Joint Declaration of the People's Republic of China and the French Republic on Strengthening Global Governance (2025-12-05)

应中华人民共和国主席习近平邀请，法兰西共和国总统埃马纽埃尔·马克龙于2025年12月3日至5日对中国进行国事访问。两国元首就多边主义和国际局势深入交换意见，并在2019年3月25日《中华人民共和国和法兰西共和国关于共同维护多边主义、完善全球治理的联合声明》、2023年4月7日《中华人民共和国和法兰西共和国联合声明》以及2024年5月7日《中华人民共和国和法兰西共和国关于人工智能和全球治理的联合声明》的基础上，重申致力于全球治理。

At the invitation of Xi Jinping, President of the People's Republic of China, Emmanuel Macron, President of the French Republic, paid a state visit to China from December 3 to 5, 2025. The two heads of state had an in-depth exchange of views on multilateralism and the international situation, and reaffirmed their commitment to global governance on the basis of the Joint Declaration of the People's Republic of China and the French Republic on Jointly Upholding Multilateralism and Improving Global Governance signed on March 25, 2019, the Joint Declaration of the People's Republic of China and the French Republic signed on April 7, 2023, and the Joint Declaration of the People's Republic of China and the French Republic on Artificial Intelligence and Global Governance signed on May 7, 2024.

1.今年是联合国成立80周年。中法两国作为联合国创始会员国和安理会常任理事国，重申坚定维护联合国在国际体系中的权威和地位，根据联合国宪章宗旨和原则维护和捍卫基于国际法及团结规则的国际体系。两国元首呼吁坚持推动多边主义。多边主义是国际秩序的基石，是推动国际合作、维护世界和平与繁荣、应对层出不穷的共同问题和挑战的最佳途径。

This year marks the 80th anniversary of the founding of the United Nations. As founding members of the United Nations and permanent members of the Security Council, China and France reaffirm their firm commitment to safeguarding the authority and status of the United Nations in the international system, and to upholding and defending the international system based on international law and the rules of solidarity in accordance with the purposes and principles of the UN Charter. The two heads of state call for steadfastly advancing multilateralism, which is the cornerstone of the international order and the best path to promoting international cooperation, safeguarding world peace and prosperity, and addressing the endless common problems and challenges.

2.本着这一精神，中法两国支持联合国秘书长通过“联合国80周年改革倡议”作出的推动联合国改革的努力。两国重申支持通过提高发展中国家在所有治理平台中的代表性，建立更具包容性的国际体系。两国强调支持以世界贸易组织为核心、以规则为基础的多边贸易体制，致力于建设自由、开放、透明、包容、非歧视的贸易和投资环境，支持世界贸易组织进行必要改革。两国同意在二十国集团框架下加强合作，推动二十国集团发挥国际经济合作主要论坛作用。

In this spirit, China and France support the Secretary-General of the United Nations in submitting a report on the UN's 80th anniversary to the UN General Assembly, so as to contribute to the reform of the UN and enhance the effectiveness of the UN's actions. Both countries reaffirm their support for increasing the representation and voice of developing countries in the global governance platform, and for building a more inclusive international system. The two sides stress the need to take the World Trade Organization as the cornerstone to build a trading system based on transparency and rules, and to strive for the construction of an open, inclusive, non-discriminatory trade and investment environment, and support the necessary reform of the World Trade Organization. The two countries agree to strengthen cooperation under the framework of the G20 and promote the G20 to play a more important role in international economic cooperation as a premier forum.

3.法国高度重视并赞赏中国提出的全球治理倡议，该倡议支持联合国在国际事务中发挥核心作用。中法两国愿就此开展合作。

France attaches great importance to and commends China's initiatives on global governance, which support the United Nations in playing a core role in international affairs. China and France are willing to carry out cooperation in this regard.

4.当前世界经济面临增长动能不足、不平衡、治理结构需更加合理等挑战。双方呼吁各主要经济体加强对话，就宏观经济政策进行协调，推动国际经济金融治理改革，以便推动世界经济更加均衡、可持续发展。

At present, the world economy is facing challenges such as insufficient growth drivers, imbalances, and the need for a more rational governance structure. The two sides call on major economies to strengthen dialogue, coordinate macroeconomic policies, and advance the reform of international economic and financial governance, so as to promote a more balanced and sustainable development of the world economy.

5.2026年，法国将担任七国集团轮值主席国，中国将担任亚太经合组织东道主。双方愿就应对全球治理挑战开展包容性的对话。中国重视并赞赏法国的努力。法国的雄心是同中国等新兴大国共同商讨应对方案，并让国际货币基金组织参与其中。

In 2026, France will hold the rotating presidency of the Group of Seven (G7), and China will host the Asia-Pacific Economic Cooperation (APEC) meetings. The two sides are willing to engage in inclusive dialogue on addressing the challenges of global governance. China values and commends France’s efforts, and France aims to discuss response measures with emerging major countries such as China and involve the International Monetary Fund (IMF) in this process.
