After extensive work with industry, we are proud to publish the rail industry’s new Train Protection Strategy. It is designed to enhance safety across Great Britain’s mainline railway network during the interim period before comprehensive fitment of the European Train Control System (ETCS). The strategy sets out a framework of activities to enable industry to both understand and mitigate the risks of Signals Passed at Danger (SPADs) and overspeeding incidents. These are rare but potentially high-consequence events. They continue to pose challenges to the rail industry. Development of the new Train Protection Strategy involved extensive cross-industry collaboration. It was informed by the latest data insights and research. This included SPAD risk modelling and incident analysis. But the strategy also aligns with programmes of work being undertaken around the industry, which ensures that outputs remain relevant and impactful. Monitoring against the delivery of the strategy will be coordinated by the RSSB-facilitated Train Protection Strategy Group (TPSG), with support from across the industry. The strategy has several highlights. Mitigating Risk: The strategy aims to understand what as low as reasonably practicable (ALARP) is in the context of train protection systems, while using targeted enhancements to existing systems to reduce derailment and collision risk. Interim Enhancements: ETCS rollout is expected to span over 30 years, so the strategy proposes embracing interim technological and operational improvements. Shared Responsibility: The strategy promotes cross-industry leadership and collaboration. It recognises the joint accountability between railway undertakings and infrastructure managers. Cost-Effective Solutions: A prioritisation matrix and lifecycle cost analysis is recommended. This will guide investment in enhancements that deliver maximum safety and performance benefits. Data-Driven Decisions: Proactive safety management needs to be based on data. The strategy calls for improved incident reporting, risk assessment, and real-time data integration to support this. Future-Ready: The strategy supports the investigation of ways to optimise technology. These could include enabling the automation of certain operational processes. Digital signalling remains the long-term vision for a safer, more efficient railway. Tom Lee, RSSB’s Director of Standards, said: “This strategy, that the industry has agreed to work together on, is about bridging the gap between where we are and where we need to be. “ETCS is the long-term goal, but its rollout could take decades. This strategy provides a practical, risk-based framework to manage the residual risks of SPADs and overspeeding trains in the intervening period.” Richard Hines, ORR’s HM Chief Inspector of Railways, said: “We welcome RSSB’s new train protection strategy, which will help enhance safety across Britain’s mainline railway as the industry transitions to the European Train Control System over the coming years. Delivering this strategy will require collaboration, strong leadership, and shared commitment across the system, with all parties taking ownership of their role in driving continuous improvement at pace. By working together to ensure that risks are reduced as low as reasonably practicable, the industry can ensure Britain’s mainline railway remains safe for everyone, now and in the future.” Darren Jowett, Chair of the Train Protection Strategy Group and Head of System Authority, Network Rail, said: “Safety, reliability and performance are at the heart of Britain’s rail network. While ETCS is the long-term solution, we need to target enhancements to existing train protection systems where appropriate to reduce SPAD and over-speed risk. This updated Train Protection Strategy shows how we’ll strengthen existing systems and embrace innovation to keep passengers and freight moving safely and efficiently today, while building the foundations for a sustainable future.” Rupert Lown, Group Safety, Security, Health & Environment Director, DFTO, said: “As we continue the journey to Great British Railways, our collective mission is to deliver a safe and reliable railway for everyone, everywhere. “This strategy demonstrates the value of close industry collaboration, one of the key benefits of common public ownership. 沈佳高铁沈白段开通首月客流保持高位 10月28日,沈阳至佳木斯高速铁路沈阳至白河段迎来开通“满月”。一个月来,该线路累计安全运送旅客超过66万人次,客流持续保持高位运行。 沈佳高铁沈白段9月28日正式开通运营,线路全长430公里;北起沈阳北站,经辽宁省沈阳市、抚顺市,吉林省通化市、白山市,南至长白山站;开通后,北京朝阳、沈阳北至长白山站最快旅行时间分别缩短至4小时33分和1小时53分,极大拉近了长白山景区与京津冀地区的时空距离,助力其融入京津冀“半日经济圈”。 目前,沈佳高铁沈白段最高时速按350公里运营。开通运营初期,铁路部门按照日常线、高峰线开行旅客列车,每日最多开行动车组列车64列。通化站作为该段线路发送旅客量最大的新建车站,日均发送旅客达3000人次。据通化市文化广播电视和旅游局相关负责人介绍,高铁开通带动当地主要景区游客量同比增长近两成,为区域旅游业发展注入新活力。 沈佳高铁沈白段开通后,通过与京哈、沈大等高铁路网相连,在东北地区首次形成了高铁闭环,串联起沈阳、长春、长白山、通化、抚顺等10座城市,进一步织密了东北高铁网络。在抚顺工作的沈阳市民郑先生表示:“过去从沈阳到抚顺乘坐普速列车或客车需1小时左右,现在通过高铁仅需约20分钟,出行更加便捷。” 沈佳高铁沈白段的开通,为沿线各地文旅经济发展注入新动能。通化、白山等地文旅部门积极推出旅游优惠措施,游客凭高铁车票可在A级景区享受首道门票优惠。中国铁路沈阳局集团有限公司还将对沈佳高铁沈白段动车组列车实施四到八折不等的票价优惠,进一步提升旅客出行体验。 沿线各车站持续优化服务举措,营造温馨出行环境。抚顺站以“雷锋精神”为主题设置服务台,并配备免费充电桩、母婴室等;长白山站候车区内设有文创集市和78米浮雕长卷,营造“入站如入画”的候车氛围;通化站引入AR引导、智能调控等智慧设施,为旅客提供高效便捷的出行服务。 (来源:中国国家铁路集团有限公司官网)

Generations of astronauts have spoken about how hard it is to move your limbs inside a spacesuit, where pressurization protects your body — but creates resistance. A new "exosuit," tested during a two-week space analog mission last month in Australia run by the Austrian Space Forum, hopes to change that. The garment, which is meant to be worn under a spacesuit, features artificial muscles to make it easier to move around while walking, either on the moon or Mars. "The hope is that this technology could pave the way for future wearable robotic systems that enhance astronaut performance and reduce fatigue during extravehicular surface activities," Emanuele Pulvirenti, a research associate at the University of Bristol in the United Kingdom who sewed the suit himself, said in a statement released Tuesday (Nov. 4). Exosuit research is hardly new. For example, NASA led the creation of an "Iron Man"-type suit called the X1 Robotic Exoskeleton a little more than a decade ago, while Sarcos developed the prototype XOS exoskeleton for the Defense Advanced Research Projects Agency (intended for testing with the U.S. Army) around 2007. New tech developments strive to make each exosuit generation stronger and lighter, but Pulvirenti also got inspiration from the past. Pulvirenti spoke with his grandmother, who is a tailor, as well as Vivo Hub colleagues at Bristol while developing the garment. The artificial muscles contained within reside in two layers: a nylon layer on the outside and a thermoplastic layer on the inside to make it airtight. Kevlar is used on the knee straps and waistband for tension resistance and strength. Pulvirenti then flew to Australia last month, garment in hand, to work at what researchers call the largest lunar environment analog in the Southern Hemisphere. The University of Adelaide and ICEE.Space co-hosted four analog astronauts from Oct. 9 to Oct. 22 at a facility nicknamed CRATER, short for "Covered Regolith Analogue Terrain for Experimental Research." CRATER is "a research testing environment that simulates conditions on the moon, including the unique lighting experienced during the course of a lunar day," John Culton, director of the University of Adelaide's Andy Thomas Centre for Space Resources, said in a statement about the analog mission. The mission saw the "astronauts" test spacesuits, habitats and research protocols. Unlike many analog astronauts, who work with a small team on site, this group had global connections. A mission control in Austria served as a mission control not only for CRATER, but also for around 200 scientists in 25 countries who participated in the "World's Biggest Analog" — the largest simulation of its kind. Mission managers are looking to add a new layer of professionalism to analog missions, which have been ongoing for decades, by introducing extra training, a requirement for publication and research on a more massive scale than ever before, the event website states. In Australia, the analog astronauts focused on testing Pulvirenti's team's suit for comfort, mobility and biomechanical properties while walking, climbing and carrying items. While the tech is very early-stage, Pulvirenti added that he would love to see it tested on the International Space Station before the complex is expected to retire in late 2030. In the meantime, he's targeting everyday use of the tech for folks with disabilities: "Our next goal is to create a hybrid suit that can switch between assistance and resistance modes as needed, which could be of great benefit for people in need of support with mobility, going through physical rehabilitation."

NVIDIA CEO Jensen Huang Photo: VCG Nvidia on Friday responded to a Global Times inquiry over alleged "leaked" content from a private chat on a social media platform on Friday, in which Nvidia CEO Jensen Huang allegedly backed up his view that China is winning the artificial intelligence (AI) race with the US with facts and numbers. A Chinese analyst said the constant messages from the Nvidia chief's repeated messages underline his unease over potentially losing the vital Chinese market with the US government restrictions in place. In the alleged "leaked" content, circulating on the Chinese social media platform RedNote, which cannot be verified, Nvidia CEO Jensen Huang was in a private meeting with a number of business partners including executives from original equipment manufacturers from the island of Taiwan. In the supposedly off-record meeting, Huang commented on the outcome of the AI race between China and the US and criticized the US government's restrictive policies - which Huang reportedly said have the opposite effect of "accelerating China." When the Global Times reached the company for comment, a representative from the PR department referred to a post made by the company on Thursday, which quotes Huang as saying "As I have long said, China is nanoseconds behind America in AI. It's vital that America wins by racing ahead and winning developers worldwide." The company declined to comment on other alleged content in the private talks. The company's statement marked the latest chapter of Huang's comments on the AI race between China and the US, as he stated in an interview with the Financial Times on Wednesday that China "is going to win the AI race," which the newspaper described as his "starkest comments yet." Huang warned that China will beat the US in the AI race during an exclusive interview with the Financial Times on the sidelines of its Future of AI Summit on Wednesday. The Nvidia chief also contrasted the US' regulatory quagmire with China's enabling environment. Chinese experts say the remarks reflect the American tech giant's unease over potentially losing the vital Chinese market amid US government restrictions. Huang's prediction comes at a time when intensified US tech restrictions against China have not only accelerated China's drive for technological self-reliance and spurred breakthroughs in areas such as semiconductors, but have also caused Nvidia to lose access to the vast Chinese market. Liu Dingding, a veteran tech industry analyst, told the Global Times on Friday that China is on the way to becoming a major AI market in the world, and its vital importance cannot be overlooked by any company in the AI field. "This includes the vast user base that generates countless application scenarios for AI and the scale of AI developers which are key to companies such as Nvidia striving to build up an ecosystem," Liu said. "Nvidia's sense of uneasiness is further heightened as domestic Chinese companies have made great strides in AI, with some companies capable of churning out chips that offer comparable performance at cheaper prices than Nvidia's." Earlier October, Huang warned during his talk with Sequoia Capital partner Konstantine Buhler in New York, that Nvidia's position in China has dropped from 95 percent of the advanced chip market to zero, as the semiconductor giant is not allowed to sell its advanced products to Chinese mainland companies under US export restrictions. Amid US chip restrictions, China has repeatedly urged stable supply chains. Foreign Ministry spokesperson Guo Jiakun said on October 29 that "China has made clear on multiple occasions its principled position on US chip exports to China. We hope the US can take concrete actions to keep global industrial and supply chains stable," when asked to comment on Huang's remarks indicating his desire for US AI chips to be sold in China.

China aims to further strengthen science and technology education in primary and secondary schools to cultivate students' scientific interest, innovative awareness and practical abilities — a move deemed crucial by experts in building a strong, self-reliant nation with a sufficient talent pool. By 2030, a well-structured system for science and technology education in primary and secondary schools will be in place with an improved curriculum, higher-quality teaching and better evaluation methods and resource support, according to a guideline released by the Ministry of Education and six other departments during a news conference on Wednesday. Tian Zuyin, director of the ministry's Department of Basic Education, said the guideline is part of efforts to implement the principles introduced at the fourth plenary session of the 20th Central Committee of the Communist Party of China, which called for better coordination in building a strong education and science system to ensure a strong talent pool. Primary and secondary schools are an important stage to cultivate students' scientific interest, innovative awareness and practical abilities, Tian said. Strengthening science and technology education is a key measure to promote students' all-around development and serves as a significant path to support the nation's innovation-driven strategy and cultivate future talent in scientific innovation, he said. The guideline states that by 2035, an integrated science education ecosystem will be fully established, with improved social resource support mechanisms and widespread adoption of project-based, inquiry-led and interdisciplinary teaching methods. It outlines specific focuses for different educational stages. In lower primary grades, the emphasis will be on stimulating curiosity through playful and life-oriented activities. Senior primary students will engage in hands-on experiments and project-based tasks, while middle school students will participate in cross-disciplinary projects aimed at solving real-world problems. High school students will be guided to understand cutting-edge advances in science and technology and carry out experimental research and engineering projects, the guideline said. The document also highlights the integration of scientific and humanistic education, encouraging students to reflect on the social, environmental and ethical impacts of technological development. Humanistic education should include more content on the history of science and the deeds of famous scientists so students can better understand how scientific and technological advancement has pushed forward human civilization, it said. In terms of assessment, the guideline promotes diversified and developmental evaluation methods and discourages an overreliance on examinations to avoid creating an excessive burden on teachers and students. Tian said the establishment of the UNESCO International Institute for STEM Education, which was opened in Shanghai in September, fully reflects the international community's recognition of China's science and technology education. Several provincial-level regions have taken the lead in promoting science education. Zhejiang province, for example, has included technology and information technology in its college entrance examination as optional subjects and has offered integrated science courses in middle schools for 37 years, he said. Meanwhile, Jiangsu province has released a curriculum guide on science and technology education and developed 28 volumes of cross-disciplinary teaching resources, and Chongqing will invest 10 million yuan ($1.4 million) this year to build 20 science labs for schools. Ren Haihong, an official from the China Association for Science and Technology, said there are currently 1,150 science museums, 763 mobile science facilities and 1,849 popular science vehicles in operation nationwide, serving 150 million visitors each year. Additionally, 1,274 national science education bases across various industries have become important venues for students' social practice activities. Various national societies are also leveraging their expertise to build specialized science popularization facilities serving primary and secondary schools, he said. Xu Xuejun, vice-president of Tongji University, said strengthening science and technology education from an early age is key to building a strong education system and helps identify and nurture talent for the country's long-term scientific and technological advancement. "Science and technology rely on talent, and talent originates from education," he said. "By starting from basic education and systematically enhancing young people's technological innovation capabilities, a virtuous cycle — where education cultivates talent, talent promotes technology and technology revitalizes the nation — can be formed."

The U.S. military test launched an unarmed intercontinental ballistic missile in a routine exercise to maintain the readiness of its nuclear arsenal. The test flight, known as Glory Trip 254, saw an unarmed Minuteman III intercontinental ballistic missile (ICBM) launch from Vandenberg Space Force at 1:35 a.m. Pacific Time (0635 GMT) on Wednesday (Nov. 5). Like all ICBMs, the missile briefly left Earth's atmosphere during flight. The Minuteman III traveled 4,200 miles (6,760 kilometers) west before impacting in a designated range in the U.S. Army's Ronald Reagan Ballistic Missile Defense Test Site, located in the Marshall Islands. The test launch was overseen by the U.S. Air Force's Global Strike Command (AFGSC), and involved AFGSC personnel from the 625th Strategic Operations Squadron triggering the ICBM's launch while flying aboard a U.S. Navy E-6B Mercury aircraft using what is known as the Airborne Launch Control System (ALCS). Officers with the squadron who oversaw the launch say the test was about much more than simply testing a missile. "GT 254 is not just a launch — it's a comprehensive assessment to verify and validate the ICBM system's ability to perform its critical mission. The data collected during the test is invaluable in ensuring the continued reliability and accuracy of the ICBM weapon system," said Lt. Col. Karrie Wray, commander of Vandenberg's 576th Flight Test Squadron, in a U.S. Space Force statement. The U.S. military is actually phasing out the Minuteman III ICBM. By 2030, the United States' nuclear missiles will be replaced the LGM-35 Sentinel, currently being developed by Northrop Grumman. But maintaining the current inventory Minuteman III remains a "top priority" for AFGSC, according to the Space Force's statement. "As we modernize to the Sentinel weapon system, we must continue to maintain the readiness of the existing Minuteman III fleet. The World Health Organization (WHO) today released new guidance for countries on ways to counter the immediate and long-term effects of sudden and severe cuts to external funding, which are disrupting the delivery of essential health services in many countries. The new guidance, called “Responding to the health financing emergency: immediate measures and longer-term shifts”, provides a suite of policy options for countries to cope with the sudden financing shocks, and bolster efforts to mobilize and implement sufficient and sustainable financing for national health systems. WHO survey data from 108 LMICs collected in March 2025 indicate that funding cuts have reduced critical services – including maternal care, vaccination, health emergency preparedness and response, and disease surveillance – by up to 70% in some countries. More than 50 countries have reported job losses among health and care workers, along with major disruptions to health worker training programmes. “Sudden and unplanned cuts to aid have hit many countries hard, costing lives and jeopardizing hard-won health gains,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “But in the crisis lies an opportunity for countries to transition away from aid dependency towards sustainable self-reliance, based on domestic resources. WHO’s new guidance will help countries to better mobilize, allocate, prioritize and use funds to support the delivery of health services that protect the most vulnerable.” This year’s funding cuts have compounded years of persistent health financing challenges for countries, including rising debt burdens, inflation, economic uncertainty, high out-of-pocket spending, systemic budget underfunding and heavy reliance on external aid. WHO’s new guidance urges policy-makers to make health a political and fiscal priority in government budgets even during times of crisis, seeing health spending as not merely a cost to be contained, but an investment in social stability, human dignity, and economic resilience. The guidance emphasizes the need for countries to cushion the immediate impact of reductions in foreign assistance for health, and to adapt to a new era of reduced assistance. Key policy recommendations include: prioritize the health services accessed by the poorest; protect health budgets and essential health services; improve efficiency through better procurement, reduced overheads and strategic purchasing; integrate externally-funded or disease-specific services into comprehensive PHC-based delivery models; and use health technology assessments to prioritize services and products that have the greatest health impact per dollar spent. Several countries have already taken decisive action to strengthen their health systems and protect essential health services: Kenya, Nigeria and South Africa have allocated additional budget funds to health, or are awaiting parliamentary approval for increases; Nigeria increased its health budget by US$ 200 million to offset aid shortfalls, with increased allocations for immunization, epidemic response, and priority programmes; Ghana lifted the cap on excise tax earmarked for its national health insurance agency, resulting in a 60% budget increase. The country also launched “the Accra Reset”, a bold framework to reimagine global governance, financing and partnerships in health and development; and Uganda has outlined a clear policy agenda for integration of health services and programmes, aiming to improve efficiency and sustain service delivery.
