怀进鹏指出，今年是中华人民共和国成立75周年，是实现“十四五”规划目标任务的关键一年，我们将组织实施教育强国建设规划纲要，这是摆在我们面前的重大历史机遇。要提高政治站位，教育引导广大干部师生深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，牢记教育是国之大计、党之大计，确保习近平总书记重要指示批示和党中央关于教育的决策部署落实落地，以“时时放心不下”的责任感和“事事心中有底”的行动力，统筹好高质量发展和高水平安全，不断完善高质量党建工作体系，使教育领域始终成为坚持党的领导的坚强阵地。

怀进鹏强调，要认真对标对表，严格按照党中央关于开展党纪学习教育的统一部署，准确把握目标要求，抓住学习重点，落实好原原本本学《条例》、加强警示教育、加强解读和培训等工作要求，坚持求真务实，力戒形式主义，防止“低级红”“高级黑”，有力有序开展党纪学习教育。要深化融合发展，聚焦2035年建成教育强国这一中心任务，坚持党建工作和教育强国建设同谋划、同部署、同落实、同检查，树立大抓基层的鲜明导向，夯实基层基础，以高质量党建引领保障教育强国建设，切实把中央关于教育强国的蓝图规划落实到具体行动上。要强化责任落实，进一步压实责任链条，推动直属机关各单位、各直属高校党组织严格落实主体责任，不断提高履职能力，争做有理想、负责任的行动主义者，推动教育系统党的建设各项任务落地见效。
