The Central Propaganda Group for Studying and Implementing the Spirit of the Fourth Plenary Session of the 20th Communist Party of China (CPC) Central Committee Delivered a Lecture at the Ministry of Foreign Affairs (November 7, 2025)

学习贯彻党的二十届四中全会精神中央宣讲团报告会11月7日在外交部举行。中央宣讲团成员、中共中央政治局委员、中央外办主任王毅作宣讲报告。中央外办、外交部、国家国际发展合作署、全国对外友协有关负责同志及党员干部代表参加。

The Report Meeting of the Central Propaganda Group for Studying and Implementing the Spirit of the Fourth Plenary Session of the 20th Communist Party of China (CPC) Central Committee was held at the Ministry of Foreign Affairs on November 7. Wang Yi, Member of the Central Propaganda Group, Member of the Political Bureau of the CPC Central Committee, and Director of the Foreign Affairs Office of the CPC Central Committee, delivered the keynote report. Relevant responsible comrades and representatives of Party members and cadres from the Foreign Affairs Office of the CPC Central Committee, the Ministry of Foreign Affairs, the State International Development Cooperation Agency, and the All-China Association for International Friendship attended the meeting.

王毅围绕习近平总书记重要讲话精神和全会通过的《建议》，深入阐释全会重大意义，深刻分析当前我国面临的外部环境，系统解读“十五五”时期经济社会发展的指导方针、主要目标、战略任务和重大举措等，并就外交外事战线学习宣传贯彻全会精神提出明确要求。

Based on the spirit of General Secretary Xi Jinping's important speeches and the "Recommendations" adopted at the Plenary Session, Wang Yi profoundly elaborated on the great significance of the Plenary Session, conducted an in-depth analysis of the external environment facing China at present, systematically interpreted the guiding principles, main goals, strategic tasks, and major measures for economic and social development during the 15th Five-Year Plan period, and put forward clear requirements for the diplomatic and foreign affairs front to study, publicize, and implement the spirit of the Plenary Session.

王毅指出，全会为不确定的世界注入了稳定性，为全球的发展提供了正能量。外交外事战线要进一步提高政治站位，深入学习领会全会精神和习近平总书记重要讲话精神，在以习近平同志为核心的党中央坚强领导下，更加积极有为开展中国特色大国外交，不断开辟中国外交理论与实践新境界，塑造我国和世界关系新格局，不断提升我国国际影响力、感召力、塑造力。

Wang Yi pointed out that the Plenary Session has injected stability into an uncertain world and provided positive energy for global development. The diplomatic and foreign affairs front should further enhance its political stance, thoroughly study and grasp the spirit of the Plenary Session as well as the essence of General Secretary Xi Jinping's important speeches. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, it should pursue major-country diplomacy with Chinese characteristics in a more proactive and effective manner, constantly break new ground in the theory and practice of China's diplomacy, shape a new pattern in China's relations with the world, and continuously elevate China's international influence, appeal and shaping power.

报告会后，王毅与基层党员干部代表交流互动，要求外交外事战线全体同志切实践行习近平总书记对外交队伍提出的重要要求，积极投身强国建设、民族复兴伟业，为构建人类命运共同体作出新的更大贡献。

After the report meeting, Wang Yi exchanged ideas and interacted with representatives of grass-roots Party members and cadres. He urged all comrades on the diplomatic and foreign affairs front to earnestly put into practice the important requirements put forward by General Secretary Xi Jinping for the diplomatic team, actively engage in the great cause of building a great power and national rejuvenation, and make new and greater contributions to building a community of shared future for mankind.
