-propylene-styrene block copolymer) for lubricating oil viscosity index improvers, high-toughness epoxy resin for composite materials and petroleum coke dedicated for negative electrode materials have achieved commercialization, filling application gaps in multiple fields.

科技创新是引领绿色转型的核心引擎。“十四五”期间，我们着力打造多层次的创新平台体系。湖南省石化新材料院士专家工作站的建立，为企业创新发展提供了高端智力支持。湖南省热塑性弹性体技术创新中心、中国石化碳纤维及复合材料重点实验室、中国石化聚酰胺材料及产品开发重点实验室等创新平台的建成，让湖南石化实现了化工材料产业链中国石化重点实验室全覆盖，获评中国石化“创新型企业”。

Scientific and technological innovation serves as the core engine driving green transition. During the 14th Five-Year Plan period, we strived to build a multi-level innovation platform system. The establishment of the Hunan Petrochemical New Materials Academician and Expert Workstation provides high-end intellectual support for corporate innovation and development. The completion of innovation platforms such as the Hunan Provincial Technical Innovation Center for Thermoplastic Elastomers, Sinopec Key Laboratory of Carbon Fiber and Composites, and Sinopec Key Laboratory of Polyamide Materials and Product Development has enabled Hunan Petrochemical to realize full coverage of Sinopec key laboratories along the chemical materials industrial chain. The company has been awarded the title of Sinopec "Innovation-oriented Enterprise".

颜刚：绿色低碳是企业可持续发展的生命线，更是推动产业转型升级、培育新质生产力的重要引擎。“十五五”期间，我们将牢牢把握高质量发展首要任务，坚持高端化、智能化、绿色化、融合化发展方向，加快构建更具竞争力的现代产业体系，在服务湖南打造国家重要先进制造业高地中展现石化作为。

Yan Gang: Green and low-carbon development is the lifeline for the sustainable development of enterprises, as well as a vital engine for promoting industrial transformation and upgrading and fostering new-quality productive forces. During the 15th Five-Year Plan period, we will firmly take high-quality development as our primary task, adhere to the development directions of high-end manufacturing, intelligent transformation, green development and integrated growth, accelerate the establishment of a more competitive modern industrial system, and demonstrate the contribution of the petrochemical sector in supporting Hunan to build a national advanced manufacturing highland.

我们将把绿色低碳理念贯穿于产业发展全过程。一方面，有序推进100万吨/年乙烯炼化一体化及配套项目建设，加速推进强链补链延链，开稳调优新投产装置，推动重点项目尽快建成见效，不断培育新的效益增长点。另一方面，加快数字化智能化转型，深化“两化”融合，积极探索“人工智能+”应用场景，优化智能工厂建设，以数字赋能生产经营、项目建设与管理提升。

We will embed green and low-carbon concepts throughout the whole process of industrial development. On the one hand, we will push forward the construction of the 1-million-ton-per-year ethylene refining and integration project and supporting facilities in an orderly manner, accelerate industrial chain reinforcement, supplementation and extension, launch and optimize newly commissioned units, promote the early completion and delivery of key projects, and continuously foster new benefit growth drivers. On the other hand, we will speed up digital and intelligent transformation, deepen the integration of informatization and industrialization, actively explore application scenarios of "AI +", optimize the construction of smart factories, and empower production, operation, project construction and management improvement through digital technologies.

中国石油石化：面向“十五五”，湖南石化在高质量发展方面有哪些新的思考?

China Petroleum & Petrochemical News: Looking ahead to the 15th Five-Year Plan, what new ideas does Hunan Petrochemical have for high-quality development?

颜刚：面向“十五五”，我们将紧紧围绕中国石化以“二次创业”推进高质量发展这一主题和中心任务，紧扣“六大攻坚战”重点部署，推动“六大战略”抓实落地，坚持问题导向、目标导向、结果导向，统筹抓好安全环保、亏损治理、转型升级、改革管理、科技创新等重点工作，以实干实绩确保“十五五”开好局、起好步，奋力在“二次创业”新征程上展现新作为。具体包括明确了“1364”总体思路：咬定打造世界领先绿色石化新材料创新基地这一发展愿景不放松;始终锚定“三步走”安排不动摇，近期完成集团公司党组对湖南石化提出的减亏、扭亏、盈利目标，远期实现公司第一次党代会提出的长期规划;锁定高水平安全环保、高质量发展、高质量党建、经营创效、改革创优、科研创新“六大要素”不懈怠;坚定践行“四个一”不改变，始终保持一个声音、一个形象、一种文化、一致行动。

Yan Gang: For the 15th Five-Year Plan period, we will closely focus on Sinopec’s core task of advancing high-quality development through the "Second Venture", follow the key deployment of the "Six Major Battles", and ensure the solid implementation of the "Six Major Strategies". Adhering to problem orientation, goal orientation and result orientation, we will coordinate key work including safety and environmental protection, loss control, transformation and upgrading, reform and management, and scientific and technological innovation. We will deliver solid outcomes to secure a good start for the 15th Five-Year Plan and strive to make new achievements on the new journey of the "Second Venture". Specifically, we have defined the "1364" overall approach: stay committed to building a world-leading innovation base for green petrochemical new materials; stick firmly to the "Three-Step" arrangement, fulfilling the targets of loss reduction, deficit elimination and profitability set by the Party Leadership Group of the Group for Hunan Petrochemical in the near term and realizing the long-term plan proposed at the Company’s First Party Congress in the long run; keep working relentlessly on the "Six Key Elements", namely high-standard safety and environmental protection, high-quality development, high-quality Party building, operational efficiency, reform excellence and scientific research innovation; and faithfully follow the "Four Unities", maintaining one voice, one image, one culture and one consistent course of action.

面向未来，湖南石化将以创新破难题、破内卷、增动能，加快发展新质生产力。面对生产瓶颈,实施技改技措，推广节能技术，提升运行效率;面向市场需求，深化“产销研用”联动，研发差异化产品，探索灵活营销机制，加快转化高附加值小品种产品，做大效益增量。同时，布局重点科研项目与中试平台建设，建强企业研究院等创新载体，完善创新激励机制，前瞻布局新材料、新领域、新业态，持续增强创新策源能力与核心竞争力。

Looking to the future, Hunan Petrochemical will tackle bottlenecks, break the vicious cycle of cutthroat competition and boost momentum through innovation to accelerate the development of new-quality productive forces. In the face of production bottlenecks, technical renovation and energy-saving technologies will be rolled out to improve operational efficiency. In response to market demand, we will deepen the integration of production, marketing, research and application, develop differentiated products, explore flexible marketing mechanisms, accelerate the commercialization of high value-added fine chemicals and expand profit increments. Meanwhile, we will arrange key research projects and pilot test platforms, build innovation carriers such as the corporate research institute, improve innovation incentive mechanisms, make forward-looking layout for new materials, new fields and new business forms, and continuously strengthen innovation capacity and core competitiveness.
