在锻造本领上出实招，打造人才储备“蓄水池”。深入推进落实领导干部“五大工程”培育体系，持续推进专业技术序列改革，选聘三级工程师8人，开展中层级专家岗位推荐和二、三级工程师评选工作。建立“管理骨干+技术骨干+操作骨干”培养机制，聘用7名操作岗位人员到管理或专业技术岗位，选拔19名优秀操作岗位人员到管理或专业技术岗位。
