福建省、沙特阿美探讨低碳协同合作
Fujian, Saudi Aramco explore low-carbon collaboration
中化新网讯 近日,由复旦大学联合沙特阿美主办的《双碳背景下的中国石化产业低碳高质量发展》白皮书讨论会在福建泉州举行。会议聚焦中国石化产业低碳合作,福建省发改委、工信厅、商务厅等部门与沙特阿美就技术协同、产业升级等议题展开深入交流。记者了解到,福建省近期持续加大节能降碳投入,与沙特阿美在低碳领域的发展方向高度互补。
According to a report from Sinochem New Network, a discussion meeting on the White Paper titled "Low-Carbon High-Quality Development of China's Petrochemical Industry under the Dual Carbon Background" co-hosted by Fudan University and Saudi Aramco was recently held in Quanzhou, Fujian Province. The meeting centered on low-carbon cooperation in China's petrochemical industry. Departments such as the Fujian Provincial Development and Reform Commission, Department of Industry and Information Technology, and Department of Commerce conducted in-depth exchanges with Saudi Aramco on issues including technological collaboration and industrial upgrading. It is reported that Fujian Province has recently continued to increase investment in energy conservation and carbon reduction, with its development direction in the low-carbon field highly complementary to that of Saudi Aramco.
作为白皮书发布方,复旦大学课题组负责人指出,中国的石化产业面临五大关键课题:保障能源安全供应、降低生产环节能耗、应对欧盟碳边境调节机制(CBAM)、建立本土化碳核算体系、推动高质量发展转型。“沙特阿美在低碳原油供应、碳管理技术和产业链整合方面的优势,能有效助力中国石化行业突破发展瓶颈。”该位课题组负责人强调。
As the publisher of the white paper, the leader of the research team from Fudan University pointed out that China's petrochemical industry faces five key challenges: ensuring secure energy supply, reducing energy consumption in production processes, responding to the EU's Carbon Border Adjustment Mechanism (CBAM), establishing a localized carbon accounting system, and promoting high-quality developmental transformation. "Saudi Aramco's strengths in low-carbon crude oil supply, carbon management technologies, and industrial chain integration can effectively help China's petrochemical industry overcome development bottlenecks," emphasized the research team leader.
白皮书显示,作为全球最大综合能源企业,沙特阿美展现出独特的合作价值:提供的优质原油碳排放强度较行业均值低50%至70%;发起全球碳核算ARCHIE倡议;掌握原油直接制化学品(COTC)核心技术;具备全产业链协同能力;拥有成熟的碳捕集与封存(CCS)项目经验;并持续加大在华投资力度。
The white paper reveals that as the world's largest integrated energy company, Saudi Aramco demonstrates unique cooperative value: it provides high-quality crude oil with a carbon emission intensity 50% to 70% lower than the industry average; it launched the global carbon accounting ARCHIE initiative; it masters the core crude oil to chemicals (COTC) technology; it has the capability for full industrial chain coordination; it owns mature experience in carbon capture and storage (CCS) projects; and it continues to increase investment in China.
福建省政府高度评价中沙合作,并提出进一步合作愿景。福建省发改委工业发展处代表表示,沙特阿美是福建石化产业发展的重要参与者和见证者,双方长期保持良好合作关系。关于石化产业低碳转型,他指出,福建将坚持“四个一体化”发展路径:能源结构清洁化、工艺流程低碳化、产业集群循环化、产品结构高值化。目前,福建省清洁能源装机比重已达65%,形成泉港、泉惠、古雷三大石化基地,2023年化工新材料产值占比提升至38%,为深化中沙低碳合作奠定坚实基础。
The Fujian provincial government spoke highly of the China-Saudi cooperation and put forward a vision for further collaboration. A representative from the Industrial Development Division of the Fujian Provincial Development and Reform Commission stated that Saudi Aramco has been an important participant in and witness to the development of Fujian's petrochemical industry, with the two sides maintaining long-term sound cooperative relations. Regarding the low-carbon transformation of the petrochemical industry, the representative pointed out that Fujian will adhere to a development path of "four integrations": cleaning up the energy structure, low-carbonizing production processes, circularizing industrial clusters, and upgrading product structures to high-value ones. Currently, the proportion of clean energy installed capacity in Fujian has reached 65%, forming three major petrochemical bases in Quangang, Quanhui, and Gulei. In 2023, the output value of new chemical materials accounted for 38%, laying a solid foundation for deepening China-Saudi low-carbon cooperation.
福建省工信厅石化处代表表示,希望与沙特阿美深化技术合作,重点推动三方面工作:共建低碳技术联合实验室、开展能效领跑者对标工程、构建石化产品绿色认证体系,共同促进石化产业绿色低碳转型。
A representative from the Petrochemical Division of Fujian Province's Department of Industry and Information Technology stated that they hope to deepen technical cooperation with Saudi Aramco, focusing on advancing three key areas of work: jointly establishing a low-carbon technology laboratory, carrying out an energy efficiency leader benchmarking project, and building a green certification system for petrochemical products—all to jointly promote the green and low-carbon transformation of the petrochemical industry.
