全国人大代表、扬州大学党委书记丁建宁：联合打造实践育人新范式

中国教育报-中国教育新闻网讯(记者 林焕新)深入推进高等教育改革，着力培养基础学科拔尖人才、急需领域实战人才、拔尖创业人才是新时代党和国家对高等教育的期望和要求。全国人大代表、扬州大学党委书记丁建宁告诉记者，目前实践育人还存在制度不够完善、资源分散、产教割裂等问题，需要汇聚政府、高校、企业以及其他社会资源合力，创建实践育人数字化新基建、推进深度产教融合、打造实践育人新范式，实现人才培养质量提升，助力高等教育高质量发展。

It is necessary to bring together the joint efforts of the government, universities, enterprises and other social resources to create a new digital infrastructure for practical education, promote the deep integration of production and education, create a new paradigm for practical education, improve the quality of talent training.We will support the high-quality development of higher education.

今年全国两会，丁建宁带来相关建议，呼吁构建“政—校—企—社”协同育人新范式。

This year's NPC and CPPCC sessions, Ding Jianning brought relevant suggestions and called for the construction of a new paradigm of "government-school, an enterprise and a society" collaborative education.

一是建立国家实践育人统筹机制。由教育部等部门牵头，成立“实践育人指导委员会”，定期召开多主体参与的实践育人联席会议。

First, we will establish a national practice education overall planning mechanism. Led by the Ministry of Education and other departments, a "Practical Education Steering Committee" has been established to regularly hold joint meetings on practical education with multiple subject participation.

二是设立国家级实践育人示范区。由教育部、工信部等部门联合牵头成立适应新质生产力发展的实践育人示范区，提供专项资金，重点支持集成电路、人工智能网络空间安全、工业软件、公共卫生、低空经济等新兴产业领域实践基地建设。

The second is to set up a national level practical education demonstration zone. The Ministry of Education, the Ministry of Industry and Information Technology and other departments will jointly take the lead in establishing a practical education demonstration zone suitable for the development of new quality productivity, provide special funds, and focus on supporting the construction of practical bases in emerging industrial fields such as integrated circuits, artificial intelligence and cyberspace security, industrial software, public health and low-altitude economy.

三是创建数字化实践育人新基建。重点建设一批“国家虚拟仿真实践教学云平台”，实现全国高校优质线上实践资源互通共享。重点打造一批新型数字化实践场景，提升学生的专业素养和实践能力，培养他们的创新意识和团队协作能力，为未来的职业发展奠定坚实的基础。

Third, we will create a new infrastructure for digital practice education. Focus on the construction of a number of "national virtual simulation practice teaching cloud platforms" to realize the mutual sharing of high-quality online practice resources in colleges and universities across the country. Focus on creating a number of new digital practice scenarios, improve students 'professional literacy and practical ability, cultivate their innovation awareness and teamwork ability, and lay a solid foundation for future career development.

四是推进深度产教融合。搭建校企协同育人平台，筑牢发展新质生产力的人才根基。构建“双师型”教师队伍，优先引进具有行业实践经验的教师，畅通教师常态化进入企业实践的渠道。政府出台明确的政策支持措施，提升企业接纳学生参与实践的积极性。

Fourth,we will promote the deep integration of production and education. Set up a platform for school-enterprise cooperation in educating people and lay a solid foundation for talents to develop new quality productivity. Build a "double-division" teacher team, give priority to introducing teachers with practical experience in the industry, and smooth the channels for teachers to enter enterprise practice on a regular basis. The government has issued clear policy support measures to enhance the enthusiasm of enterprises to accept students to participate in practice.
