尊敬的古特雷斯秘书长，尊敬的各国元首、政府首脑，各位嘉宾，女士们，先生们，朋友们：
Honorable Secretary-General Guterres, esteemed heads of state and government, distinguished guests, ladies and gentlemen, friends:
发展是人类社会的永恒主题。联合国成立之初，就把促进全球发展写入宪章。80年来，各方协力推动全球发展，取得令人瞩目的成果。习近平主席2021年在联合国大会上提出全球发展倡议，着眼人类社会的最广泛利益，呼吁各方做到“六个坚持”，为推进共同发展发挥了重要引领作用。目前，这一重要倡议的落实机制已有130多个国家和国际组织参与，成为广受欢迎的国际公共产品。今天我们一道出席全球发展倡议高级别会议，就是希望进一步凝聚共识、汇聚更大发展合力。
Development is an eternal theme of human society. From the very beginning, the United Nations incorporated the promotion of global development into its Charter. Over the past 80 years, all parties have worked together to advance global development, achieving remarkable results. In 2021, President Xi Jinping proposed the Global Development Initiative at the United Nations General Assembly, focusing on the broadest interests of human society, calling on all parties to adhere to the "Six Upholds," and playing an important guiding role in promoting common development. Currently, more than 130 countries and international organizations are involved in the implementation mechanism of this important initiative, making it a widely welcomed international public good. Today, as we attend the high-level meeting of the Global Development Initiative together, we hope to further consolidate consensus and rally greater momentum for development.
回顾历史，每当各国能够团结合作、共享成果时，全球发展就能稳健推进，大家都从中受益；每当零和博弈思维抬头、分裂对立增多时，全球发展就会遭遇阻滞，各方都普遍受损。当前，单边主义、保护主义上升，国际发展合作受到严重冲击，世界经济增长动能减弱，基于存量的争夺愈演愈烈。要解决当下的诸多矛盾问题，还是应当持续聚焦发展，全力推动发展，携手做大发展蛋糕。中方愿同各方进一步落实全球发展倡议，加快推进联合国2030年可持续发展议程，重振全球发展事业。
Looking back at history, whenever countries are able to unite, cooperate, and share achievements, global development progresses steadily, benefiting everyone; whenever zero-sum thinking rises and divisions and confrontations increase, global development faces obstacles, and all parties generally suffer. Currently, with the rise of unilateralism and protectionism, international development cooperation is being severely impacted, global economic growth momentum is weakening, and struggles over existing resources are intensifying. To address the many current conflicts and issues, we should continue to focus on development, vigorously promote it, and work together to expand the development pie. China is willing to work with all parties to further implement the Global Development Initiative, accelerate the advancement of the United Nations 2030 Agenda for Sustainable Development, and revitalize global development efforts.
一是营造稳定开放的国际发展环境。和平稳定是发展繁荣的基础，开放合作是经济增长的支撑。世界多极化、经济全球化的大势不可逆转。搞“脱钩断链”、阵营对抗只会损害全球经济，破坏国际秩序，带来更大的风险。我们应当共同维护以联合国为核心的国际体系，坚持多边主义、自由贸易，努力构建开放型世界经济，实现更富活力的全球发展。
First, we should create a stable and open international development environment. Peace and stability are the foundation for development and prosperity, while open cooperation supports economic growth. The trend of a multipolar world and economic globalization is irreversible. Engaging in "decoupling and breaking links" and camp confrontation will only damage the global economy, undermine the international order, and bring greater risks. We should jointly safeguard the international system with the United Nations at its core, adhere to multilateralism and free trade, and strive to build an open world economy for more dynamic global development.
二是构建均衡普惠的发展伙伴关系。近年来，全球南北发展差距更加突出，背后是权利、机会、规则的不平等不公平。一些发达国家不愿履行发展筹资等承诺，甚至对国际发展机构撤资断供，很大程度削弱了南北合作。我们应当拿出更多实际行动，推动普惠包容发展。南北双方要相向而行，特别是发达国家要履行义务，更多照顾发展中国家需要，积极解决发展不平衡不充分问题。
Second is to build balanced and inclusive development partnerships. In recent years, the global North-South development gap has become more prominent, underpinned by inequalities and unfairness in rights, opportunities, and rules. Some developed countries are reluctant to fulfill commitments such as development financing, and even withdraw funding from international development institutions, which has significantly weakened North-South cooperation. We should take more concrete actions to promote inclusive and equitable development. Both the North and South need to meet each other halfway, especially developed countries, which should fulfill their obligations, take more care of the needs of developing countries, and actively solve the problem of unbalanced and inadequate development.
三是培育面向未来的创新发展动能。当前，人工智能、大数据等技术水平快速提升，正在为全球发展注入强劲动力。我们应当把握机遇，加强国际科技创新合作，反对“筑墙设垒”、“科技封锁”，开辟更广阔的发展蓝海，共同培育壮大经济增长新动能。要努力消除数字鸿沟、智能鸿沟，加快技术转移和知识分享，让创新发展真正惠及全世界。
Third, we need to cultivate innovative development momentum geared towards the future. Currently, technologies such as artificial intelligence and big data are advancing rapidly, injecting strong impetus into global development. We should seize these opportunities, strengthen international cooperation in scientific and technological innovation, oppose 'building walls and barriers' and 'technology blockades,' and open up broader avenues for development, jointly cultivating and expanding new drivers of economic growth. Efforts should be made to eliminate the digital and intelligence gaps, accelerate technology transfer and knowledge sharing, and ensure that innovative development truly benefits the entire world.
四是促进更可持续的绿色低碳发展。气候变化、环境破坏和资源过度消耗，是全球面临的重大挑战，亟需推动发展绿色转型。气候生态不分国界，地球家园需要共同守护。我们应当深化绿色发展战略对接，加强全球新能源、节能环保、资源循环利用等产业协作，携手努力实现人与自然和谐共生的更可持续发展。
Fourth, promote more sustainable green and low-carbon development. Climate change, environmental degradation, and excessive resource consumption are major global challenges that necessitate the promotion of a green transformation in development. Climate and ecology know no national boundaries, and our shared Earth home needs collective protection. We should deepen the alignment of green development strategies, strengthen global cooperation in industries such as new energy, energy conservation and environmental protection, and resource recycling, and work together to achieve more sustainable development in harmony with nature.
长期以来，中国一直尽己所能，为全球发展贡献力量。中国将始终做共同发展的支持者、促进者，更加积极开展行动、展现应有担当。
For a long time, China has done its utmost to contribute to global development. China will always be a supporter and promoter of shared development, taking more proactive actions and show its due responsibility.
中国将继续加大对全球发展的投入。在中方推动下，过去4年全球发展倡议已动员230多亿美元资金支持全球南方发展振兴，开展1800多个合作项目。未来5年，中方将在发展中国家再开展2000个“小而美”民生项目，并同有关国家和世卫组织等合作开展更多卫生合作项目。中方还将持续注资世贸组织“中国项目”，助力最不发达国家融入全球贸易体系。这里我郑重宣布：中国作为负责任的发展中大国，在世贸组织当前和未来谈判中将不寻求新的特殊和差别待遇。
China will continue to increase its investment in global development. Driven by China, the Global Development Initiative has mobilized more than US $23 billion in funds in the past four years to support the development and revitalization of the Global South and launched more than 1,800 cooperation projects. In the next five years, China will carry out another 2,000 'small but impactful' livelihood projects in developing countries, and cooperate with relevant countries and the World Health Organization to carry out more health cooperation projects. China will also continue to inject funds into the WTO 'China Program' to help the least developed countries integrate into the global trade system. Here, I solemnly announce: As a responsible major developing country, China will not seek new special and differential treatment in current and future WTO negotiations.
中国将继续加强科技合作赋能全球发展。这些年，中国积极分享科技创新成果，推进人工智能能力建设普惠计划等，帮助全球南方国家提升数字化、智能化水平。今年7月，中方倡议成立世界人工智能合作组织，借此机会，我代表中国政府再提出“人工智能+”国际合作倡议，我们热忱欢迎各方积极参与。未来5年，中方将在全球发展资金库项下设立“数字能力建设专项资金”，支持全球发展倡议“数字南方”品牌。中方还将发起可持续发展卫星国际联盟，为全球发展提供坚实的空间观测数据支撑。
China will continue to strengthen scientific and technological cooperation to empower global development. In recent years, China has actively shared the results of technological innovation and promoted initiatives such as the Inclusive Artificial Intelligence Capacity Building Program, helping countries in the Global South enhance their digital and intelligent capabilities. In July this year, China proposed the establishment of the World Artificial Intelligence Cooperation Organization. On this occasion, on behalf of the Chinese government, I am once again putting forward the "AI+" international cooperation initiative, and we warmly welcome active participation from all parties. Over the next five years, China will establish a "Digital Capacity Building Special Fund" under the Global Development Fund to support the "Digital South" initiative of the Global Development Initiative. China will also launch an International Alliance for Sustainable Development Satellites to provide solid space observation data support for global development.
中国将继续积极推动全球发展绿色转型。中国已建成世界最大、最完整的新能源产业链，推动全球风电和光伏发电成本在过去10年分别下降超过60%和80%。目前，中方同100多个国家和地区开展了绿色能源合作项目，有力支持了当地绿色发展。我们将继续以自身稳定、优质的新能源产品供给，为填补世界“绿色缺口”作出中国贡献。未来5年，中方还将开展200个海洋发展合作项目，支持小岛屿国家提升可持续发展能力，并在发展中国家实施“清洁炉灶百千万工程”，助力共建清洁、美丽、可持续的世界。
China will continue to actively promote the global development of a green transition. China has built the world's largest and most complete new energy industry chain, driving the costs of global wind power and photovoltaic power generation down by more than 60% and 80%, respectively, over the past 10 years. Currently, China has launched green energy cooperation projects with over 100 countries and regions, strongly supporting local green development. We will continue to provide stable and high-quality new energy products, contributing to filling the world's "green gap." In the next five years, China will also carry out 200 marine development cooperation projects, support small island countries in enhancing sustainable development capacities, and implement the "Hundreds of Millions of Clean Stove Project" in developing countries, helping to co-build a clean, beautiful, and sustainable world.
发展没有止境，合作创造未来。联合国2030年可持续发展议程已进入最后5年冲刺期，中国愿同各国以全球发展倡议为依托，持续深化全球发展合作，共创世界更加繁荣美好的明天！
Development has no limits, and cooperation creates the future. The United Nations 2030 Agenda for Sustainable Development has entered its final five-year sprint. China is willing to work with other countries, based on the Global Development Initiative, to continuously deepen global development cooperation and jointly create a more prosperous and better world!
