今年6月，全球单套产能最大乙烯装置——中沙古雷乙烯项目乙烯装置在福建漳州古雷石化基地完成高标准中间交接，启动联动试车，标志着项目正式进入投料试车冲刺阶段，项目乙烯年产能最高可达180万吨。“中沙古雷乙烯项目的建设规模和速度令人赞叹，这离不开中国各级政府部门的大力支持，包括高效的协调机制、审批办理以及日常事务的高效务实解决，也是中国投资环境持续完善的有力印证。”沙特基础工业公司首席执行官费萨尔·法基尔说。
In June this year, the ethylene plant of the China-Saudi Gu Lei Ethylene Project, the world’s largest single-train ethylene facility by capacity, completed high-standard intermediate handover at the Gulei Petrochemical Base in Zhangzhou, Fujian. The launch of its joint commissioning marks the project’s entry into the final sprint for feed commissioning, with the plant’s maximum annual ethylene capacity reaching 1.8 million tonnes.“The scale and speed of construction of the China-Saudi Gu Lei Ethylene Project are impressive. This would not have been possible without strong support from government authorities at all levels in China, including efficient coordination mechanisms, streamlined approval procedures and pragmatic resolution of day-to-day matters. It serves as solid evidence of the continuous improvement of China’s investment environment,” said Faisal Al-Faqir, CEO of SABIC.
自上世纪80年代进入中国市场以来，沙特基础工业公司持续加大在华投资，公司业务目前已覆盖中国17座城市，构建起生产、研发、客服一体化的成熟产业体系，深度融入新能源汽车、高端电子、医疗制造等中国新兴产业链。中沙古雷乙烯项目总投资448亿元人民币，由沙特基础工业公司与福建省能源石化集团合资建设，是福建省迄今为止一次性投资规模最大的外资项目，也是共建“一带一路”倡议对接沙特“2030愿景”的标杆工程。
Since entering the Chinese market in the 1980s, Saudi Basic Industries Corporation (SABIC) has continuously scaled up its investment in China. Its business now covers 17 cities across China, forming a mature industrial system integrating production, R&D and customer service, and deeply integrating into China’s emerging industrial chains such as new energy vehicles, high-end electronics and medical manufacturing. The China-Saudi Gulei Ethylene Project, with a total investment of 44.8 billion yuan, is jointly developed by SABIC and Fujian Energy and Petrochemical Group. It is Fujian’s largest foreign-invested project in terms of one-off investment to date, and a landmark initiative under the Belt and Road Initiative aligned with Saudi Arabia’s Vision 2030.
“我们不仅将中国视为销售市场，更将其视为长期的增长伙伴和领先的创新高地。”法基尔认为，依托完整工业体系，中国持续推进“十五五”规划产业升级，新能源汽车、高端半导体、光伏产业快速壮大，市场对高性能、可持续高端化工材料的需求持续攀升。中沙古雷乙烯项目产出的材料可支撑新能源汽车等多个行业发展，保障中国国内及亚洲产业链化工原材料供给，庞大且持续升级的内需市场，不断赋能产业创新。
“We regard China not only as a sales market, but also as a long-term growth partner and a leading innovation highland.” According to Al-Faqir, relying on a complete industrial system, China continues to promote industrial upgrading under the 15th Five-Year Plan. New energy vehicles, high-end semiconductors and photovoltaic industries are expanding rapidly, and market demand for high-performance, sustainable high-end chemical materials keeps rising. Materials produced by the China-Saudi Gulei Ethylene Project can support the development of multiple sectors including new energy vehicles and guarantee the supply of chemical raw materials for industrial chains in China and across Asia. The huge and continuously upgrading domestic demand market constantly empowers industrial innovation.
除正在进行的中沙古雷乙烯项目，沙特基础工业公司还将与荣盛石化有限公司继续推进浙江舟山金塘新材料项目开发，并同时在中国福建投资建设一座新的热塑性工程塑料合金工厂，充分彰显公司持续在华增资扩产的决心。“这些项目将与沙特基础工业公司在华创新和制造网络紧密协同，加快创新步伐，增强供应链韧性。受益于中国完备的产业生态体系，我们能够快速响应不断变化的市场需求。”法基尔说。
In addition to the ongoing China-Saudi Gulei Ethylene Project, SABIC will continue to press ahead with the Jintang New Materials Project in Zhoushan, Zhejiang, in partnership with Rongsheng Petrochemical Co., Ltd. Meanwhile, it will invest in building a new thermoplastic engineering plastic alloy plant in Fujian, China, which fully demonstrates the company’s resolve to keep increasing capital and expanding production in China. “These projects will work in close synergy with SABIC’s innovation and manufacturing network in China to accelerate innovation and strengthen supply chain resilience. Thanks to China’s complete industrial ecosystem, we can quickly respond to the evolving market demands,” said Al-Faqir.

From exporting products in the early years to its current multi-point layout across China and the launch of billion-yuan-scale projects, SABIC’s development journey of taking root in China and continuously increasing investment serves as a vivid epitome of foreign enterprises’ sustained optimism and stepped-up investment in China.
