  • 近日,教育部印发《关于进一步减轻中小学教师非教育教学负担若干措施的通知》(以下简称《通知》),对深化中小学教师减负工作作出系统部署。
    Recently, the Ministry of Education issued the Notice on Several Measures to Further Reduce the Non-Educational and Teaching Burdens of Primary and Secondary School Teachers (hereinafter referred to as the Notice), which makes systematic arrangements for deepening the work of reducing burdens on primary and secondary school teachers.

It puts forward 8 measures covering aspects such as strictly standardizing document review, list-based management of inspections, optimizing the whitelist system for social affairs entering campuses, strictly controlling the secondment of teachers, streamlining data reporting, improving after-school service guarantees, enhancing monitoring and inspection, and strengthening inter-departmental work coordination. These measures provide clear guidance for local authorities to advance teacher burden reduction, and promote the institutionalization, standardization, and long-term effectiveness of this work.
  • 《通知》突出系统治理、标本兼治、精准管理,着力破解教师负担过重的结构性矛盾和深层次问题。强化量化管控,明确白名单事项总量、进校园活动频次等具体指标,提升政策可操作性。坚持系统施策,从事前源头把关、事中规范管理到事后监测问责,构建全链条治理机制。推进协同治理,建立涵盖教育督导、网络巡查、举报受理、监督员队伍、第三方监测等多维度监督体系,加强与纪检监察、网信、公安等部门的协同联动,凝聚工作合力。
    The Notice emphasizes systematic governance, addressing both symptoms and root causes, and precise management, aiming to resolve the structural contradictions and deep-seated problems behind excessive teacher burdens. It strengthens quantitative control by clarifying specific indicators such as the total number of whitelist items and the frequency of campus activities, thereby enhancing the operability of the policy. Adhering to systematic policy implementation, it builds a full-chain governance mechanism covering pre-event source control, in-process standardized management, and post-event monitoring and accountability. To advance collaborative governance, it establishes a multi-dimensional supervision system including educational supervision, online inspections, complaint handling, supervisor teams, and third-party monitoring, and strengthens collaborative linkage with departments such as discipline inspection and supervision, cyberspace administration, and public security to pool work synergy.
  • 《通知》要求,要推动发挥各地党委教育工作领导小组对教师减负工作的统筹协调作用,将教师减负治理与整治形式主义为基层减负重点工作统筹推进。要强化监督指导,对执行不力、问题突出的地区和单位进行约谈通报,严肃追责问责。各地教育行政部门要结合实际精准施策,确保减负措施落到实处、取得实效,切实维护教师职业尊严和合法权益,为加快建设教育强国提供坚强师资保障。
    The Notice requires giving play to the coordinating role of the Education Work Leading Groups of local Party committees in teacher burden reduction, and advancing teacher burden governance in tandem with the key work of tackling formalism to reduce burdens at the grassroots level. It calls for strengthened supervision and guidance: regions and units that fail to implement the measures effectively or have prominent problems will be interviewed, notified, and held accountable seriously. Local education administrative departments should formulate targeted policies based on local realities, ensure that the burden-reduction measures are implemented effectively, and earnestly safeguard teachers’ professional dignity and legitimate rights and interests, so as to provide solid teacher support for accelerating the building of a strong education country.
