On the afternoon of November 18, 2025 local time, Premier Li Qiang of the State Council met with Mongolian Prime Minister Zandanshatar in Moscow.

李强表示，中蒙是山水相连的近邻，保持长期稳定的友好合作关系，符合两国人民的根本利益。今年9月，习近平主席同呼日勒苏赫总统在北京举行会晤，就深化发展中蒙关系进一步指明了方向、擘画了蓝图。中方始终将蒙古国作为周边外交的重要方向，愿同蒙方以中蒙命运共同体建设为引领，进一步加强战略沟通，切实尊重和照顾彼此核心利益和重大关切，拓展务实合作，推动两国全面战略伙伴关系不断走深走实。

Li Qiang said that China and Mongolia are close neighbors linked by mountains and rivers, and it is the fundamental interests of the two peoples to maintain long-term and stable friendly and cooperative relations. In September this year, President Xi Jinping held a meeting with President Khuil Sukh in Beijing, further pointed out the direction and drawing a blueprint for deepening the development of China-Mongolia relations. China has always taken Mongolia as a key focus of its neighborhood diplomacy. Guided by the building of a China-Mongolia community with a shared future, China stands ready to work with Mongolia to further enhance strategic communication, earnestly respect and address each other's core interests and major concerns, expand practical cooperation, and advance the in-depth and solid development of the comprehensive strategic partnership between the two countries.

李强指出，中蒙经济互补性强，中方愿同蒙方加强发展战略对接，进一步扩大贸易规模，加强矿产能源、基础设施、互联互通等传统领域合作，探讨推进绿色能源、数字经济等新兴领域合作，打造双方更多利益契合点、合作增长点。中方支持国内毗邻省区同蒙方密切交流，深挖合作潜力，共同推进环阿尔泰山次区域国际合作。双方要促进政党、学界、媒体、青年等往来交流，不断深化相互理解，增进互信与友谊。中方愿同蒙方就地区事务加强沟通协调，共同守护两国和地区和平稳定。

Li Qiang pointed out that China and Mongolia enjoy strong economic complementarity. China is willing to enhance the alignment of development strategies with Mongolia, further expand the scale of trade, strengthen cooperation in traditional fields such as mineral resources, energy, infrastructure and connectivity, explore and advance cooperation in emerging areas like green energy and digital economy, and create more convergence of interests and growth points for cooperation between the two sides. China supports its border provinces and autonomous regions adjacent to Mongolia in conducting close exchanges with Mongolia, tapping into cooperation potential, and jointly advancing international cooperation in the sub-region around the Altai Mountains. The two sides should promote exchanges between political parties, academic circles, media outlets and young people, so as to continuously deepen mutual understanding and enhance mutual trust and friendship. China is ready to strengthen communication and coordination with Mongolia on regional affairs and jointly safeguard peace and stability of the two countries and the region.

赞登沙特尔表示，祝贺中共二十届四中全会胜利召开并审议通过“十五五”规划建议。中国始终秉持亲诚惠容周边外交理念，蒙中关系长期友好，蒙方对此高度赞赏。同中国保持友好合作是蒙外交政策的首要方针，蒙方坚定奉行一个中国政策，台湾、香港、新疆、西藏是中国领土不可分割的一部分。蒙方感谢中方长期以来对蒙经济社会发展提供宝贵帮助，愿同中方共同努力，落实两国元首达成的重要共识，加强发展战略对接，拓展互联互通、基础设施建设、矿业、绿色能源等领域互利合作，实现共同发展。蒙方也愿加强同中方在上合组织等多边框架内沟通协作，为促进地区和平发展繁荣作出更大贡献。

Zandanshatar expressed congratulations on the successful convening of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) and the adoption of the Proposal on Formulating the 15th Five-Year Plan for National Economic and Social Development. He noted that China has always adhered to the neighborhood diplomacy concept of amity, sincerity, mutual benefit and inclusiveness, and Mongolia highly appreciates the long-standing friendly relations between Mongolia and China.Maintaining friendly cooperation with China is a top priority of Mongolia's foreign policy. Mongolia firmly adheres to the one-China policy, and recognizes that Taiwan, Hong Kong, Xinjiang and Tibet are inalienable parts of China's territory. Mongolia thanked China for its long-term valuable support for Mongolia's economic and social development, and expressed willingness to work with China to implement the important consensus reached by the heads of state of the two countries, enhance the alignment of development strategies, expand mutually beneficial cooperation in such fields as connectivity, infrastructure construction, mining and green energy, so as to achieve common development. Mongolia also expressed its readiness to strengthen communication and coordination with China within multilateral frameworks such as the Shanghai Cooperation Organization (SCO) and make greater contributions to promoting regional peace, development and prosperity.
