By standardizing operations, the Group has strengthened the foundation of the "Three Basics" development and activated the driving force for high-quality development. Amid the profound charm of golden autumn and with abundant fruits borne, the firstVisit and draw on each other's experience session of the Group's standardized operations on-site meeting was held at Xi'an Xianyang Airport on November 21. Group Party Secretary and Chairman Yang Ou, along with other members of the leadership team, as well as principal leaders from Xi'an, Ningxia, and Qinghai airport companies, together with responsible persons from relevant units and departments, gathered to exchange achievements and experiences.
现场会以“标准作业赋能三基建设 规范管理助力争先创优”为主题，为进一步提升现场会观摩质量，确保参会人员更直观深入地感受标准化作业细节，引导成员企业广泛开展标准化作业提升，将先后组织两批次近200人参与现场观摩。
The on-site meeting, themed "Standardized Operations Empowering the Three Basics Development, Normative Management Facilitating Excellence and Innovation," aims to further enhance the quality of observation sessions. To ensure participants gain a more intuitive and in-depth understanding of standardized operation details and to guide member enterprises in broadly advancing standardized operations improvement, the event will be organized in two batches, involving nearly 200 participants for on-site observation.
作为集团骨干企业，西安咸阳机场公司始终致力于以标准化作业提升安全裕度、服务质量和整体运行品质。为主动适应三期扩建工程投运后超大型航空枢纽发展需求，进一步提升双区一体化管理能力，今年以来，西安咸阳机场启动岗位标准化作业视频开发专项工作，系统梳理覆盖全业务链条的209个核心岗位，自主拍摄制作标准化作业视频557部，同步开展《运行手册》《岗位标准化作业程序》修订，并组织全员学习培训，严格进行考核，切实提升一线岗位的标准化执行水平。此次现场会以标准化作业视频拍摄和应用为切入点，从安全、运行、服务等维度全面呈现西安咸阳机场在双区协同运行管理下的标准化建设成效。
As the backbone enterprise of the group, Xi'an As a core enterprise of the Group, Xi'an Xianyang Airport has consistently been committed to enhancing safety margins, service quality, and overall operational performance through standardized operations. To proactively adapt to the development needs of a mega aviation hub following the operational launch of its Phase III expansion project and to further improve dual-zone integrated management capabilities, Xi'an Xianyang Airport initiated a special project this year to develop standardized job operation videos. The project systematically covers 209 core positions across the entire business chain, with 557 standardized operation videos independently filmed and produced. Concurrently, revisions were made to the *Operations Manual* and *Standardized Job Procedures*, accompanied by organization-wide training and strict assessments, effectively enhancing the standardization level of frontline operations. This on-site meeting took the filming and application of standardized operation videos as its starting point, comprehensively showcasing the achievements of Xi'an Xianyang Airport in standardization under dual-zone coordinated operational management across safety, operations, service, and other dimensions.
在飞行区2号小区，西安咸阳机场消防急救保障部模拟航空器偏出跑道、左侧发动机起火冒烟开展实战演练，消防、医疗人员紧急出动，以标准规范的操作、井然有序的流程展现消救融合硬实力。飞行区管理部现场演示跑道巡检和道面抢修的标准化程序和动作指令，并依托机场道面维养创新实验室平台，形成一套道面“全生命周期管理”体系，充分展示了标准化作业的生动实践。
In Sector 2 of the airfield, the Firefighting and Emergency Rescue Support Department of Xi’an Xianyang Airport conducted a realistic drill simulating an aircraft veering off the runway with fire and smoke erupting from the left engine. Firefighting and medical personnel were dispatched promptly, demonstrating their integrated hard capabilities through standardized operations and well-organized procedures. The Airfield Management Department presented live demonstrations of standardized procedures and action commands for runway inspection and pavement emergency repair. Leveraging the airport’s pavement maintenance innovation laboratory platform, they have established a comprehensive "full lifecycle management" system for pavement, vividly showcasing the practical application of standardized operations.
劳模精神、劳动精神、工匠精神始终激发着机场人建功立业的创造热情和奉献精神。位于1号能源站的动力保障部马洁侠劳模创新工作室，展示了以全国劳模马洁侠同志为带头人的劳模创新团队在技术革新、业务攻坚等方面取得的丰硕成绩。动力保障部以此扩建完成电工实训基地，现场展示变压器故障应急处置标准化作业流程，直观呈现了三期投运后机场供电量翻番情况下能源系统平稳运行的关键所在。
The spirit of model workers, labor, and craftsmanship has always inspired airport staff to harness their creativity and dedication in achieving excellence. At the No. 1 Energy Station, the **Ma Jiexia Model Worker Innovation Studio** of the Power Support Department showcased the remarkable achievements of the innovation team led by national model worker Ma Jiexia in areas such as technological innovation and operational breakthroughs. Additionally, the Power Support Department has expanded and completed the **Electrical Training Base**, where a standardized emergency response procedure for transformer faults was demonstrated on-site. This vividly illustrated how the energy system maintains stable operation under the condition of doubled power supply capacity following the commissioning of the Phase III expansion project.
西安咸阳机场是民航局批复的西北地区首个机坪远程塔台试点机场，而HOC远程机坪塔台管制大厅则成为西安机场数字化转型升级的重要阵地。观摩团详细了解3D技术、智能算法在管制指挥中的实践应用情况，切身感受到标准化、数字化、智能化指挥体系在大型国际航空枢纽运行中的突出作用。地勤公司以机务人员的标准化接机保障操作流程、以及内外站业务的全流程管控为例，着重介绍其标准化实施过程，极大提升了地面保障业务的整体运行效能。
Xi'an Xianyang Airport, approved by the Civil Aviation Administration of China (CAAC), is the first pilot airport in northwest China to implement a remote apron control tower. Its HOC Remote Apron Control Tower Command Hall has become a crucial platform for the airport's digital transformation and upgrading. The observation delegation gained a detailed understanding of the practical application of 3D technology and intelligent algorithms in control command, experiencing firsthand the significant role of a standardized, digital, and intelligent command system in the operations of a large international aviation hub. Using the standardized aircraft reception procedures by maintenance personnel and the end-to-end management of both on-site and off-site operations as examples, the Ground Services Company highlighted its standardization implementation process, which has substantially enhanced the overall operational efficiency of ground support services.
T5航站楼内，航站区管理部通过现场情景剧生动呈现岗位员工在上岗准备、服务保障和应急处突中的标准化服务实践，推动服务软实力向标准化、规范化、可量化升级，提升西安机场的品质温度。安检护卫部以人身检查的标准化操作和四级质控程序为切入点，展示全链条闭环管理的标准作业管理体系，体现安检铁军以铁律为纲、标准为尺的硬核担当。航港物业公司实景呈现培训实训基地，并以地毯清洁、卫生间清洁场景为例，展现其标准化作业程序，充分表明了其打造“国内一流机场综合物业服务商”目标的信心和决心。
Inside T5 Terminal, the Terminal Management Department vividly demonstrated standardized service practices through situational role-plays, showcasing how staff implement standardization in pre-duty preparations, service delivery, and emergency response. This initiative drives the upgrade of service soft power toward standardization, normalization, and quantifiability, enhancing the quality and warmth of Xi'an Airport's service experience. The Security Guard Department highlighted its standardized body search procedures and four-tier quality control mechanism, illustrating a closed-loop management system for standard operations across the entire chain. This reflects the security team's firm commitment to strict discipline and standardized benchmarks. Cargo & Terminal Services Company presented its training base in a real-scenario setting, demonstrating standardized operating procedures through examples such as carpet cleaning and restroom sanitation. This fully demonstrates its confidence and determination to become a "top-tier integrated airport property service provider in China.".
