Building a Civilized City at a Higher Level · Qingdao: The Urban Quality Shines Both Inside and Out

“现在这菜市场比以前强多了。”一大早，山东省青岛市崂山区市民李华来到欢乐大家庭农贸市场采购，“摊位整洁，菜品码放整齐有序，菜品新鲜，买着放心。”

"The market is so much better now," said Li Hua, a resident of Laoshan District in Qingdao, Shandong Province, as she shopped at the Happy Family Farmers Market early in the morning. "The stalls are clean, the produce is well-organized and fresh, and I feel reassured buying here."

“我们对消防设施、物品摆台等更新换代，引进餐饮、维修、儿童娱乐等便民项目，还上线农贸市场智能化监管平台，对流通环节进行数字监管，实现商品全程溯源管理。”崂山区市场监督管理局局长杜萍介绍。

“We have updated and upgraded fire protection facilities and display arrangements, introduced convenience services such as dining, repair, and children's entertainment, and launched an intelligent supervision platform for farmers' markets to conduct digital supervision of the distribution process and achieve full - traceability management of products," said Du Ping, head of the Laoshan District Market Supervision and Administration Bureau.

“建设更高水平文明城市，不能仅满足于重点区域的光鲜亮丽，还要深入城市的每一个角落，让创城成果惠及每一位百姓。”青岛市委常委、宣传部长孙立杰介绍，青岛聚焦老旧小区、农贸市场周边等问题，建立问题台账，发现并督促整改问题3100余个。

“Building a higher-level civilized city requires more than just making key areas look impressive; it must reach every corner of the city and ensure the benefits of urban development reach every resident,” said Sun Lijie, Qingdao’s Minister of Publicity. She noted that Qingdao has focused on issues in older residential areas and around farmers' markets, established a problem ledger, and addressed over 3,100 issues through supervision and rectification.

从2004年开始，青岛以区县为试点，举办以培育新型邻里关系为宗旨的“邻居节”，通过互帮互助、志愿服务等形式，有效推动文明城市创建“由表及里”。

Since 2004, Qingdao has piloted a "Neighbors' Festival" at the district and county levels, aimed at fostering new types of neighborhood relationships. Through activities like mutual assistance and volunteer services, the initiative has effectively driven the creation of civilized cities **from the surface to the core**.

青岛市市北区是老城区，老旧小区多。“楼院里乱堆乱放、私搭乱建，有时刚刚清理完，很快又堆上了。”市北区开平路街道办主任王增慧带领街道干部完成拆违和清理任务，让街坊邻居们切实感受到了创建文明城市、加强基层治理带来的好处。随后，社区干部通过举办“邻居节”等活动，组织邻里座谈，做通群众思想工作，从根源上杜绝乱堆乱放、私搭乱建。

The Shibei District of Qingdao is an old urban area with many aging residential communities. "There was a lot of clutter and illegal structures in the courtyards. Sometimes, we had just finished cleaning, but soon it was piled up again," said Wang Zenghui, director of the Kaiping Road Subdistrict Office in Shibei District. He led the subdistrict staff to complete demolition and cleaning tasks, allowing residents to truly feel the benefits of creating a civilized city and strengthening grassroots governance. Subsequently, community officials organized neighborhood discussions through events like the "Neighbors' Festival" and carried out ideological work among the residents, fundamentally eliminating clutter and illegal structures.

今年8月30日，青岛启动“志愿服务让岛城更文明”主题实践活动，仅两个月时间，全市新注册志愿者60200人，开展活动3000余次。“我们还在媒体设立‘回音壁’‘问政青岛’等栏目，不断凝聚起全社会共建共治共享的文明力量。”孙立杰说。

On August 30 this year, Qingdao launched the "Volunteer Services for a Civilized Island City" thematic practice activity. Over 60,200 new volunteers have registered and more than 3,000 activities have been organized in just two months. "We have also set up columns such as 'Echo Wall' and 'Qingdao Q&A' in the media, continuously uniting the city's civilizing forces for joint construction, governance, and sharing," said Sun Lijie.

青岛有个“天使温情敬老团”，成员来自各行各业。负责人杨晓玲对青岛的变化感慨颇多：“市民越来越意识到志愿服务的意义，我们的团队不断壮大。”目前，青岛市注册志愿者达166万余人，志愿服务组织有1.4万余支。

Qingdao has a volunteer group called the "Angel Warmth Elderly Care Group," whose members come from all walks of life. Yang Xiaoling, the person in charge, has many感慨 about the changes in Qingdao: "Citizens are increasingly aware of the significance of volunteer services, and our team continues to grow." Currently, Qingdao has over 1.66 million registered volunteers and more than 14,000 volunteer service organizations.

山东省委常委、青岛市委书记陆治原表示，青岛在创建更高水平文明城市过程中，不但聚焦关乎群众生活品质的工程设施，更关注文明城市的精神培育，涵养“文明力量”，注重志愿精神、文化价值、理想信念的传播，打造“全面动员、全民参与、全力以赴”的新格局，不断提升城市品质。

Lu Zhiyuan, a member of the Standing Committee of the Shandong Provincial Committee of the Communist Party of China and Secretary of the Qingdao Municipal Committee, said that in Qingdao's efforts to build a higher-level civilized city, the focus is not only on engineering facilities related to people's quality of life but also on the spiritual nurturing of a civilized city. Qingdao is working to cultivate the "civilizing force" by emphasizing the spread of volunteer spirit, cultural values, and ideals and beliefs. The city is creating a new pattern of "full mobilization, public participation, and all-out efforts" to continuously improve the quality of the city.
