《中国民航报》、中国民航网 记者潘瑾瑜 报道：当地时间10月3日，国际民航组织第42届大会在加拿大蒙特利尔国际民航组织总部闭幕。
Reported by Pan Jinyu from China Civil Aviation News and China Civil Aviation Network: On October 3 local time, the 42nd Assembly of ICAO closed at the ICAO Headquarters in Montreal, Canada.
本届大会为期11天，来自192个成员国和有关国际组织的3000余名代表聚焦“安全天空 可持续的未来”主题展开研讨，共审议约700份工作文件。大会通过了未来3年全球民航安全、安保、航行、可持续发展等方面的工作计划。国际民航组织理事会主席夏基塔诺、秘书长萨拉萨尔出席大会开闭幕式及有关会议，来自阿曼的纳耶夫·阿布里先生当选本届大会主席。
The conference lasted for 11 days, with more than 3,000 delegates from 192 member states and relevant international organizations focusing on the theme 'Safe Skies, Sustainable Future' for discussions, and reviewing approximately 700 working papers. The conference adopted a work plan for the next three years covering global civil aviation safety, security, navigation, and sustainable development. Dr. Olumuyiwa Benard Aliu, President of the ICAO Council, and Secretary General Salazar attended the opening and closing ceremonies and relevant meetings, while Mr. Nayef Abri from Oman was elected as the President of this conference.

中国代表团由中国民用航空局牵头组建，外交部、财政部、生态环境部及港澳民航管理部门派员参加。中国民用航空局副局长梁楠担任代表团团长并在大会上作一般性发言。
The Chinese delegation was led by the Civil Aviation Administration of China, with personnel from the Ministry of Foreign Affairs, the Ministry of Finance, the Ministry of Ecology and Environment, and civil aviation authorities of Hong Kong and Macau participating. Liang Nan, Deputy Director of the Civil Aviation Administration of China, served as the head of the delegation and delivered a general speech at the conference.
本届大会上，中国高票连任国际民航组织理事会一类理事国。中国代表团围绕航空安全、航空安保、绿色发展、技术创新、航空医学、民航法治等多方面议题提交了12份工作文件和30份信息文件，分享了民航绿色转型、安检中的AI技术应用、全球卫星导航系统监测分析、全机场管理、空中航行信息服务、飞行数据实时传输、可持续航空燃料质量管理、全周期跨部门航空卫生管理等方面的中国实践、中国方案、中国智慧，并就在国际民航组织推广多种语文、完善国际航空法律体系等议题提出建议，相关倡议、建议得到各成员国及大会的广泛关注支持。中国积极推动实现联合国2030年可持续发展目标，坚定落实全球发展倡议，积极响应“不让一个国家掉队”倡议，主张构建公平正义、各尽所能、合作共赢的国际航空应对气候变化合作框架，有力推动本届大会气候变化谈判取得里程碑式成功，所提出的共建绿色空中丝绸之路倡议成功写入大会成果文件。中国代表团积极宣介全球治理倡议，强调与各成员国一道汇聚发展资源、共同应对挑战、共享发展成果，推动全球民航安全、高效、可持续发展。
At this session of the conference, China was re-elected by a large margin as a Category I member of the Council of the International Civil Aviation Organization. The Chinese delegation submitted 12 working papers and 30 information documents on aviation safety, aviation security, green development, technological innovation, aviation medicine, civil aviation rule of law and other issues, sharing the green transformation of civil aviation, the application of AI technology in security inspection, China's practices, China's programs, and China's wisdom in global satellite navigation system monitoring and analysis, airport-wide management, air navigation information services, real-time transmission of flight data, sustainable aviation fuel quality management, and full-cycle cross-sectoral aviation health management. China actively promotes the achievement of the United Nations 2030 Sustainable Development Goals, steadfastly implements the Global Development Initiative, and actively responds to the 'Leave No Country Behind' initiative. It advocates the establishment of a fair and just international aviation framework for addressing climate change, based on the principles of each contributing according to capacity and win-win cooperation. China has effectively advanced milestone successes in climate change negotiations at this session of the Assembly, and its proposed initiative to build a Green Aviation Silk Road has been successfully incorporated into the Assembly's outcome documents. The Chinese delegation actively promotes global governance initiatives, emphasizing the pooling of development resources, jointly addressing challenges, and sharing development outcomes with all member states, thereby advancing the safe, efficient, and sustainable development of global civil aviation.
会议期间，中国代表团分别与有关国家和国际组织代表团举行了65场双边会见，围绕航空安全、航空安保、客货运输、适航审定、技术创新、绿色发展等多方面议题进行深入交流；与国际民航组织就国际航空法课程翻译签署合作协议，与沙特阿拉伯共同签署技术合作谅解备忘录。
During the conference, the Chinese delegation held 65 bilateral meetings with delegations from relevant countries and international organizations, and conducted in-depth exchanges on aviation safety, aviation security, passenger and cargo transport, airworthiness certification, technological innovation, and green development; an agreement was signed with the International Civil Aviation Organization on the translation of international aviation law courses, and a memorandum of understanding on technical cooperation was jointly signed with Saudi Arabia.
