Zhang Guoqing Attended the Leaders' Summit of the 13th World Urban Forum and Delivered a Speech (2026-05-19)

当地时间2026年5月18日，习近平主席特别代表、中共中央政治局委员、国务院副总理张国清在阿塞拜疆首都巴库出席第十三届世界城市论坛领导人峰会并致辞。

On May 18, 2026 local time, Zhang Guoqing, Special Representative of President Xi Jinping, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the 13th World Urban Forum in Baku, capital of Azerbaijan.

张国清表示，在习近平主席提出的“人民城市人民建、人民城市为人民”理念引领下，中国深入推进以人为核心的新型城镇化，大力推动城市结构优化、动能转换、品质提升、绿色转型、文脉赓续、治理增效，努力走出一条中国特色城市现代化新路子。中国愿携手各方，共同落实四大全球倡议，更加注重城市的宜居安居、安全韧性，提升城市治理智慧化精细化水平，加强城市间对话交流、项目合作和人文往来，共同建设更美好的城市家园。

Zhang Guoqing stated that guided by the vision proposed by President Xi Jinping that cite should be built by the people and for the people,China is advancing people-centered new-type urbanization.China vigorously promotes urban structural optimization, kinetic energy shift, quality improvement, green transition, cultural heritage preservation and governance efficiency gains,striving to blaze a new path to urban modernization with Chinese characteristics. China stands ready to work with all parties to implement the Global Development Initiatives.We will attach greater importance to the livability, safety and resilience of cities, raise the level of smart and refined urban governance, strengthen inter-city dialogue, project cooperation and people-to-people exchanges , and jointly build a better urban home.

来自30多个国家的国家元首、政府首脑或高级别代表以及有关国际组织负责人出席峰会。

Heads of state and government ,or senior representatives from over 30 countries,together with heads of relevant international organizations, attended the summit.

在阿塞拜疆期间，阿总统阿利耶夫会见张国清。张国清转达习近平主席亲切问候，表示中方愿同阿方一道，以两国元首重要共识为根本遵循，推动中阿全面战略伙伴关系持续深化。阿利耶夫总统请张国清转达对习近平主席的良好祝愿，重申阿方支持习近平主席提出的四大全球倡议，强调珍视阿中关系，将恪守一个中国原则，愿同中方加强各领域互利合作。张国清还应约会见联合国人居署执行主任罗斯巴赫，就推动城市可持续发展等深入交换意见。

During his stay in Azerbaijan, President Aliyev met with Zhang Guoqing. Zhang Guoqing conveyed cordial greetings from President Xi Jinping, saying that China stands ready to work with Azerbaijian to follow the important consensus reached by the two heads of state and promote the continuous deepening of China-Azerbaijian comprehensive strategic partnership. President Aliyev asked Zhang Guoqing to convey his best wishes to President Xi Jinping.He reiterated Azerbaijin`s support for the four global initiatives proposed by China, stressed that Azerbaijian`s value its relation with China, adheres to the One-China Principle and stands ready to strengthen mutually beneficial cooperation with China across all fields. Zhang Guoqing also met with UN-Habitat Executive Director Rothbach, and two sides had in-depth exchanges on advancing sustainable urban development.
