    2025 marks the final year of the 14th Five-Year Plan. As Sinopec's only oilfield enterprise in Northeast China and a pillar of energy security in the region, the Northeast Oil and Gas Branch has thoroughly studied and implemented the spirit of General Secretary Xi Jinping's important instructions during his inspection of Shengli Oilfield and Jiujiang Petrochemical, as well as the spirit of his important speech at the symposium on the comprehensive revitalization of Northeast China. Bearing in mind the General Secretary's earnest entrustment, the branch resolutely shoulders the responsibilities of a central enterprise, fully guarantees energy supply, and persists in continuously strengthening its resource base, technology base, and management base. It continuously enhances its core functions and improves its core competitiveness, striving to achieve comprehensive breakthroughs in development by creating single-item benchmarks across the entire system. Through concerted efforts to overcome difficulties and increase efficiency, the branch has achieved comprehensive improvement in oil and gas reserves and production, as well as overall benefits, with oil and gas equivalent and corporate profits continuously reaching new historical highs.

  • 着力保拓矿权,扩展资源勘探新空间。全力保矿权,落实保矿权三年实施方案,加大投入与部署力度,加快提交探明储量,以最快速度、最优投入保矿权。坚持“立足吉林、北上龙江、南下辽宁、西进蒙东”多管齐下,全力拓矿权,深化区域地质研究,持续扩大探矿权。2025年上半年,通过竞拍获得黑龙江望奎及吉林省洮南、洮北3个区块3000平方千米的油气探矿权,占中国石化集团新增矿权面积的37.6%。近3年累计新增矿权面积6300余平方千米,位居集团公司前列。
    Efforts are being made to safeguard and expand mining rights, creating new spaces for resource exploration. We are fully committed to safeguarding mining rights, implementing a three-year plan for this purpose, increasing investment and deployment, and accelerating the submission of proven reserves. We are securing mining rights with the fastest speed and best resources. Adhering to a multi-pronged approach of "based in Jilin, extending north to Heilongjiang, south to Liaoning, and west to eastern Inner Mongolia," we are making every effort to expand mining rights, deepening regional geological research, and continuously expanding exploration rights. In the first half of 2025, we acquired 3,000 square kilometers of oil and gas exploration rights in three blocks—Wangkui in Heilongjiang and Taonan and Taobei in Jilin—through bidding, accounting for 37.6% of the newly added mining rights area of ​​Sinopec Group. In the past three years, we have cumulatively added over 6,300 square kilometers of mining rights, ranking among the top in the group.
  • 着力推进高质量勘探,落实规模增储新阵地。立足大盆地、大区带、大物源,以观念、理论和技术的大突破带动勘探大突破。统筹常规和非常规油气资源,加强复杂地质对象的地质理论创新,力争发现较大型油气藏,在高质量勘探上开新局。2024年,在松辽盆地新立矿权实施的风险勘探获得重大突破,获得集团公司重大勘探突破特等奖,排名集团公司2024年十大油气勘探突破第二位。目前正在进一步加大“三新”领域地质研究,力争实现新突破。
    We are focusing on promoting high-quality exploration and establishing new fronts for large-scale reserve growth. Based on large basins, large regional belts, and large resource reserves, we are driving major breakthroughs in exploration through breakthroughs in concepts, theories, and technologies. We are coordinating conventional and unconventional oil and gas resources, strengthening geological theoretical innovation for complex geological objects, and striving to discover larger oil and gas reservoirs, thus opening a new chapter in high-quality exploration. In 2024, significant breakthroughs were achieved in risk exploration implemented under newly established mining rights in the Songliao Basin, winning the Group's Special Prize for Major Exploration Breakthroughs and ranking second among the Group's Top Ten Oil and Gas Exploration Breakthroughs in 2024. Currently, we are further intensifying geological research in "three new" fields, striving to achieve new breakthroughs.
  • 着力抓好一体化滚动评价,增强储量动用新能力。重点围绕勘探“351”工程形成的新层系、新类型、新区带,通过勘探开发一体化、地质工程一体化、技术经济一体化,加快推进储量向产量转化。把未动用储量效益开发作为提升发展能级的推进器,利用金山气田难动用储量开发的成功经验,实现梨树地区170亿立方米地质储量立体滚动评价,储备产建阵地。
    We will focus on integrated rolling evaluation to enhance our capacity for utilizing reserves. We will prioritize the new strata, types, and zones identified through the "351" exploration project, accelerating the conversion of reserves into production through integrated exploration and development, geological engineering, and technological and economic approaches. We will use the efficient development of untapped reserves as a driving force for enhancing development capacity. Leveraging the successful experience of developing difficult-to-access reserves in the Jinshan gas field, we will achieve a three-dimensional rolling evaluation of the 17 billion cubic meters of geological reserves in the Lishu area, reserving a base for production and construction.
  • 着力推进绿色低碳,不断增强企业发展后劲。组织开展“栉风沐光”行动,新能源建设从零开始快速发展,目前绿电替代率57.94%,排名中国石化油田板块第一。拓宽二氧化碳应用路径,协同推进CCUS利用,年均利用二氧化碳超20万吨。保护黑土地,生产用地表土剥离复耕复垦率达100%。积极推进无废企业创建,下辖采油气厂全部获得“无废工厂”称号,3个矿区荣获吉林省“绿色矿山”称号,公司被集团公司评定为“优秀绿色企业”。
    We are committed to promoting green and low-carbon development, continuously enhancing the company's future growth potential. We organized the "Bathed in the Wind and Sun" campaign, rapidly developing new energy construction from scratch. Currently, our green electricity substitution rate is 57.94%, ranking first in Sinopec's oilfield sector. We have broadened carbon dioxide application pathways and collaboratively promoted CCUS utilization, with an average annual utilization of over 200,000 tons of carbon dioxide. We protect black soil, achieving a 100% topsoil stripping, reclamation, and restoration rate for production land. We actively promote the creation of a zero-waste enterprise; all our subordinate oil and gas production plants have been awarded the "Zero-Waste Factory" title, three mining areas have been awarded the "Green Mine" title in Jilin Province, and the company has been rated as an "Excellent Green Enterprise" by the group company.

  • 以理念创新引领勘探技术突破。加强基础研究,以物探新技术新方法做好地震资料深度刻画,实现地质研究新突破。持续开展老区大断陷系统编图,加强构造演化、沉积充填、区带评价等规范化研究,总结勘探规律、形成地质理论,指导邻源地质体、断坳转换层、深层煤层气等新领域勘探部署。
    Innovation in concepts will drive breakthroughs in exploration technology. We will strengthen basic research, utilize new geophysical technologies and methods to deeply characterize seismic data, and achieve new breakthroughs in geological research. We will continue to map large fault-depression systems in old geological areas, strengthen standardized research on tectonic evolution, sedimentary infilling, and zonal evaluation, summarize exploration patterns, formulate geological theories, and guide exploration deployment in new areas such as adjacent geological bodies, fault-depression transition layers, and deep coalbed methane.

    Leveraging digital intelligence to build smart oil and gas fields. Actively promoting digital transformation and development, we have constructed a production information system with real-time sensing, electronic well inspection, unmanned operation, and intelligent early warning capabilities. A 5G intelligent command center has been built, achieving comprehensive coverage of standardized construction at the grassroots level under digital conditions. Our digital transformation achievements have been selected for the national-level industry practice case collection. We have widely applied 3D geological modeling and gas reservoir numerical simulation technologies, establishing a comprehensive data pool of multidisciplinary and multi-professional results. We have applied specialized software to form a transparent oil and gas reservoir research model, achieving visualization and quantification of sweet spot reservoirs and development effects. Utilizing integrated modeling and numerical simulation technology, we have achieved quantitative characterization of key geological engineering parameters, providing a visual guide for economic and technical integration, and maximizing single-well ESRV and single-well EUR.

    Building a cloud-based data lake through enhanced data governance. This involves deepening data inventory and governance, promoting data asset management, strengthening source data collection and application, solidifying the data foundation, constructing a data service platform, expanding the scope of real-time data collection and remote transmission for petroleum engineering, achieving full coverage of construction process data, and supporting the efficient operation of IPPE. It also involves deepening the application of professional software and hardware platforms, collecting and managing high-quality data resources, optimizing algorithms, improving hardware computing power, consolidating the foundation of "data + algorithm + computing power," and creating a convenient and shared cloud-based data lake.
