近年来，中国石化中原油田党委认真落实“四同步、四对接”要求，围绕推动油公司体制机制改革提质提效，创新构建党建共建“1+4”管理体系，以采油管理区与专业化单位一体开展党建共建为牵引，统筹推进油气上产、安全生产、基础管理、队伍建设等重点任务，切实把党建优势转化为油气生产区域发展优势，以高质量党建引领保障高质量发展。

聚焦主责主业抓共建

一体推进油气生产目标任务全面完成。聚焦实现油气生产年度目标，组织制定全年党建共建重点措施清单，将油气产量指标、技术创新项目等细化分解到各基层单位、生产班组。聚焦落实油气生产阶段性重点任务，共同研究制定“开门红”“双过半”“快冲刺”“硬收官”等重点措施，联合开展夺油上产、安全生产等专项行动。聚焦把准油气生产日常规律影响，组织共建各方统筹制定应对措施，一体编制应急处置方案，联合开展模拟演练，提升实战应急保障能力。

统筹强化“三册”管理。一并健全《基层党建工作手册》，明确共建党支部主要任务、职责分工、工作机制等，细化融合互促专项措施和党支部N项特色做法。一并健全《基层岗位管理手册》，以“三基”和基层生产经营管理为主要内容，形成职责清单、制度清单和业务流程清单。一并健全《基层岗位操作手册》，以“三标”为重点内容，理清操作岗岗位说明、岗位工作标准清单、操作规程和应急处置规程。
