  • 5月12日,在浙江杭州举行的2026世界数字教育大会“为未来学校准备教师”平行会议上,发布了《全球南方教师数字素养提升行动计划》。该计划由全球教师发展学院非洲学院发起,是全球首个专门面向南方国家教师数字素养提升的国际行动方案,旨在系统性助力发展中国家应对教育数字化转型中的共性挑战,是中方深化南南合作、参与全球教育治理的务实举措。
    On May 12, at the parallel session on "Preparing Teachers for Schools of the Future" held during the 2026 World Digital Education Conference in Hangzhou, Zhejiang, the Global South Teacher Digital Literacy Enhancement Action Plan was officially released. Initiated by the African Academy of the Global Academy for Teacher Development, this plan is the world's first international action framework dedicated to enhancing the digital literacy of teachers in Global South countries. It aims to systematically support developing countries in addressing common challenges in the digital transformation of education, and represents a concrete initiative by China to deepen South-South cooperation and participate in global education governance.
  • 为有效应对全球南方国家在教育数字化转型中面临的基础设施、资源与培训等多维挑战,该计划创新构建了“机制协同、能力建设、示范引领、平台支撑”四位一体的实施框架。
    To effectively address the multidimensional challenges faced by Global South countries in the digital transformation of education — spanning infrastructure, resources, and training — the plan innovatively establishes an integrated four-pronged implementation framework comprising mechanism coordination, capacity building, demonstration and guidance, and platform support.

    The principal measures include:
  • 设立“全球南方教师数字素养协作机制”,联动国际组织、各国教育部门、高校及企业,凝聚合作共识;
    Establishing the "Global South Teacher Digital Literacy Collaboration Mechanism," bringing together international organizations, national education authorities, universities, and enterprises to build broad consensus for cooperation;
  • 对接联合国教科文组织“全球教师校园”等权威平台,开展分层分类培训,全面提升教师数字技能与融合应用能力;
    Aligning with authoritative platforms such as UNESCO's "Global Campus for Teachers" to conduct tiered and differentiated training programs, comprehensively strengthening teachers' digital skills and their capacity to integrate digital technologies into teaching practice;
  • 在重点国家共建“数字教育灯塔学校”,打造可观摩、可复制本土化转型样板;
    Co-building "Digital Education Lighthouse Schools" in key partner countries to create locally contextualized transformation models that are observable and replicable;
  • 依托“孔子学院”“鲁班工坊”等现有海外平台,拓展其教学支持功能,为当地教师提供持续、便捷的在地化服务。
    Drawing on existing overseas platforms such as "Confucius Institutes" and "Luban Workshops" to expand their instructional support functions, providing local teachers with sustained, accessible, and on-the-ground localized services.

    Pioneering: It fills the gap in dedicated, coordinated international action on teachers' digital literacy for Global South countries, representing a first-of-its-kind initiative at the global level;

    Model Innovation: It establishes a new ecosystem for international cooperation characterized by the participation of multiple and diverse stakeholders;
  • 注重实效,强调深度本土化适配,确保各项举措扎实落地。
    Results-Oriented: It places strong emphasis on deep local contextualization and adaptation, ensuring that all measures are concretely implemented and deliver tangible outcomes.
  • 据悉,该计划将由全球教师发展学院非洲学院(浙江师范大学)牵头协调推进。未来三年,将重点启动协作机制搭建、高阶课程联合开发及“灯塔学校”试点等旗舰项目,为提升全球教师数字素养贡献中国智慧与可行方案。
    It is reported that the plan will be coordinated and advanced under the leadership of the African Academy of the Global Academy for Teacher Development (Zhejiang Normal University). Over the next three years, priority will be given to launching flagship projects including the operationalization of the collaboration mechanism, joint development of advanced curricula, and pilot programs for "Lighthouse Schools," contributing Chinese wisdom and viable solutions to the global endeavor of enhancing teachers' digital literacy.
