2025年11月17日至18日，上海合作组织（以下简称“上合组织”或“组织”）成员国政府首脑（总理）理事会第二十四次会议在莫斯科举行。
The 24th meeting of the Council of Heads of Government (Prime Ministers) of the Shanghai Cooperation Organisation (hereinafter referred to as "SCO" or "the Organization") member states will be held in Moscow from November 17 to 18, 2025.

The heads of delegations pointed out that the SCO Heads of State Council Meeting and the "SCO+" Meeting, to be held in Tianjin from August 31 to September 1, 2025, fully demonstrated the SCO's increasingly important role and contribution in building a more just, equitable, and representative multipolar world with the United Nations at its core. The heads of delegations reiterated that member states will adhere to the universally recognized principles of international law enshrined in the UN Charter and the SCO Charter.

The heads of delegations reiterated that promoting the building of a new type of international relations based on mutual respect, fairness, justice, and win-win cooperation, and a community with a shared future for mankind, as well as conducting dialogue based on the concept of "One Earth, One Home, One Future," are of great practical significance, and called on the international community to jointly participate in the "SCO Initiative on Solidarity among Countries to Promote a Just, Harmonious and Developing World."

The primary task is to carry out practical work based on the "SCO Development Strategy for the Next 10 Years (2026-2035)" and the "Tianjin Declaration of the Council of Heads of State of the SCO Member States," in which the development strategy clarifies the main direction for the SCO's next stage of reform and development.

The heads of delegations pointed out that prioritizing the improvement of the SCO's operational mechanisms is of great significance, and stressed the need to accelerate the implementation of the "Recommendations on Improving the SCO's Operational Mechanisms" approved by the Council of Foreign Ministers of the SCO Member States in the form of a resolution on July 4, 2024. This includes simultaneously launching the work of the translation support department of the SCO's permanent (executive) body and listing English as the language of use in the SCO, as well as making corresponding revisions and supplements to the SCO Charter and other SCO documents.

The status of the Global South is rising, and its role as a new political and economic center is becoming increasingly prominent, creating opportunities for the development of all countries and for conducting international cooperation on an equal and mutually beneficial basis.

The heads of delegations expressed deep concern about the increasing fragmentation of the world economy and reiterated that member states will continue to improve the global economic governance system and consolidate the multilateral trading system with the World Trade Organization at its core.

白俄罗斯共和国、伊朗伊斯兰共和国、哈萨克斯坦共和国、吉尔吉斯共和国、巴基斯坦伊斯兰共和国、俄罗斯联邦、塔吉克斯坦共和国、乌兹别克斯坦共和国重申支持中华人民共和国提出的共建“一带一路”倡议，肯定各方为共同实施共建“一带一路”倡议，包括为促进“一带一路”与欧亚经济联盟建设对接合作所做工作。
The Republic of Belarus, the Islamic Republic of Iran, the Republic of Kazakhstan, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan reaffirmed their support for the Belt and Road Initiative proposed by the People's Republic of China and affirmed the work done by all parties to jointly implement the Belt and Road Initiative, including to promote cooperation between the Belt and Road Initiative and the Eurasian Economic Union.

They noted the outcomes of the 24th SCO Economic and Trade Ministers' Meeting (September 6, 2025, Vladivostok) and expressed their willingness to continue taking necessary measures to ensure sustainable economic growth in the SCO region.

The heads of delegations emphasized that member states will be committed to building a broad and open economic space in the region, promoting equal and mutually beneficial cooperation, ensuring the effective operation and flow of markets, supply chains, settlement and payment, transport corridors, logistics routes, as well as investment, goods, services and technology, and noted that willing member states will cooperate on the establishment of the Greater Eurasian Partnership initiative.

The heads of delegations believed that cooperation should be carried out on the basis of the "Declaration of the Council of Heads of State of the SCO Member States on Supporting the Multilateral Trading System" (September 1, 2025, Tianjin), and that the "SCO Economic Development Strategy to 2030" and the "Outline of Multilateral Economic and Trade Cooperation among SCO Member States" should be implemented steadily and effectively. They advocated strengthening the work of the meeting mechanism of relevant department heads and other professional cooperation mechanisms.

SCO member states have consistently advocated for ensuring technological autonomy and accelerating the application of digital technologies in the economic, social, and governance spheres.

The heads of delegations pointed out that the "Declaration of the Council of Heads of State of the SCO Member States on Further Strengthening Cooperation in Scientific and Technological Innovation" (September 1, 2025, Tianjin) should serve as a guide to promote pragmatic cooperation in the field of scientific and technological innovation, enhance economic competitiveness, encourage the exchange of experience in the application of innovative technologies and technology transfer, improve the comprehensive strength of the SCO science and technology park repository and innovation clusters, and develop corresponding research projects. To this end, the heads of delegations noted the outcomes of the meeting of the SCO Science and Technology Park Repository Management Committee held at the Skolkovo Innovation Center and welcomed the dialogue on building a seamless ecosystem for SCO startups within the framework of the International Technology Conference (September 16-18, 2025, Moscow).
