近年来,中国石化中原油田党委认真落实“四同步、四对接”要求,围绕推动油公司体制机制改革提质提效,创新构建党建共建“1+4”管理体系,以采油管理区与专业化单位一体开展党建共建为牵引,统筹推进油气上产、安全生产、基础管理、队伍建设等重点任务,切实把党建优势转化为油气生产区域发展优势,以高质量党建引领保障高质量发展。
In recent years, the Party Committee of Sinopec Zhongyuan Oilfield has earnestly implemented the requirements of "four synchronizations and four docking", focused on promoting the reform of oil company systems and mechanisms to improve quality and efficiency, innovatively built a "1 +4" management system for party building and co-construction, taking oil production management areas and professional units as the traction, coordinating and promoting key tasks such as oil and gas production, safe production, basic management, and team building, effectively transforming the advantages of party building into regional development advantages of oil and gas production.
聚焦主责主业抓共建

一体推进油气生产目标任务全面完成。聚焦实现油气生产年度目标,组织制定全年党建共建重点措施清单,将油气产量指标、技术创新项目等细化分解到各基层单位、生产班组。聚焦落实油气生产阶段性重点任务,共同研究制定“开门红”“双过半”“快冲刺”“硬收官”等重点措施,联合开展夺油上产、安全生产等专项行动。聚焦把准油气生产日常规律影响,组织共建各方统筹制定应对措施,一体编制应急处置方案,联合开展模拟演练,提升实战应急保障能力。

Focusing on achieving the annual target of oil and gas production, we organized and formulated a list of key measures for party building and co-construction throughout the year, and decomposed oil and gas production indicators, technological innovation projects, etc. into grassroots units and production teams. Focus on the implementation of key phased tasks of oil and gas production, jointly study and formulate key measures such as "good start", "double half", "fast sprint" and "hard ending", and jointly carry out special actions such as oil capture, increase production and safe production. Focusing on the impact of the daily patterns of quasi-oil and gas production, organize all parties to co-build to coordinate the formulation of response measures, prepare emergency response plans in an integrated way, and jointly carry out simulation drills to improve actual combat emergency support capabilities.
一体推进原油盈亏平衡点持续降低。着重优化生产方式降成本,充分发挥生产信息化优势,完善以采油管理区为核心的生产组织运行体系。着重用好资源平台挖潜力,统筹利用党员和劳模创新工作室、技术工作站等资源平台,成立“党员骨干+技术骨干+生产骨干”联合技术攻关等工作团队,一同抓好课题攻关。着重集聚全员智慧创效益,统筹合理化建议征集、群众性创新创效等载体,常态化开展“井井增产半吨油”等全员增收节支创效活动。

统筹强化“三册”管理。一并健全《基层党建工作手册》,明确共建党支部主要任务、职责分工、工作机制等,细化融合互促专项措施和党支部N项特色做法。一并健全《基层岗位管理手册》,以“三基”和基层生产经营管理为主要内容,形成职责清单、制度清单和业务流程清单。一并健全《基层岗位操作手册》,以“三标”为重点内容,理清操作岗岗位说明、岗位工作标准清单、操作规程和应急处置规程。
