上海提出加快建设青年发展型城市，加大惠青政策制度供给

Shanghai has proposed accelerating the construction of a youth-development-oriented city and increasing the supply of policies and systems that benefit young people.

【环球网财经综合报道】日前，上海发布《加快建设青年发展型城市的若干措施》，内容包含四个方面14项措施，涉及青年创新创业、青春经济、安居、就业、婚育等，并将加大惠青政策制度供给。措施提出，优化保障性租赁住房建设布局，打好育儿补贴、生育友好岗等政策组合拳。

Global Times Finance Comprehensive Report.Recently,Shanghai released "Several Measures for Accelerating the Construction of a Youth-Development-Oriented City".The document contains 14 measures in four aspects, covering youth innovation and entrepreneurship, youth economy, housing security, employment, marriage and childbirth, etc., and will increase the supply of policies and systems that benefit young people. The measures propose to optimize the construction layout of affordable rental housing and implement a combination of policies such as childcare subsidies and maternity-friendly positions.

今年4月，多部门联合印发《关于深化青年发展型城市建设 助力建设现代化人民城市的意见》，进一步丰富发展了青年发展型城市的理念内涵，提出系统优化青年“进得来、留得下、住得安、能成业”的发展环境，在城市规划、建设、治理中统筹谋划青年政策，在城市生产、生活、生态中有机契合青年需求，在城市改革、发展、稳定中充分发挥青年作用。

In April of this year, multiple departments jointly issued the "Opinions on Deepening the Construction of Youth-Development-Oriented Cities and Helping to Build a Modern People-centered Cities".The document further enriched the concept and connotation of developing youth-development-oriented cities. It proposed to systematically optimize the development environment for young people, enabling them to come,settle down,live safely,and build careers.It calls for coordinated planning of youth-related policies in urban planning, construction and governance, organic integration of youth needs into urban production, living,and ecological systems, and full mobilization of youth's role in urban reform, development and stability.

《意见》围绕推动青年发展型城市建设聚焦中心工作大局，激发青年创造活力、增强城市创新动能，提升青年生活品质、焕新城市宜居空间，鼓励青年率先行动、助推城市绿色发展，引导青年向上向善、塑造城市人文气质，支持青年有序参与、提高城市治理水平等方面，提出18项举措。

The Opinions focused on the central work priorities around promoting the construction of youth-development-oriented cities.It put forward 18 measures in the following aspects: stimulating youth creativity, enhancing urban innovation momentum, improving youth quality of life, revitalizing urban livable spaces, encouraging youth to take the lead to advance urban green development, guiding youth to strive for excellence and shaping urban humanistic temperament, and supporting youth orderly participation to elevate urban governance capacity.

中国报告大厅此前发文提到，上海以首部省级立法为牵引，将青年发展型城市建设从理念倡导转化为制度实践。通过打通创新创业堵点、夯实安居养育基础、拓宽全球人才引育视野，该《决定》系统性地回应了青年群体的核心诉求。随着各项保障措施的落地见效，一个更具活力、更富包容的青年发展型城市生态正加速成型，必将为超大城市的可持续高质量发展汇聚源源不断的青春力量。
