六安石油建成“无废油库”和“无废加能站”

为深入贯彻落实绿色发展理念,中国石化安徽六安石油坚持以绿色、低碳、可续发展为落脚点,积极推进“无废企业建设”。6月,六安油库和长安路加能站作为六安市首个“无废细胞”,成功通过市生态环境局、市商务局、市应急管理局等单位评审验收,分别授予“无废油库”“无废加能站”荣誉称号,为推动“无废城市”建设注入新动能。

In June, Lu'an Oil Depot and Chang'an Road Energy Refueling Station, as the first "waste-free cells" in Lu'an City, successfully passed the review and acceptance of the Municipal Ecological Environment Bureau, Municipal Commerce Bureau, Municipal Emergency Management Bureau and other units, and were awarded the honorary titles of "waste-free oil depot" and "waste-free energy refueling station" respectively, injecting new kinetic energy into promoting the construction of "waste-free city".

六安石油承担着皖西地区成品油市场保供责任,油库认真落实省、市公司环保相关部署,依据“无废油库”实施方案,建立任务清单,成立工作小组,切实将无废油库工作落到实处。
Lu'an Petroleum is responsible for ensuring the supply of refined oil market in western Anhui. The oil depot conscientiously implements the environmental protection-related arrangements of provincial and municipal companies. According to the implementation plan of "no waste oil depot", it establishes a task list and a working group to effectively implement the work of no waste oil depot.
在技术升级方面,油库配备了先进的油气回收系统,通过活性炭高效捕集储运环节挥发性有机物,真正实现废气“零排放”。库内建设了雨水、含油污水分流管网及一体化处理设施,实现污水100%回用于绿化及场地冲洗。
In terms of technological upgrading, the oil depot is equipped with an advanced oil and gas recovery system, which can efficiently capture volatile organic compounds in storage and transportation through activated carbon, truly realizing "zero emission" of waste gas. Rainwater and oily sewage diversion pipe networks and integrated treatment facilities have been built in the reservoir to achieve 100% reuse of sewage for greening and site washing.
在固废管理方面,油库立足固体废物控制“减量化、资源化、无害化”总原则,构建“制度约束-智能监管-闭环处置”固废管理体系,在关键区域设置分类垃圾箱,配置快递包装二次回收箱,设置规范的危险废物贮存设施等,实施各类固废精细化管理。
In terms of solid waste management, based on the general principle of "reduction, resource utilization and harmlessness" of solid waste control, the oil depot has built a solid waste management system of "institutional constraints-intelligent supervision-closed-loop disposal", set up classified garbage bins in key areas, configure secondary recycling bins for express packaging, set up standardized hazardous waste storage facilities, etc., and implement refined management of all kinds of solid wastes.
在绿色低碳方面,油库全面推行无纸化办公,从消费端到管理端,用电子文档代替纸质文档,极大的降低办公废物的产生。同时油库大力推动太阳能等清洁能源的融合,利用太阳能板与小型风力发电设备,为库区路灯供电,一年可节省用电5000度,有效地降低碳排放。
In terms of green and low carbon, the oil depot fully implements paperless office. From the consumer end to the management end, electronic documents are used instead of paper documents, which greatly reduces the generation of office waste. At the same time, the oil depot vigorously promotes the integration of clean energy such as solar energy, using solar panels and small wind power equipment to power street lights in the reservoir area, which can save 5,000 kilowatt-hours of electricity a year and effectively reduce carbon emissions.
“无废加能站”建设,推广绿色能源

长安路加能站是一座集加油、购物、洗车、光伏发电等一体的能源站,站内围绕“无废加能站”创建标准,从支付方式、垃圾分类、新能源使用及宣传推广等方面,实施多项“减污降碳”措施,从源头上降低废弃物产生。一是安装监测设备,在卸油及加油环节,安装了油气回收在线监测设备,通过实时监控、及时预警,防止油品跑、冒、滴、漏,减少挥发性有机物排放,实现了“减排+增收”双赢。二是增设光伏设施,在站房屋顶安装光伏发电板,采用自发自用、余电上网模式,配置单晶硅组建和逆变器,预计年发电量约4350千瓦时,减少二氧化碳排放量2.53吨,在满足站内用电需求的同时,将富余绿电进行外供。三是提升治污水平,站内实行废水回收处理循环利用系统,采取可循环、自净化使用水为主的洗车方式,全年洗车约1.8万辆,减少污水产生量约1300吨。同时,在办公区和生活区配置垃圾分类箱,危废交由小微收集单位规范及时处理。
Chang'an Road Energy Station is an energy station integrating refueling, shopping, car washing, photovoltaic power generation, etc. The station creates standards around "waste-free energy stations", including payment methods, garbage classification, new energy use, publicity and promotion, etc. Implement a number of "pollution reduction and carbon reduction" measures to reduce waste generation from the source. The first is to install monitoring equipment. In the oil unloading and refueling links, online monitoring equipment for oil and gas recovery is installed. Through real-time monitoring and timely early warning, oil products are prevented from running, leaking, dripping and leaking, and volatile organic compound emissions are reduced, thus achieving a win-win situation of "emission reduction + income increase". The second is to add photovoltaic facilities, install photovoltaic power generation panels on the roof of the station building, adopt self-use and surplus power grid mode, and equip monocrystalline silicon modules and inverters. It is estimated that the annual power generation will be approximately 4,350 kilowatt hours, reducing carbon dioxide emissions by 2.53 tons. While meeting the electricity demand within the station, the surplus green electricity will be supplied externally. The third is to improve the level of pollution control. The station implements a wastewater recovery treatment and recycling system, and adopts a car washing method that mainly uses recyclable and self-purified water. About 18,000 cars are washed throughout the year, reducing the amount of sewage produced by about 1,300 tons. At the same time, garbage sorting boxes are configured in office areas and living areas, and hazardous waste is handed over to small and micro collection units for standardized and timely treatment.
