被称为零碳能源的氢能正迎来风口，众多省份摩拳擦掌想占得一席之地。作为能源大省，坐在煤堆上的山西怎样开出氢产业之花？高碳产业如何实现低碳发展？

9月3日，2022年太原能源低碳发展论坛之氢能经济发展论坛(以下简称“氢能论坛”)在山西太原举行。来自国内外的政、产、学、研机构通过线上、线下方式，探讨氢能产业之路。

山西焦炭产量位居全国第一，煤化工产业体量巨大。这为山西发展氢能提供了资源优势。

中国氢能联盟常务副秘书长韩伟表示，山西氢能资源丰富，来源广泛，可再生能源装机量位居全国前列，在清洁低碳氢能供给上潜力巨大，在工业领域也有丰富的应用场景。

近年来，国家五部委相继批复五个燃料电池汽车示范应用城市群，23个省出台了金融专项政策。氢能作为清洁高效安全可持续的新能源，已成为能源低碳发展和转型变革的重要方向。

在此背景下，山西正加快布局氢能全产业链。

“《山西能源革命综合改革试点2022年行动计划》明确提出，要发挥焦炉煤气低成本的优势，统筹推进全产业、全链条发展。”山西省工信厅厅长武宏文说，山西将依托产业优势，紧扣“双碳”目标，抢占氢能发展先机。

"Shanxi Energy Revolution comprehensive reform pilot 2022 Action Plan clearly put forward, to play the advantages of low cost coke oven gas, promote the development of the whole industry, the whole chain." Wu Hongwen, director of the Shanxi Provincial Department of Industry and Information Technology, said that Shanxi will rely on its industrial advantages, closely adhere to the "double carbon" goal, to seize the opportunity of hydrogen development.

以煤焦大市吕梁为例，1.6亿吨煤炭、3800万吨焦化、35亿立方非常规天然气的产能优势，是当地发展氢能产业底气。

Taking Luliang, a large coal coke city, as an example, the production capacity advantages of 160 million tons of coal, 38 million tons of coking and 3.5 billion cubic meters of unconventional natural gas are the bottom gas for the local development of hydrogen energy industry.

吕梁市市长张广勇介绍，吕梁将依托孝义鹏飞、山西美锦等龙头企业发展氢能产业，打造千亿级氢都，力求成为山西氢能产业供应之港、技术研发之港、装备制造之港，同时布局焦炉煤气制氢、天然气制氢、电解水制氢、煤气化制氢四大链条。

近年来，吕梁已初步形成气、站、运、车全链条集群化发展体系。如今，当地已形成4万吨制氢能力，年内可建成20座加氢站，在城市公交、物流运输等领域已开设8条氢燃料汽车运行线路，多家企业已建设、投产氢燃料整车项目。

In recent years, Luliang has initially formed a gas, station, transport, vehicle chain cluster development system. At present, the local hydrogen production capacity of 40,000 tons has been formed, and 20 hydrogen refueling stations will be built within this year. Eight hydrogen fuel vehicle lines have been opened in urban public transportation, logistics and other fields, and a number of enterprises have constructed and put into production hydrogen fuel vehicle projects.

不仅是在吕梁，在山西临汾，拥有1000万吨钢、300万吨焦、45万吨高端化工的晋南钢铁集团也在以山西氢能产业链“链主”角色，与上下游企业紧密合作，补链强链延链。

晋南钢铁集团总裁张天福介绍，通过焦炉煤气制取的氢气，除了生产化工产品乙二醇，还可以用于高炉喷氢，进行氢气炼铁。其余部分经过进一步提纯到99.999%，用于氢能重卡，实现清洁运输。

Zhang Tianfu, president of Jinnan Iron and Steel Group, introduced that hydrogen produced by coke oven gas can also be used for blast furnace hydrogen injection and hydrogen ironmaking in addition to producing chemical products ethylene glycol. The rest is further purified to 99.999%, which is used for hydrogen energy heavy truck to realize clean transportation.

除了工业“蓝氢”，晋南钢铁还与中国华能合作建设1300MW光伏“新能源+储能”项目，以期利用光伏发电制备“绿氢”。

在产业生态上提升

作为风口产业，在快速发展的同时，必然面临政策、产业生态不完善的现实。

As the tuyere industry, with the rapid development, it is inevitable to face the reality of imperfect policy and industrial ecology.

数据显示，全球燃料电池汽车大约有5万辆，中国约1万辆，预计到2030年全球会超过1000万辆，中国将超过200万辆。

According to the data, there are about 50,000 fuel cell vehicles in the world and about 10,000 in China. It is estimated that there will be more than 10 million fuel cell vehicles in the world and more than 2 million in China by 2030.

面对快速增长的需求，氢燃料电池汽车商业化运营仍面临购置成本高、使用成本高等问题，产业生态亟待改善。

In the face of rapid growth in demand, the commercial operation of hydrogen fuel cell vehicles still faces problems such as high acquisition cost and high use cost, and the industrial ecology needs to be improved urgently.

“山西氢能源丰富，煤焦铝冶电等产业可以带动40多万辆重卡的应用场景，形成煤炭物流网络。”中国工程院院士、上海交通大学校长林忠钦说，借助上述优势，山西要打好“全国最具优势的氢气价格”和“全国最大重卡应用基地”这两张牌。

Lin Zhongqin, academician of the China Academy of Engineering and president of Shanghai Jiaotong University, said that with the above advantages, Shanxi should play the two cards of "the most advantageous hydrogen price in the country" and "the largest heavy truck application base in the country."

作为碳排放大省，山西正在积极、稳妥地推进“双碳”。

As a major carbon emission province, Shanxi is actively and steadily promoting "double carbon."

在申能集团董事长、党委书记黄迪南看来，依托氢能，像山西这样的可再生能源富集地区可在不增加污染物与碳排放的基础上，形成我国新型高载能产业聚集区，打造可再生能源产业链制造业、绿色化工、绿色冶金等产业集群。

In the opinion of Huang Dinan, Chairman and Secretary of the Party Committee of Shenneng Group, relying on hydrogen energy, renewable energy-rich areas such as Shanxi can form a new high-energy-carrying industrial cluster in China on the basis of not increasing pollutants and carbon emissions, and create industrial clusters such as manufacturing industry, green chemical industry and green metallurgy of renewable energy industry chain.

出于对山西资源和政策环境的信赖，申能集团先后和山西吕梁、长治、大同等地签订战略合作协议，和鹏飞集团、潞宝集团等山西企业开展合作。

Because of its trust in Shanxi's resources and policy environment, Shenneng Group has successively signed strategic cooperation agreements with Shanxi Luliang, Changzhi, Datong and other places, and cooperated with Shanxi enterprises such as Pengfei Group and Lubao Group.

其间，山西本土企业也在为产业生态贡献力量。作为山西龙头民企之一，鹏飞集团正加快布局氢能产业链。

Meanwhile, Shanxi local enterprises are also contributing to the industrial ecology. As one of the leading private enterprises in Shanxi Province, Pengfei Group is speeding up the layout of hydrogen energy industry chain.

山西鹏飞集团董事局主席兼总裁郑鹏介绍，鹏飞集团拟投资780亿元，布局全球规模最大、产业链最全、工艺路线及装备最先进的鹏湾氢港氢能产业园，规划建设20万吨焦炉尾气制氢，5GW风光发电，10万吨光伏发电制氢，10万吨液体储氢和液氢充装站，8万吨有机液体储氢装置，50座加氢综合能源站，30万辆/年氢燃料电池汽车、3万辆/年氢燃料电池工程机械，以及配套电堆、动力系统、供氢系统、锂电池等。

It plans to construct 200,000 tons of coke oven tail gas hydrogen production, 5GW wind and solar power generation, 100,000 tons of photovoltaic power generation hydrogen production, 100,000 tons of liquid hydrogen storage and liquid hydrogen filling station, 80,000 tons of organic liquid hydrogen storage. Hydrogen storage devices, 50 hydrogenation integrated energy stations. 300,000/year hydrogen fuel cell vehicles, 30,000/year hydrogen fuel cell engineering machinery, as well as supporting piles, power systems, hydrogen supply systems, lithium batteries, etc.

截至目前，各项规划已全面铺开，重点项目有序推进。

对于氢能产业生态，张复明表示，山西明确了氢能产业发展的目标、任务与政策保障体系，发展氢能经济“有明确的愿景、丰富的场景，必将迎来美好的前景”。

Regarding the ecology of hydrogen energy industry, Zhang Fuming said that Shanxi has defined the goals, tasks and policy guarantee system for the development of hydrogen energy industry, and the development of hydrogen energy economy "has a clear vision and rich scenes, which will surely usher in a bright future."
