在吉林油田储运销售公司的生产调度图上，700多公里长输管线如同血脉一般，蜿蜒穿过吉林省11个县市区、106个村屯。沿线分布着35个站点，近400名操作员工中有214名党员，他们日夜守护着这条能源动脉的安全运行。
On the production dispatching map of Jilin Oilfield Storage, Transportation and Sales Company, the over-700-kilometer long pipeline stretches like blood vessels, winding through 11 counties, cities and districts as well as 106 villages and towns in Jilin Province. There are 35 stations along the route. Among nearly 400 frontline operators, 214 are Party members, who guard the safe operation of this energy artery day and night.
点多、线长、面广，这是储运销售公司最显著的生产特点，也是党建工作面临的最大挑战。传统的集中式组织生活模式，在这里有些水土不服。一线员工倒班运行，集中开会时间难统一;站点之间距离远，往返一次耗费大量时间精力;活动内容与生产关联不紧密，党员参与积极性也不高。有的基层支部书记算过一笔账，组织一次全员主题党日，需要协调班次、安排车辆，牵扯精力大，效果还不理想。
Scattered sites, lengthy lines and wide coverage are the most prominent production features of the Storage, Transportation and Sales Company, and also the biggest challenge for its Party building work. The traditional centralized model for organizational activities does not fit well here. Frontline staff work in shifts, making it hard to set a unified time for meetings. The long distances between stations mean that commuting consumes substantial time and energy. Activity content is loosely connected with production, resulting in low enthusiasm among Party members. A secretary of a grassroots Party branch once calculated that organizing a thematic Party Day activity for all staff required coordinating shifts and arranging vehicles. It entailed tremendous efforts yet yielded unsatisfactory outcomes.
方向怎么定?

面对这一现状，公司党委形成了一个共识：党建不能因为队伍散了就丢了魂。从2025年初开始，探索了以“形散魂不散”为理念的主题党日创新实践，把活动阵地从会议室延伸到生产现场，把活动主题从单纯学习转向解决实际问题。一年多下来，这条路子越走越宽。
Faced with this situation, the Company Party Committee reached a consensus: Party building must not lose its core spirit simply because team members are geographically scattered. Starting from early 2025, it has explored innovative practices for thematic Party Day activities under the philosophy of "scattered in form, united in spirit". Activity venues have been extended from meeting rooms to production sites, and activity themes have shifted from pure learning to solving practical problems. Over more than a year, this approach has proven increasingly viable.
所谓形散，就是把活动形式搞活。不再追求整齐划一的集中开会，而是根据生产实际灵活安排。活动地点可以是泵房、罐区、巡线路，也可以是抢险现场、技能专家工作室;活动时间跟着生产节奏走，抢修任务来了就搞攻坚，运行平稳时就搞排查;活动形式可以是现场攻关、技术研讨、隐患排查、应急演练。核心就一条：哪里有需要，哪里就有党员身影，哪里就开展党日活动。
Being "scattered in form" means making activities flexible. Instead of pursuing uniform centralized meetings, arrangements are made flexibly in light of actual production conditions. Activities can be held at pump houses, tank areas, inspection routes, emergency rescue sites or skill expert workshops. Timing follows the production schedule: tackling tough issues during maintenance tasks and conducting risk inspections during stable operation. Activity forms include on-site problem-solving, technical seminars, hazard checks and emergency drills. The core principle is simple: wherever there is a need, there are Party members and thematic Party Day activities.
所谓魂不散，是指不管形式怎么变，方向不能偏、作用不能减。政治上，党的理论学习和上级部署要求始终是活动的重要内容;价值上，保障能源安全、推动高质量发展的共同目标始终是凝聚全员的共识;先锋作用上，党员亮身份、践承诺的舞台始终不能撤;工作导向上，解决生产经营实际问题这个落脚点始终不能丢。
Being "united in spirit" means that no matter how forms change, the orientation remains correct and functions remain intact. Politically, theoretical learning of the Party and requirements from higher authorities always constitute a key part of activities. In terms of values, the shared goal of safeguarding energy security and advancing high-quality development unites all staff. For the vanguard role, the stage for Party members to identify themselves and honor commitments must always be retained. For work orientation, solving practical problems in production and operation must remain the ultimate focus.
选题怎么来?

公司建立了机关基层双向选题机制，各支部围绕安全生产难点、提质增效堵点、技术创新重点、队伍稳定焦点，自主申报主题党日主题，党委统一把关。2025年全年，基层支部共申报方案80多份，经审核优化后实施了56项。每月月初各支部填表申报，说清楚活动背景、目标和具体内容，党委重点看三个环节：主题是不是紧扣当前生产重点，方案是不是具备可操作性，预期效果能不能检验。月末再对照目标逐项验收，不搞花架子。
The Company has established a two-way topic selection mechanism at the grass-roots level of government agencies. Each branch independently declares the theme party day theme around the difficulties of safety production, the blocking points of quality and efficiency improvement, the key points of technological innovation and the focus of team stability, and the party committee uniformly checks the theme. In 2025, grass-roots branches applied for more than 80 plans, and 56 plans were implemented after review and optimization. At the beginning of each month, each branch fills in a form and declares, clearly stating the background, objectives and specific contents of the activities. The party committee focuses on three links: whether the theme closely follows the current production focus, whether the scheme is operable, and whether the expected effect can be tested. At the end of the month, check and accept item by item according to the target, and do not engage in flowery shelves.

公司重点抓了几种类型的主题党日。
The company focused on several types of themed party days.
攻坚突击型。在急难险重任务中成立临时党小组或党员突击队，把党日活动开到攻坚现场。2025年，公司实施五万方储罐机械清罐作业，要在33天内安全处置罐底油4800吨。维修保障中心和储运站两个支部联合成立清罐先锋队，14名党员带头连续作业，期间共计清理过滤器137次，累计奉献工时超过1500小时。最终不仅安全高效完成任务，还节约成本182万元，党旗在罐顶实实在在地飘了起来。针对春秋两季长输管道第三方施工破坏风险高的问题，沿线党支部联合开展管道保护主题党日，组织党员加密巡线频次，主动走访沿线村屯和施工单位，发放宣传资料。全年第三方施工破坏事件同比下降了45%。针对原油质量管控任务，成立专项党员突击队，开展质量卫士主题党日，确保外输原油含水率持续稳定，有机氯化验合格率达到100%。
Task-oriented Model. Temporary Party groups or Party member assault teams are set up for urgent, difficult, arduous and heavy tasks, holding Party Day activities right at work sites. In 2025, the company carried out mechanical tank cleaning for the 50,000-cubic-meter storage tank project, safely disposing of 4,800 tons of residual oil at the tank bottom within 33 days. Two Party branches from the Maintenance Support Center and the Storage & Transportation Station jointly formed a tank-cleaning vanguard team. The 14 Party members took the lead in continuous operations, cleaning filters 137 times in total and volunteering for more than 1,500 working hours. They not only safely finished the high-risk task but also cut costs by 1.82 million yuan, with the Party flag flying high atop the tank. To address the risk of long-distance pipelines being damaged by third-party construction in spring and autumn, Party branches along the pipeline jointly held themed Party Day activities on pipeline protection. Party members increased inspection rounds, took the initiative to visit villages and construction units alongside the route, and distributed promotional materials. The number of pipeline damage incidents caused by third-party construction dropped by 45% year-on-year. For crude oil quality control tasks, a special Party member assault team was established to hold themed Party Day activities under the theme of “Quality Guardians”, ensuring stable water content of exported crude oil and a 100% qualification rate of organic chloride tests.
技术攻关型。维修保障中心党支部以老党员带新课题的形式，利用党日活动组织技术骨干集智攻关，成功研发出新型涨紧器快速堵漏装置，实现了储罐无明火堵漏，年创效超过800万元。这个成果的取得，靠的就是把党日活动真正当成了解决实际问题的平台。
Technology Research Model. The Party branch of the Maintenance Support Center adopted the mechanism of senior Party members mentoring new research projects. It organized technical backbones to pool wisdom and tackle technical problems during Party Day activities, successfully developing a new rapid leakage stoppage device for tensioners, which enables leakage repair for storage tanks without flame operation and generates annual benefits exceeding 8 million yuan. This achievement comes from treating Party Day activities as a genuine platform for solving practical problems.
安全守护型。各基层支部常态化开展党员身边无隐患主题党日，组织党员深入站点查风险、排隐患、纠违章。全年累计排查整改隐患276项，党员在重大危险源管控中发挥了关键作用。
Safety Protection Model. Grassroots Party branches regularly carry out themed Party Day activities themed “No Hidden Hazards around Party Members”. Party members go deep into stations to identify risks, eliminate hazards and rectify violations. A total of 276 hidden hazards were inspected and rectified throughout the year, and Party members played a key role in the management and control of major hazard sources.
服务群众型。关注偏远站点员工生活，机关三个支部联合开展送服务到基层主题党日，解决了一线员工反映的食堂就餐品类单一、饮用水净化、生产区域除草清雪等实际问题12项。全年深入职工家庭走访慰问12次，对特殊群体开展党员一对一思想疏导，队伍保持了整体稳定。
Mass Service Model. Focusing on the living conditions of employees at remote stations, three Party branches of the company’s headquarters jointly launched the themed Party Day activity “Deliver Services to Grassroots”, solving 12 practical problems raised by frontline employees including monotonous canteen food, drinking water purification, weeding and snow removal in production zones. Home visits and condolences were conducted 12 times throughout the year. One-on-one ideological counseling was provided for vulnerable groups, maintaining overall stability of the workforce.
在每次主题党日中，公司党委特别强调党员行动的落实环节。党员佩戴党徽上岗，在责任区、先锋岗标识牌上公示姓名和承诺;攻坚任务前进行集体宣誓;活动结束后支部公示每名党员的任务完成情况。新木输油队在效益攻坚主题党日中，党员公开承诺滴油必争，通过精细调整精准控制外输量，创效额明显提升。
During every themed Party Day activity, the Company Party Committee lays special emphasis on the implementation of Party members’ commitments. Party members wear Party badges while on duty, and post their names and commitments on signboards in responsibility zones and vanguard posts. Collective oath-taking is held before tough tasks. After activities, each Party member’s task completion status is publicized by the branch. In the themed Party Day activity on efficiency improvement held by the Xinmu Oil Transportation Team, Party members publicly promised to strive for every drop of oil. By fine-tuning and precisely controlling the output volume, remarkable benefits were achieved.
制度保障方面，公司党委制定了“形散魂不散”主题党日指导规范，明确了原则、流程和评价标准。建立党委委员基层联系点制度，班子成员定期到联系点指导并参与特色党日活动。将主题党日开展情况纳入支部考核和评先选优的重要依据，对优秀案例给予适当奖励和宣传推广。
In terms of institutional guarantees, the Company Party Committee formulated the guiding norms for the “scattered in form, united in spirit” themed Party Day activities, clarifying the principles, procedures and evaluation criteria. A system of regular contact points for Party Committee members at grassroots units was established. Leading team members regularly visit contact points to guide and participate in distinctive Party Day activities. The implementation of themed Party Day activities is regarded as an important indicator in branch assessment and merit selection, with proper rewards and promotion for outstanding cases.

安全生产的基础更牢固。党日活动成为安全理念宣贯、风险辨识训练、隐患排查治理的常态化载体，党员带头查隐患的机制成效明显，全年隐患整改率保持高位，实现了安全平稳可控的目标。
The foundation for safe production is stronger. Party Day activities have become a normalized carrier for the publicity and implementation of safety concepts, risk identification training, and hidden danger investigation and management. The mechanism for Party members to take the lead in checking hidden dangers has achieved remarkable results, and the rectification rate of hidden dangers has remained high throughout the year, achieving the goal of safety, stability and controllability.
运行效率在提升。党日活动紧密围绕优化运行、降本增效展开，从精心调整输油温度和压力，到精确管控油气外输质量，再到精准把握外输节奏创效，一系列攻坚党日直接推动了经济效益增长。
Operational efficiency is improving. Party Day activities closely focus on optimizing operation, reducing costs and increasing efficiency. From carefully adjusting the temperature and pressure of oil transportation, to accurately controlling the quality of oil and gas export, to accurately grasping the rhythm of export and creating efficiency, a series of tackling Party Days directly promoted the growth of economic benefits.
队伍活力被激发出来。在攻坚克难的党日活动中，老党员的经验得到传承，青年党员的技能得到淬炼。党员授课开到了现场，2025年员工技能鉴定报考人数和通过率大幅提升，高技能人才脱颖而出，在油田大赛中斩获输油、集输两项冠军。
The team energy was sparked. In the Party Day activities to overcome difficulties, the experience of old Party members has been passed on, and the skills of young Party members have been tempered. Party members' lectures were held at the scene. In 2025, the number of applicants and the pass rate of employee skill appraisal will be greatly improved, and highly skilled talents will stand out, winning two championships in oil transportation and collection and transportation in the oilfield competition.
经济效益也很实在。党日活动直接驱动的创新创效项目达14项，全年创造直接经济效益超过2000万元。外输原油合格率始终保持100%，树立了良好品牌形象。队伍凝聚力增强，全年未发生重大稳定事件。
The economic benefits are also very real. There were 14 innovative and efficient projects directly driven by Party Day activities, creating direct economic benefits of more than 20 million yuan throughout the year. The qualified rate of exported crude oil has always maintained 100%, which has established a good brand image. The cohesion of the team was enhanced, and no major stable events occurred throughout the year.
总结这一年多的实践经验给公司党委带来的最大启示是：党建活动不能为搞而搞，必须融入中心工作，价值最终要体现在推动发展、解决问题上。同时要把党员推向实践前沿，让他们在解决实际问题的过程中彰显价值、接受教育，从而打通党建与生产融合升级的最后一公里。
Summarizing the practical experience of more than one year has brought the biggest enlightenment to the Party Committee of the Company: Party building activities cannot be carried out for the sake of engaging, but must be integrated into the central work, and the value should ultimately be reflected in promoting development and solving problems. At the same time, it is necessary to push party members to the forefront of practice, so that they can show their value and receive education in the process of solving practical problems, so as to open up the last mile of integration and upgrading of party building and production.
目前，正在建设的二氧化碳管道项目是国家实现双碳目标的重要举措，也是中石油集团内首条长距离高压力二氧化碳管道，更是吉林油田与吉林石化协同推进绿色低碳转型的核心工程。公司党委将持续在新项目中继续深化“形散魂不散”主题党日模式，同时探索运用数字化手段，提升分散条件下党建活动的协同性和时效性，让党建工作与生产经营在更深层次、更广范围内融合，为企业高质量发展注入更强的红色动能。

The party committee of the company will continue to deepen the party day mode with the theme of "scattering the form and not scattering the soul" in new projects, and at the same time explore the use of digital means to improve the synergy and timeliness of party building activities under decentralized conditions, so that party building work and production and operation can be integrated at a deeper level and wider scope, and inject stronger red kinetic energy into the high-quality development of enterprises.
