"Guangdong vehicles southbound": Hong Kong Opens to First Four Cities"

记者日前从广东省公安厅、省交通运输厅获悉，“粤车南下”香港政策正式公布，分为香港口岸停车场政策和粤车进入香港市区两项政策，第一批先开放4个城市（广州、珠海、江门、中山），半年后将推广到广东省其他地市。内地居民驾车到香港国际机场乘坐飞机，或者往来粤港两地经商、就业、探亲、旅游将更加方便。

Reporters recently learned from the Guangdong Provincial Department of Public Security and the Guangdong Provincial Department of Transport that the "Guangdong vehicles southbound" policy was officially announced by Hong Kong goverment,the initiative comprises two main measures:parking arrangement for mainland vehicles at Hong Kong’s boundary control points and permission for Guangdong‑registered vehicles to enter urban areas of Hong Kong. In the first phase,four cities:Guangzhou,Zhuhai,Jiangmen and Zhongshan will be allowed to participate, and the policy will be extended to other cities in Guangdong Province in half a year. This new policy is expected to provide more convenient for mainland residents to drive to the Hong Kong International Airport by plane, or to travel between Guangdong and Hong Kong for business, employment, family visits,or tourism.

10月31日，《广东省机动车经港珠澳大桥珠海公路口岸入出香港口岸自动化停车场的管理办法》《广东省机动车经港珠澳大桥珠海公路口岸入出香港的管理办法》对外公布。11月1日9时起，香港机场管理局开始接受广东私家车车主预约香港机场停车泊位申请。11月15日零时起，获准的广东私家车车主可以驾车经港珠澳大桥珠海公路口岸驶入香港口岸自动化停车场。

On October 31, the "Administrative Measures of Guangdong Province on Motor Vehicles Passing Through the Zhuhai Highway Port of the Hong Kong–Zhuhai–Macao Bridge for Access to and Exit from the Automated Parking Facility at the Hong Kong Port" and "Administrative Measures of Guangdong Province on Motor Vehicles Passing Through the Zhuhai Highway Port of the Hong Kong–Zhuhai–Macao Bridge for Access to and Exit from Hong Kong" announced. Starting from 9:00A.M on November 1, the Hong Kong Airport Authority began to accept applications from Guangdong private car owners to reserve parking spaces at Hong Kong Airport. From 0:00 on November 15, approved Guangdong private car owners can drive into the Hong Kong Port automated parking lot through the Hong Kong-Zhuhai-Macau bridge Zhuhai port.

11月1日9时起至11月20日24时，符合进入香港市区条件的广东私家车车主可以报名参加首批12月份受理名额（每日受理100个）的抽签。从12月23日零时起，获准的广东私家车车主成功预约后可驾车经港珠澳大桥珠海公路口岸驶入香港市区。

From 9: 00 on November 1 to 24: 00 on November 20, Guangdong private car owners who meet the conditions for entering the urban area of Hong Kong can sign up to take part in the draw of the first batch of December quota (100 applications accepted per day). From 0:00 on December 23, the approved Guangdong private car owners can drive into the urban area of Hong Kong via the Zhuhai Highway Port of the Hong Kong-Zhuhai-Macao Bridge after successfully booking

据了解，“粤车南下”香港两项政策简化申办手续、创新申办模式，车主跨境出行更加便利。在香港口岸停车场政策方面，符合预约申请香港口岸停车场条件的广东省机动车，无需悬挂香港号牌，驾驶人无需换领香港驾驶执照；申请人通过“香港国际机场自动化停车场网上预约平台”，实现申请材料一次交、跨部门一网办。

It is understood that the two policies of "Guangdong vehicles southbound" in Hong Kong simplify the application procedures,innovating the application mode, making it more convenient for car owners to travel across borders. Under the parking policy at Hong Kong Port Areas for mainland vehicles, motor vehicles registered in Guangdong Province may apply for parking at the Hong Kong port,and they are not required to display a Hong Kong licence plate,their drivers do not need to obtain a Hong Kong driving license.Instead,applicants use the "Hong Kong International Airport Automated Parking Online Booking Platform" to submiy all the required documents in one go,enabling one-stop corss-department precessing online.

粤车进入香港市区政策方面，实行“1人1车”，第一阶段4市私家车（车长小于6米且不超过8座）车主年满18周岁、有内地居民身份证就可申请；公安交管受理、海关边检备案、口岸通关等数据信息共享共治，申请材料一次提交、跨部门网上申办；海关备案手续融入整体办理流程，依托粤港两地政府搭建的统一平台，车主无须到窗口办理，全面实现无纸化、网上办；内地驾驶人持电子出入境证件，可直接经大桥口岸车辆“一站式”通道自助查验通关，且“车辆一次停靠、系统一次放行”，车辆通关效率和人员通关体验进一步提升。

Policy on Guangdong-registered vehicles entering urban areas of Hong Kong under this policy, the rule "one person, one vehicle" will be implemented. In the first stage, private cars,(less than 6 meters and no more than 8 seats) from the four pilot cities can be applied if their owners are over 18 years old and have mainland resident identity cards. Application procedures adopt a model of data sharing and co‑governance​ among public security traffic management departments, customs border inspection filing units and port clearance authorities. Applicants may submit all required documents in one go and complete the process through cross‑departmental online services.Customs filing formalities have been integrated into the overall procedure. Leveraging the unified platform jointly established by the Guangdong and Hong Kong governments, vehicle owners are not required to visit a service counter, thereby achieving fully paperless, online processing. caMainland drivers holding electronic entry and exit certifites can directly pass through the "one-stop" channel of vehicles at the bridge port for self-service inspection and customs clearance, and "vehicles are parked once and systems are released once", thus further improving the efficiency of vehicle customs clearance and personnel clearance experience.
