经国家反外国制裁工作协调机制批准，现公布《关于对应用DNA科学公司等6家美国实体采取反制措施的决定》，自2026年8月5日起施行。

Upon endorsement by the National Coordination Mechanism for Countering Foreign Sanctions, this Decision concerning countermeasures targeting six U.S. entities, Applied DNA Sciences included, is hereby issued and shall take effect as of August 5, 2026.

Decision on countermeasures against six U.S. entities, including Applied DNA Sciences

近期，美国以所谓“强迫劳动”为由制裁中国企业，严重违反国际法和国际关系基本准则，严重侵犯我国主权、安全、发展利益。应用DNA科学公司等6家美国实体协助、支持美国涉疆非法制裁，性质恶劣。

In recent times, the United States has imposed punitive sanctions on Chinese firms under the pretext of the so-called "forced labor". Such acts constitute a grave breach of international law and the fundamental norms governing state-to-state relations, and severely undermine China’s sovereignty, security and developmental interests. These six U.S. entities, Applied DNA Sciences included, have lent aid and backing to Washington’s unlawful Xinjiang-related sanctions, and their acts are grossly reprehensible.

依据《中华人民共和国反外国制裁法》第三条、第四条、第六条、第九条、第十条、第十五条，《实施〈中华人民共和国反外国制裁法〉的规定》第三条、第五条、第八条、第十条规定，中方决定将应用DNA科学公司等6家美国实体列入反制清单，并采取以下反制措施：禁止我国境内的组织、个人与其进行有关交易、合作等活动。

Pursuant to Articles 3, 4, 6, 9, 10 and 15 of the Anti-Foreign Sanctions Law of the People's Republic of China, together with Articles 3, 5, 8 and 10 of the Rules for Implementing the Anti-Foreign Sanctions Law of the People's Republic of China, China resolves to add six U.S. entities, Applied DNA Sciences among them, to the countermeasure roster. The restrictive countermeasures specified below shall apply: no organizations or natural persons within China’s territory may carry out relevant transactions, cooperation or other related activities with these entities.
