18.压实各级团委责任。省级团委做好统筹协调，细化落实举措，加强分类指导。省、市、县级团委每年要围绕中学生思想政治引领、中学生思想动态、团员队伍及组织建设等开展专题研究，安排专职干部从事中学共青团工作。建立密切联系中学工作机制，各级团委建立直接联系点，定期开展调研走访、工作指导、座谈交流等工作。以市域或县域为单位建立共青团人才、团课、实践资源库，加强赋能支持。

20.探索区域协同共建。加强家校社一体化协同育人，拓展组织力量、工作资源、人员保障等。探索实施“青年实干家计划”中学专项，选派高校优秀硕博生到县级教育部门、中学实岗锻炼。加强专题研究，推动各级各类哲学社会科学课题、教育研究课题增设中学共青团专项，各级团组织、团校、青少年教育研究机构、高校等加强中学共青团工作、中学生思想动态、人工智能应用及影响等研究，共同维护学校安全。
