The Ministry of Education issues the Implementation Plan for the 2026 World Vocational College Skills Competition.
近日，教育部印发《2026年世界职业院校技能大赛实施方案》，本届大赛主题为“技炫青春 能创未来(英文：Skilled Youth, Shining Future)”，旨在发挥赛事对高技能人才培养的引领作用，打造具有国际影响力的职业技能赛事品牌。
Recently, the Ministry of Education has issued the *Implementation Plan for the 2026 World Vocational College Skills Competition*. The theme of this competition is "Skilled Youth, Shining Future". It aims to leverage the guiding role of the event in cultivating high-skilled talents and build a vocational skills competition brand with international influence.
参照国民经济行业分类和职业教育专业设置，根据国家战略、重点产业以及民生、传统技艺传承创新、国际交流合作等需要，本次大赛共设置43个赛道。参赛队伍依据赛道设置，结合所学专业和教育教学实际，围绕生产、管理、服务一线真问题、真场景，自主确定参赛项目名称，自主设计参赛项目内容，自主选择参赛设备，展示真技能。
Referring to the industrial classification of the national economy and the majors of vocational education, and in response to national strategies, key industries, people’s livelihood, inheritance and innovation of traditional craftsmanship, and international exchanges and cooperation, the competition sets up a total of 43 competition tracks. Based on the track arrangement, participating teams shall, in light of their majors and teaching realities, independently decide the names of competition events, design event content and select competition equipment around real problems and scenarios from the frontlines of production, management and services to demonstrate practical skills.
所有参赛队伍通过“世界职业院校技能大赛报名系统”(网址：https://www.cvae.com.cn/)报名。中职组、高职组参赛队伍，经省级教育行政部门进行审核并确认后，由所在学校完成报名。国际组参赛队伍由国内联系院校协助完成报名。
All participating teams shall register via the World Vocational College Skills Competition Registration System (website: [https://www.cvae.com.cn/](https://www.cvae.com.cn/)). Secondary vocational and higher vocational teams shall complete registration through their schools after review and confirmation by provincial education administrative departments. International teams will finish registration with assistance from their domestic partner institutions.

Implementation Plan for the 2026 World Vocational College Skills Competition
为落实《教育强国建设规划纲要(2024—2035年)》，充分发挥世界职业院校技能大赛(以下简称大赛)对高技能人才培养的引领作用，助力实体经济发展和现代化产业体系建设，打造更具国际影响力的职业技能赛事品牌，经大赛组织委员会(以下简称大赛组委会)研究，制定本方案。
To implement the *Outline of the Plan for Building a Powerful Country in Education (2024–2035)*, give full play to the guiding role of the World Vocational College Skills Competition (hereinafter referred to as the Competition) in cultivating high-skilled talents, boost the development of the real economy and the building of a modern industrial system, and create a vocational skills competition brand with greater international influence, this Plan is formulated upon research by the Competition Organizing Committee (hereinafter referred to as the Organizing Committee).
一、大赛主题
I. Competition Theme
“技炫青春 能创未来”(英文：Skilled Youth, Shining Future)。
“Skilled Youth, Shining Future”.
主题内涵突出“精湛技能、青春风采、美好生活”三大元素，展示职业学校师生朝气蓬勃、精益求精、勇于创新的精神风貌，传达友谊、合作、共赢的世界强音，体现“促进学生成长成才、引领职业教育发展、助力国际交流合作”的大赛定位。
The connotation of the theme highlights three core elements: superb skills, youthful vitality and a better life. It showcases the vigorous, meticulous and innovative spirit of teachers and students in vocational schools, conveys the global message of friendship, cooperation and win-win results, and reflects the positioning of the Competition: “promoting student growth and talent development, guiding vocational education progress, and facilitating international exchanges and cooperation”.
二、大赛目标
II. Competition Objectives
(一)持续强化大赛综合育人功能。适应技术创新和产业发展对高技能人才的新要求，坚持面向人人、面向产业、面向创新、面向智能、面向国际、面向未来，突出对技能水平、职业素养、团队合作、实践应用、创新创意等方面的综合考查，提升学生职业行动、职业迁移和可持续发展等综合能力，夯实技能人才成长基础。
(1) Continuously strengthen the comprehensive talent cultivation function of the Competition. To meet new requirements for high-skilled talents brought by technological innovation and industrial development, the Competition adheres to the orientation of serving people, industries, innovation, intelligence, internationalization and the future. It emphasizes comprehensive assessment of technical proficiency, professional literacy, teamwork, practical application, innovation and creativity, improves students’ comprehensive capabilities including professional practice, career transition and sustainable development, and consolidates the foundation for the growth of skilled talents.
(二)着力推进产教融合机制创新。坚持产业行业需求引领，紧密对接国家战略、重点行业和产业转型升级需要、传统技艺传承创新设置赛道，充分发挥大赛对职业教育教学改革的推动作用，提升人才培养与产业需求的适配度，增强职业教育服务经济社会发展、促进高质量充分就业的能力。
(2) Strive to innovate the mechanism for integration of industry and education. Guided by industrial demands, competition tracks are set up in close alignment with national strategies, the needs of key industries and industrial transformation and upgrading, as well as the inheritance and innovation of traditional craftsmanship. The Competition will give full play to its role in advancing teaching reform in vocational education, better match talent training with industrial needs, and enhance the capacity of vocational education to serve economic and social development and boost high-quality and full employment.
(三)充分彰显大赛全球品牌价值。进一步扩大海外赛区范围，吸引更多国际队伍参赛，建立国际化职业技能赛事体系、标准，让更多国家认可、接受我国职业教育理念、标准，增强我国职业教育的感召力、塑造力和影响力，为建设具有全球影响力的重要教育中心贡献力量。
(3) Fully demonstrate the global brand value of the Competition. Further expand the coverage of overseas competition zones and attract more international teams to participate. An international system and standards for vocational skills events will be established to encourage more countries to recognize and accept China’s vocational education concepts and standards. This will strengthen the appeal, shaping power and influence of China’s vocational education and contribute to building an important education center with global influence.
(四)不断提升赛事组织管理水平。进一步加强赛事全过程管理，完善大赛规章制度，加强裁判培训、管理，建立裁判问责机制。压实赛区办赛主体责任，强化承办院校责任落实，促进大赛组织管理科学化、规范化、专业化、标准化。
(4) Continuously upgrade event organization and management. Further strengthen whole-process event management, improve competition rules and regulations, enhance referee training and management, and establish a referee accountability system. Consolidate the primary responsibility of competition zones and ensure host institutions fulfill their obligations, so as to make the organization and management of the Competition more scientific, standardized, professional and streamlined.
三、赛道设置
III. Competition Track Setup
参照国民经济行业分类和职业教育专业设置，根据国家战略、重点产业以及民生、传统技艺传承创新、国际交流合作等需要，共设置43个赛道，具体见《2026年世界职业院校技能大赛赛道简介》(附件1)。
With reference to the industry classification of the national economy and the professional setting of vocational education, and according to the needs of national strategies, key industries, people's livelihood, inheritance and innovation of traditional skills, international exchange and cooperation, a total of 43 tracks have been set up. For details, please refer to "Introduction to the Tracks of the 2026 World Vocational College Skills Competition" (Annex 1).
四、赛制安排
Arrangement of competition system
大赛实行初赛、复赛、总决赛三级赛制。
The competition implements a three-level competition system of preliminary round, semi-round and finals.
(一)初赛、复赛由省级教育行政部门统筹。初赛由学校负责组织实施，复赛由省级教育行政部门负责组织实施，具体实施方案分别由学校和省级教育行政部门根据本方案总体安排自行制定，确保初赛、复赛和总决赛有效衔接。
(1) The preliminary and semi-final contests shall be coordinated by provincial education administrative departments. The preliminary contest shall be organized and implemented by schools, and the semi-final contest by provincial education administrative departments. The respective implementation plans shall be formulated independently by schools and provincial education administrative departments in accordance with the overall arrangements of this Plan to ensure effective connection among the preliminary, semi-final and final contests.
(二)总决赛由大赛执行委员会(以下简称大赛执委会)统筹。总决赛分争夺赛、排位赛、冠军总决赛三个阶段进行，争夺赛由国内赛区和海外赛区组织实施(具体方案另行通知)，排位赛和冠军总决赛由天津赛区组织实施。
(2) The Grand Final shall be coordinated by the Competition Executive Committee (hereinafter referred to as the Executive Committee). The Grand Final consists of three stages: the Challenge Round, the Ranking Round and the Championship Final. The Challenge Round will be organized and implemented by domestic and overseas competition zones (the detailed implementation plan will be notified separately). The Ranking Round and the Championship Final will be hosted by the Tianjin Competition Zone.
五、参赛项目要求
V. Requirements for Competition Entries
(一)项目内容
(1) Entry Content
参赛队伍依据赛道设置，结合所学专业和教育教学实际，围绕生产、管理、服务一线真问题、真场景，自主确定参赛项目名称，自主设计参赛项目内容，自主选择参赛设备，展示真技能。
Based on the track arrangement and in light of their majors and teaching realities, participating teams shall independently determine entry names, design entry content and select competition equipment around real problems and scenarios from the frontlines of production, management and services to demonstrate practical skills.
参赛项目须符合职业岗位要求，操作规范、安全。不得含有任何违反《中华人民共和国宪法》及其他法律法规的内容。项目内容须为参赛选手自主设计，且涉及的发明创造、专利技术、软件著作权等，参赛选手须拥有清晰、合法的自主知识产权。参赛队伍报名时，所在学校须向省级教育行政部门提交《2026年世界职业院校技能大赛参赛项目知识产权审核结果承诺书》(附件2)，由省级教育行政部门进行复审。参赛项目如有涉密内容，参赛前须进行脱密处理。对参赛项目所涉知识产权审核贯穿比赛全过程，如有抄袭盗用他人成果、弄虚作假等行为，一经查实即取消参赛资格、奖励奖项等相关权利，并自行承担法律责任和相应后果。
Competition entries shall meet professional post requirements with standardized and safe operations. They must not contain any content in violation of the Constitution of the People’s Republic of China or other laws and regulations. Entries shall be independently designed by contestants. For any inventions, patented technologies, software copyrights and other intellectual property rights involved, contestants shall hold clear and legitimate independent intellectual property rights. At the time of registration, the school of each participating team shall submit the Letter of Commitment on the Result of Intellectual Property Review for Entries of the 2026 World Vocational College Skills Competition (Appendix 2) to the provincial education administrative department for re-examination. If entries involve confidential content, declassification treatment must be completed before participation. Intellectual property review of entries runs through the whole competition. Any act of plagiarism, appropriation of others’ achievements or fraud, once verified, will result in immediate disqualification and revocation of awards and related entitlements, and the perpetrators shall bear corresponding legal liabilities and consequences.
(二)项目展示
(2) Entry Presentation
参赛队伍根据项目任务，按团队成员分工，同步进行技能操作和现场讲解。技能操作重点展示专业技能熟练程度、规范程度以及解决技术难题的创新能力，现场讲解主要介绍项目设计、工作流程、核心技能、主要成果等。
In accordance with project tasks and division of work among team members, participating teams shall carry out skill operation and on-site presentation simultaneously. Skill operations focus on demonstrating proficiency and standardization of professional skills as well as innovative capacity to tackle technical challenges. The on-site presentation mainly introduces project design, workflow, core skills and major outcomes.
争夺赛每个项目比赛时长不超过1小时，由参赛队伍根据项目实际需要确定，重点突出项目关键环节的技能操作，并进行适当讲解。排位赛、冠军总决赛每个项目比赛时长为10分钟，须有核心技能的实践操作。
The duration of each project of the competition shall not exceed one hour, which shall be determined by the participating teams according to the actual needs of the project, and the skill operation of the key links of the project shall be highlighted, and appropriate explanations shall be given. The duration of each event of qualifying and championship finals is 10 minutes, and practical operation of core skills must be required.
六、比赛评分要素
VI. Competition scoring elements
从技能水平、职业素养、应用价值、团队合作、创新创意等五个方面，按权重对参赛项目作整体评价，详见《2026年世界职业院校技能大赛总决赛评分要素》(附件3)。
From five aspects, including skill level, professional quality, application value, teamwork, innovation and creativity, the overall evaluation of the participating projects is made according to the weight. For details, please refer to the Scoring Elements of the 2026 World Vocational College Skills Competition Finals (Annex 3).
七、参赛队伍
Participating teams
(一)参赛对象
Participants
各赛道国内参赛对象为中等职业学校、高职(专科)学校、本科层次职业学校(含普通本科学校职教本科专业)、普通本科学校专科全日制中国籍在校学生及3年内(以报名时间为准)毕业生(含港澳台)。参赛对象所学专业须为报名参赛赛道对应的专业类包含的专业。
Domestic participants for each track include full-time Chinese students (including those from Hong Kong, Macao and Taiwan regions) enrolled in secondary vocational schools, higher vocational (junior college) institutions, undergraduate-level vocational schools (including vocational undergraduate majors at general universities), junior college programs of general universities, and graduates within three years (counted from the registration date). The majors of participants must fall under the discipline categories corresponding to the track they register for.
人工智能赛道、中华传统技艺赛道国内参赛对象除上述范围外，还包括普通高中、普通本科学校本科全日制中国籍在校学生(含港澳台)。参赛对象不限专业。
In addition to the above groups, domestic participants for the Artificial Intelligence Track and Traditional Chinese Crafts Track also include full-time Chinese undergraduate students (including those from Hong Kong, Macao and Taiwan regions) from general senior high schools and general universities, with no restrictions on their majors.
各赛道国际参赛对象为国外职业类院校和培训机构学生(含在华学习人员)及3年内(以报名时间为准)毕业生。
International participants for all tracks are students from overseas vocational colleges and training institutions (including those studying in China) and graduates within three years (counted from the registration date).
(二)组别设置

争夺赛分赛道(除人工智能赛道、中华传统技艺赛道)设中职组、高职组和国际组进行。其中，高职组包括高职(专科)学校、本科层次职业学校(含普通本科学校职教本科专业)、普通本科学校专科参赛队伍。
The Challenge Round of each track (excluding the Artificial Intelligence Track and Traditional Chinese Crafts Track) is divided into the Secondary Vocational Group, Higher Vocational Group and International Group. The Higher Vocational Group covers participating teams from higher vocational (junior college) schools, undergraduate-level vocational schools (including vocational undergraduate majors at general universities), and junior college programs of general universities.
争夺赛人工智能赛道、中华传统技艺赛道按中职、高中、高职(含普通本科学校专科)、本科层次职业学校(含普通本科学校职教本科专业)、普通本科学校分组比赛。
The Challenge Round’s Artificial Intelligence Track and Traditional Chinese Crafts Track adopt grouping by secondary vocational school, senior high school, higher vocational education (including junior college programs of general universities), undergraduate-level vocational school (including vocational undergraduate majors at general universities), and general university.
排位赛不分赛道，分中职组、高职组、国际组进行。其中，中职组包括中等职业学校以及争夺赛人工智能赛道、中华传统技艺赛道普通高中晋级队伍;高职组包括高职(专科)学校、本科层次职业学校(含普通本科学校职教本科专业)、普通本科学校专科，以及争夺赛人工智能赛道、中华传统技艺赛道高职(含普通本科学校专科)、本科层次职业学校(含普通本科学校职教本科专业)、普通本科学校晋级队伍。
The Ranking Round is not divided into separate tracks and consists of the Secondary Vocational Group, Higher Vocational Group and International Group. The Secondary Vocational Group comprises teams from secondary vocational schools and qualified senior high school teams advanced from the Artificial Intelligence Track and Traditional Chinese Crafts Track of the Challenge Round. The Higher Vocational Group includes teams from higher vocational (junior college) schools, undergraduate-level vocational schools (including vocational undergraduate majors at general universities), junior college programs of general universities, as well as qualified teams of higher vocational education (including junior college programs of general universities), undergraduate-level vocational schools (including vocational undergraduate majors at general universities) and general universities advanced from the Artificial Intelligence Track and Traditional Chinese Crafts Track of the Challenge Round.
冠军总决赛不分组。
The Championship Finals are not divided into groups.
(三)组队方式
(3) Team formation methods
国内参赛队伍以学校为单位组队，不得跨校组队。国际组由一所国外学校牵头，可跨国跨校组队。比赛均为团体赛，每支参赛队伍不超过4人，国际组每支参赛队伍中国籍选手不超过1人。每支参赛队伍指导教师不超过2名(其中国际组每支参赛队伍的外籍指导教师不少于1名)。
Domestic participating teams shall form teams based on schools and shall not form teams across schools. The international group is led by a foreign school and can be formed across countries and schools. The competitions are all team competitions, with no more than 4 participants per team, and no more than 1 Chinese participant per team in the international group. Each participating team shall have no more than 2 instructors (including no less than 1 foreign instructor for each participating team in the international group).
(四)参赛名额
Quota of participants
争夺赛国内参赛队伍数量依据各省(自治区、直辖市)职业教育规模分配，计划单列市中职组参赛名额单列，详见《2026年世界职业院校技能大赛争夺赛国内参赛名额分配表》(附件4)。争夺赛国内参赛队伍由省级教育行政部门按分配名额推荐。港澳台参赛队伍可直接报名参加争夺赛，名额不限。
The number of domestic participating teams in the competition is distributed according to the scale of vocational education in each province (autonomous region and municipality directly under the Central Government), and the participation quota of secondary vocational groups in cities under separate state planning is listed separately. For details, please refer to the Allocation Table of Domestic Participation Quota in 2026 World Vocational College Skills Competition (Annex 4). The domestic teams in the competition are recommended by the provincial education administrative department according to the allocated places. Participating teams from Hong Kong, Macao and Taiwan can directly register to participate in the competition, and the number of places is unlimited.
国外参赛队伍由国内联系院校邀请并经所在省(自治区、直辖市)教育行政部门审核后直接参加争夺赛。
Foreign teams will directly participate in the competition after being invited by domestic associated colleges and examined by the education administrative departments of their provinces (autonomous regions and municipalities directly under the Central Government).
八、总决赛赛程安排
8. Finals schedule
(一)报名
(1) Registration
所有参赛队伍通过“世界职业院校技能大赛报名系统”(网址：https://www.cvae.com.cn/)报名。
All participating teams registered through the "World Vocational College Skills Competition Registration System" (website: https: / /www.cvae.com.cn/).
中职组、高职组参赛队伍，经省级教育行政部门进行审核并确认后，由所在学校完成报名。国际组参赛队伍由国内联系院校协助完成报名。
Secondary vocational group and higher vocational group participating teams shall be registered by their schools after being examined and confirmed by the provincial education administrative department. The international group teams will be assisted by the domestic associated institutions to complete the registration.
(二)赛程安排
Competition schedule
1.争夺赛
1. Competition
中职组、高职组按赛道由争夺赛赛区线下组织实施。
Secondary vocational groups and higher vocational groups are organized and implemented offline by the competition area according to the track.
国际组以线下、线上两种方式比赛。线上参赛队伍根据各赛道报名情况分组进行比赛，线下参赛队伍在东南亚、中亚、非洲、欧洲、大洋洲5个海外赛区参加现场比赛。
The international group competes offline and online. The online teams competed in groups according to the registration status of each track, while the offline teams participated in live competitions in five overseas competition areas, namely Southeast Asia, Central Asia, Africa, Europe and Oceania.
争夺赛于2026年9月底前完成。
The scramble was completed by the end of September 2026.
2.排位赛
2. Qualifying
争夺赛各赛道(除人工智能赛道、中华传统技艺赛道)中职组、高职组前2名，取得排位赛资格。国际组参加线上比赛的队伍，各小组第一名取得排位赛资格;各海外赛区20%的参赛队伍取得排位赛资格(每个海外赛区不超过6支)。人工智能赛道、中华传统技艺赛道中职、高中、高职(含普通本科学校专科)、本科层次职业学校(含普通本科学校职教本科专业)、普通本科学校每组比赛的第一名取得排位赛资格。
Competing for the top two places in the secondary vocational group and the higher vocational group in each track (except for the artificial intelligence track and the traditional Chinese skills track), and qualifying for the qualifying competition. For teams participating in the online competition in the international group, the first place in each group will qualify for the qualifying competition; 20% of the participating teams in each overseas competition region qualified for the qualifying competition (no more than 6 teams in each overseas competition region). The first place in each group of competitions in artificial intelligence track, Chinese traditional skills track, secondary vocational schools, high schools, higher vocational schools (including junior colleges in general undergraduate schools), undergraduate vocational schools (including undergraduate vocational education majors in general undergraduate schools) and general undergraduate schools qualified for the qualifying competition.
排位赛设6个小组。取得排位赛资格的中职组、高职组、国际组参赛队伍各分2个小组，小组以抽签方式产生。
There are 6 groups in qualifying. The qualifying teams in the secondary vocational group, higher vocational group and international group are divided into two groups, and the groups are selected by drawing lots.
3.冠军总决赛
3. Championship Finals
排位赛各小组的前5名进入冠军总决赛初评，评出6支队伍进入最终现场比赛，决出冠军、亚军和季军，在其余队伍中评出优胜奖。
The top 5 qualifying teams enter the preliminary evaluation of the championship finals, and 6 teams will be selected to enter the final live competition, and the champion, runner-up and third runner-up will be determined, and the winning prize will be awarded among the remaining teams.
九、奖项设置
PRIZE SETTING
争夺赛奖项：金奖、银奖、铜奖，分别占参赛队伍总数的10%、15%、25%。
Competition awards: Gold, Silver and Bronze, accounting for 10%, 15% and 25% of the total number of participating teams respectively.
冠军总决赛奖项：冠军1名、亚军2名、季军3名，优胜奖不超过24名。
Championship finals awards: 1 champion, 2 runners-up, 3 third runners-up, no more than 24 winners.
优秀组织奖：大赛组委会向作出突出贡献的有关省级教育行政部门、相关单位颁发优秀组织奖。
Excellent Organization Award: The organizing committee of the competition will award the Excellent Organization Award to the relevant provincial education administrative departments and relevant units who have made outstanding contributions.
初赛、复赛奖项分别由学校、省级教育行政部门参照总决赛奖项设置自行确定。
The preliminary and semi-final awards shall be determined by the schools and provincial education administrative departments with reference to the finals awards.
十、组织机构

(一)主办单位。根据《教育部关于公布世界职业院校技能大赛组委会等组织机构人员名单的通知》(教职成函〔2024〕6号)，大赛由教育部、国家发展改革委、科技部、工业和信息化部、国家民委、民政部、财政部、人力资源社会保障部、自然资源部、生态环境部、住房城乡建设部、交通运输部、水利部、农业农村部、商务部、国家卫生健康委、应急管理部、国务院国资委、国家粮食和物资储备局、中国民用航空局、国家中医药管理局、中华全国总工会、共青团中央、中华职业教育社、中华全国供销合作总社、中国职业技术教育学会、中国机械工业联合会、中国石油和化学工业联合会、中国物流与采购联合会、中国纺织工业联合会、中国有色金属工业协会、中国煤炭工业协会、天津市人民政府主办。

(二)大赛组委会、执委会。组委会负责大赛统筹规划，秘书处设在教育部职业教育与成人教育司;执委会负责大赛组织实施，办公室设在教育部职业教育发展中心。
(2) Competition Organizing Committee and Executive Committee. The Organizing Committee is responsible for the overall planning of the Competition, with its Secretariat located in the Department of Vocational and Adult Education of the Ministry of Education. The Executive Committee takes charge of the organization and implementation of the Competition, and its office is set at the Vocational Education Development Center of the Ministry of Education.
(三)大赛裁判委员会、仲裁委员会、纪律监督委员会。三个委员会在大赛执委会领导下开展工作，裁判委员会负责裁判的培训、管理、评价等工作;仲裁委员会负责申诉投诉和争议处理;纪律监督委员会负责对赛事组织、成绩评判等工作进行监督，对违反大赛纪律、规定的行为进行处理。
(3) Competition Jury Committee, Arbitration Committee and Discipline Supervision Committee. The three committees operate under the leadership of the Competition Executive Committee. The Jury Committee undertakes the training, management and evaluation of judges; the Arbitration Committee handles appeals, complaints and disputes; the Discipline Supervision Committee supervises event organization and result assessment, and addresses violations of competition disciplines and regulations.
(四)赛区赛事组织机构。省级教育行政部门成立相应的赛事工作机构，负责承担赛区赛事的组织实施、协调保障等相关工作。
(4) Event Organizations of Competition Zones. Provincial education administrative departments shall establish corresponding event working bodies to undertake the organization, implementation, coordination and support of events within their respective competition zones.
十一、工作要求
XI. Work Requirements
(一)精心组织实施。要进一步提高思想认识，健全组织机构，完善赛事制度，规范工作流程，加强人员培训，强化条件保障，抓好组织实施，确保大赛顺利举办。海外赛区要成立相应工作机构，明确职责分工，制定应急预案，做好统筹指导、组织协调等工作，确保比赛安全顺利进行。
(1) Meticulous Organization and Implementation. Stakeholders shall further raise awareness, improve organizational structures, refine competition rules, standardize workflows, strengthen personnel training, reinforce resource support, and deliver solid organizational arrangements to ensure the smooth running of the Competition. Overseas competition zones shall set up corresponding working bodies, clarify responsibilities, formulate emergency plans, and conduct overall guidance and coordination to guarantee safe and sound competitions.
(二)强化监督管理。严格落实大赛制度规定，加强对裁判、仲裁、纪律监督工作管理，强化过程监管，主动接受各方面监督，畅通申诉投诉渠道，确保大赛全流程各环节公开透明、公平公正。
(2) Enhanced Supervision and Administration. Strictly enforce competition rules and regulations, strengthen the management of jury, arbitration and discipline supervision, boost whole-process oversight, voluntarily accept supervision from all parties, and keep appeal and complaint channels unblocked, so as to ensure openness, transparency, fairness and impartiality in all links throughout the Competition.
大赛裁判委员会负责完善裁判遴选标准，协助大赛执委会做好裁判长库、裁判库建设，优化裁判队伍数量和结构，建立裁判选拔、培训、管理和问责机制。加强对赛区比赛场地和设施布置、选手抽签加密、成绩评判等关键环节巡查指导。争夺赛、排位赛、冠军总决赛比赛现场须全程录像并集中封存，随时调取使用。
The Competition Jury Committee shall refine the jury selection criteria, assist the Competition Executive Committee in developing the chief judge pool and judge bank, optimize the size and structure of the judge team, and establish mechanisms for judge selection, training, management and accountability. It shall strengthen inspections and guidance on key links including venue and facility arrangement, encrypted draw of lots for contestants, and result evaluation. The whole competition sessions of the Challenge Round, Ranking Round and Championship Final shall be video-recorded, centrally sealed and available for access at any time.
大赛仲裁委员会加强对赛区仲裁委员会工作指导，及时处理相关申诉投诉问题。赛区仲裁委员会负责仲裁争夺赛比赛现场申诉投诉，天津赛区仲裁委员会负责仲裁排位赛和冠军总决赛现场申诉投诉，赛区仲裁结果为最终结果。存在重大争议的，可提交大赛仲裁委员会进行复议。
The Competition Arbitration Committee shall provide stronger guidance to the arbitration committees of competition zones and promptly handle relevant appeals and complaints. The arbitration committees of competition zones shall deal with on-site appeals and complaints arising from the Challenge Round, while the Arbitration Committee of the Tianjin Competition Zone shall handle on-site appeals and complaints from the Ranking Round and Championship Final. The arbitration result of the competition zone shall be final. In case of major disputes, the case may be submitted to the Competition Arbitration Committee for reconsideration.
大赛纪律监督委员会强化赛事全程、全员纪律约束。大赛纪律监督委员会、赛区纪律监督委员会各派1—2位纪律监督员，组成纪律监督工作组，对争夺赛进行监督。大赛纪律监督委员会派出纪律监督工作组，对排位赛、冠军总决赛进行监督。赛区纪律监督委员会要落实纪律监督主体责任，加大对违规违纪行为的处罚力度，对参赛选手、裁判、承办院校等出现违规行为的，一经查实，取消有关选手参赛资格、裁判执裁资格、承办院校承办资格;对存在违规违纪违法行为的，移送纪检监察部门和司法机关处理。
The Competition Discipline Supervision Committee shall enforce discipline constraints covering the whole event and all participants. The Competition Discipline Supervision Committee and the discipline supervision committee of each competition zone shall each assign 1 to 2 discipline supervisors to form a discipline supervision working group to oversee the Challenge Round. The Competition Discipline Supervision Committee shall send discipline supervision working groups to supervise the Ranking Round and Championship Final. The discipline supervision committees of competition zones shall fulfill the primary responsibility for discipline supervision and impose harsher penalties on violations. Once violations by contestants, judges or host institutions are verified, the contestants’ qualification, judges’ adjudication qualification and host institutions’ hosting qualification shall be revoked. Any act involving discipline breaches or illegal conduct shall be referred to disciplinary inspection and supervision authorities as well as judicial organs.
(三)保障赛事安全。强化底线思维，坚决守牢安全防线，赛区成立专门的安全管理机构，压实安全工作责任，健全安全管理制度和应急处置预案，加强安全教育培训，切实抓好用火用电用气、设施设备等关键环节的安全工作，全力保障赛事安全、平稳、顺利举行。
(3) Guarantee Event Safety. Stakeholders shall adopt a bottom-line mindset and firmly safeguard the security line. Each competition zone shall set up a dedicated safety management body, consolidate safety responsibilities, improve safety management systems and emergency response plans, enhance safety education and training, earnestly manage safety in key areas such as fire, electricity and gas use as well as facilities and equipment, and fully ensure the safe, stable and smooth running of the Competition.
(四)严肃赛风赛纪。各级赛事组织机构要落实主体责任，坚持公平办赛、节约办赛、廉洁办赛，将大赛打造成勤俭节约、廉洁守信的实践课堂。严格落实中央八项规定及其实施细则精神，严禁铺张浪费，不得超标住宿、用餐、发放劳务费，严禁借大赛名义公款组织旅游和娱乐活动，对违规违纪违法行为进行严肃处理。
(4) Uphold Good Competition Conduct. Event organizations at all levels shall fulfill primary responsibilities, and organize the Competition in a fair, economical and clean manner, turning it into a practical classroom for diligence, integrity and credibility. They shall strictly implement the spirit of the Eight-point Regulation of the Central Committee and its implementation rules. Extravagance and waste are strictly prohibited; no excessive accommodation, catering or labor service fees shall be provided. It is forbidden to use public funds for tourism or entertainment activities under the name of the Competition. All disciplinary and illegal violations shall be dealt with seriously.
(五)加强宣传引导。充分发挥各级媒体和新媒体平台作用，做好大赛方案解读，根据初赛、复赛、总决赛不同特点，突出重点做好宣传工作，为大赛营造浓厚氛围，引导全社会关心支持职业教育发展。赛区要结合实际，组织开展相关同期活动，积极邀请头部企业参与，为参赛选手提供实习、就业岗位，发挥大赛对就业创业的促进作用。推动大赛研究与成果转化中心形成一批高水平资源和成果。
(5) Strengthen Publicity and Guidance. Give full play to media at all levels and new media platforms to interpret the Competition plan. Targeted publicity shall be carried out in light of the features of preliminary contests, semi-finals and grand finals to foster a strong atmosphere for the Competition and encourage public attention and support for the development of vocational education. Competition zones shall organize relevant concurrent activities in light of local realities, actively invite leading enterprises to participate, provide internship and employment posts for contestants, and leverage the Competition to boost employment and entrepreneurship. Promote the Competition Research and Achievement Transformation Center to develop a batch of high-quality resources and outcomes.
