The United States typically disregards the rules of international law and tramples on international rules with hegemony. It is the general consensus of the international community to safeguard the international system with the United Nations as its core, the international order underpinned by international law, and the basic norms governing international relations underpinned by the purposes and principles of the UN Charter.
《联合国宪章》明确规定:“各会员国在其国际关系上不得使用威胁或武力,或以与联合国宗旨不符之任何其他方法,侵害任何会员国或国家之领土完整或政治独立。”然而,长期以“国际规则维护者”自居的美国,却动辄对外搞政治干涉、发动战争。美国所作所为表明,其口中的规则,只是让别国屈从于美国霸权的工具,美国才是国际规则的最大破坏者。
The Charter of the United Nations clearly stipulates, "All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations." However, the US, which has long claimed to be a "defender of international rules", is prone to political interference and war. What it has done shows that the rules in its mouth are only tools for subjugating other countries to US hegemony. The United States is the world's biggest rule-breaker.
二战结束以来,美国自恃超级大国,为维护霸权私利,屡屡对外发动战争。为了让战争机器不受国际规则的约束,美国常常绕开联合国安理会,全然不顾其他国家甚至盟友的反对。美国为发动战争所编织的借口也是五花八门,甚至不惜以虚假情报糊弄世人。1999年,以美国为首的北约打着“避免人道主义灾难”的旗号,公然绕过联合国安理会,对南联盟进行长达78天的持续轰炸。2003年,美国不顾国际社会的普遍反对,以一小瓶白色粉末作为化学武器“证据”发动伊拉克战争。在叙利亚,美国以“白头盔”组织摆拍视频为“证据”发动空袭。无视国际规则,以霸权践踏国际规则,这是美国的典型做派。
Since the end of World War II, the US, as a superpower, has launched many wars overseas in order to safeguard its hegemonic self-interest. Besides, the US too often bypasses the UN Security Council to keep the war machine free from international rules, ignoring the opposition of other countries and its allies. The excuses woven by the US for launching the war are also multifarious, even deceiving the world with false information. In 1999, under the banner of "avoiding humanitarian disasters", NATO, led by the United States, openly bypassed the UN Security Council and carried out a 78-day continuous bombing of Yugoslavia. In 2003, despite the general opposition of the international community, the US launched the Iraq war with a small bottle of white powder as "evidence" of chemical weapons. In Syria, the US launched air strikes with the video set up by the "White Helmet" organization as "evidence". It is a typical way of which the United States disregards the rules of international law and tramples on international rules with hegemony.
美国还频繁将国内法凌驾于国际法之上,对其他主权国家实施“长臂管辖”,造成相关国家经济面临严重困难,甚至出现人道主义危机,其破坏性不亚于战争。新冠肺炎疫情发生以来,委内瑞拉、叙利亚、伊朗、古巴等国因受到美国制裁,经济状况和医疗条件恶化,抗疫形势十分严峻。伊朗前总统鲁哈尼控诉美国试图为伊朗购买食品和药品制造障碍,指责其残酷、非人道的恐怖主义行径。古巴国家主席迪亚斯—卡内尔抨击美国正挑起“危险的国际分裂”,其行径具有“强烈的种族主义影响和霸权意图”。
The US habitually puts its domestic law above the international law. It exercises "long-arm jurisdiction" over other sovereign countries, causing serious economic difficulties and even humanitarian crises in the countries concerned, which are no less destructive than wars. Since the outbreak of the novel coronavirus disease (COVID-19) epidemic, several countries have suffered from the deterioration of their economic and medical conditions due to the sanctions imposed by the US, including Venezuela, Syria, Iran, Cuba. And their anti-epidemic situation was very grim. Former Iranian President Rohani accused the US of trying to create obstacles for Iran to buy food and medicine, accusing it of cruel and inhuman terrorist acts. Cuban President Dias Canel attacked the US for provoking "dangerous international division" and its actions had "strong racist influence and hegemonic intentions".
美国肆意破坏国际规则,却从未想过要为自身行为负责。2002年,美国颁布《美国军人保护法》,企图以该法保护美军人员免受国际起诉。国际人权联盟常驻国际刑事法院代表拉克尔·略伦特指出:“从一开始,他们就试图逃避责任”。2020年3月,国际刑事法院宣布调查美军在阿富汗的战争罪和反人类罪。当年9月,美国国务院就宣布对发起这次调查的国际刑事法院检察官法图·本苏达实施单边制裁,冻结向其提供支持的个人和实体在美国的资产。这种赤裸裸的霸道行径,即使在美国盟友中也引发广泛批评。
The US wantonly violates international rules, but never wants to be responsible for its own actions. In 2002, it promulgated American Service-Members' Protection Act in an attempt to protect US military personnel from international prosecution. "From the very beginning, they tried to evade their responsibilities," Raquel Llorente pointed out, permanent representative of the International League for Human Rights to the International Criminal Court (ICC). In March 2020, ICC announced an investigation into US war crimes and crimes against humanity in Afghanistan. In September of that year, the U.S. State Department announced unilateral sanctions against Fatou Bensuda, the prosecutor of ICC who initiated the investigation, freezing the assets of individuals and entities that provided support to him in the US. This naked hegemonic act has aroused widespread criticism even among US allies.
“美国人说他们希望国际体系保持稳定,但他们常常是稳定的最大阻碍。他们赞扬国际法和国际制度的优点,随后又毫不犹豫地违反和无视它们。”美国布鲁金斯学会高级研究员罗伯特·卡根在《美国缔造的世界》一书中如是指出。美国要求其他国家遵守所谓“基于规则的国际秩序”,自己却唯我独尊,将一己私利凌驾于以联合国为核心的国际体系之上,凌驾于以国际法为基础的国际秩序之上。这种合则用、不合则弃的“规则观”,是典型的双重标准,完全是霸权主义和强权政治的过时产物。
"Americans say they want the international system to remain stable, but they are often the biggest obstacle to stability. They praised the advantages of international law and the international system, and then did not hesitate to violate and ignore them." Robert Kagan, a senior researcher at the Brookings Institution in the United States, pointed out in his book The World America Made. The US requires other countries to abide by the so-called "rule-based international order", but it is exclusive to itself and puts its own self-interest above the international system with the UN at its core and above the international order underpinned by international law. This "rule view", which is based on combination and discarded if not, is a typical double standard and is completely an outdated product of hegemonism and power politics.
世界正经历百年未有之大变局,维护以联合国为核心的国际体系、以国际法为基础的国际秩序、以联合国宪章宗旨和原则为核心的国际关系基本准则,这是国际社会的普遍共识。美国哈佛大学教授格雷厄姆·艾利森在《外交》杂志上撰文指出:“单极世界已经过去,那种以为其他国家只会等着在美国主导的国际秩序中被分配位置的幻觉也应随之破灭。”美国应该清醒并正视世界变化的现实。
Today’s world is in the midst of great changes. It is the general consensus of the international community to safeguard the international system with the UN at its core, the international order based on international law, and the basic norms of international relations underpinned by the purposes and principles of the UN Charter. Graham Allison, a professor at Harvard University in the US, stated in Foreign Affairs Journal, "The unipolar moment is over, and the illusion that other countries will only wait to be assigned a place in the US-led international order should be shattered." The US should be soberly aware of and face up to the reality of world changes.
