2021年初，湖南耒阳市推出“湾村明白人”治理机制，将退休教师、普通党员、致富能手、热心村民等各类群众信服信赖的身边人组织起来，引导他们当好政策法规“宣传员”、矛盾纠纷“调解员”、乡村振兴“助推员”、乡风文明“监督员”、社情民意“信息员”。如今，他们在矛盾调解、安全生产、民生实事、乡风文明、乡村振兴等方面发挥着积极作用。

At present, they play an active role in conflict mediation, safety production, people's livelihood, rural civilization, rural revitalization and so on.

湖南耒阳，因耒水而得名。在80多条大小河流沿岸形成的5000多个自然聚落，在当地被称作“湾村”。一提起家乡，在外的耒阳人就会互相询问：“你是哪个湾村的？” “湾村”多则几十户，小则三五户，是耒阳社会治理的最小单元。

Leiyang was named after Lei water. There are over 5000 natural settlements along more than 80 rivers, known locally as "Bay Villages." When it comes to hometown, Leiyang people outside will ask each other: "Which village are you from?" The village is home to a few dozen or three small families, and is the smallest unit of social governance in Leiyang.

2021年初开始，耒阳市推出“湾村明白人”治理机制，将退休教师、普通党员、致富能手、热心村民等各类群众信服信赖的身边人组织起来，引导他们当好政策法规“宣传员”、矛盾纠纷“调解员”、乡村振兴“助推员”、乡风文明“监督员”、社情民意“信息员”，健全党组织领导的自治、法治、德治相结合的城乡基层治理体系。

一大早，耒阳市夏塘镇新泉村74岁的退休教师廖树生，拿着早就备好的两瓶老酒，出门给人祝寿。

那天是村民李开生的老伴七十大寿，作为老朋友，廖树生理应前来祝贺。但旁人不知道的是，他这一来还有另外一个目的。

就在去年，三组的李开生一家和二组的张传文一家，结下了梁子。李开生家住得偏，每次出门，都要经过张传文家承包地上的一个水塘边。路窄地滑，几年间，他家人已经在那塘边摔了3次。

新泉村党支部书记邓运根介绍，村里以往因为种田争水争地、看门狗咬了人这种事，都产生过不少矛盾纠纷。“两家如果因为修路占塘，可能又要闹出矛盾。”

等到李开生一家酒酣耳热，心情大好的时候，廖树生端着酒杯来到李开生跟前，对他说：“老李啊，虽然我长你一辈，但年龄差不多，听听我的劝，现在日子这么好，儿女又这么孝顺，你和张家的那点事，僵持下去都没好处。”

一方作出让步了，另一家就好办了。张李两家最终一致保证，不再因为这件事而起纠纷，由村里帮忙为李开生修路重新选线路。

耒阳市委政法委书记郭兴中说，在耒阳，基层矛盾纠纷化解一直是一个治理重点和难点。在中央、省市推动“法律明白人”培养的基础上，耒阳着重引导“湾村明白人”当好政策法规宣传员和矛盾纠纷调解员。“像廖老师这样化解矛盾，耒阳市的‘湾村明白人’已成功执行近2500件，执行法治宣传3000余次，各类民事纠纷下降14.2％，基本实现‘小事不出村，大事不出乡，矛盾不上交’。”2022年1月，在衡阳市开展的2021年绩效公众评估满意率中，耒阳在衡阳市7个县市中排名第一；2021年耒阳市综治民调工作排衡阳市7县市第一；获评湖南省平安建设工作先进县。

一名普通的农民，在成为“湾村明白人”后，帮200多名村民找到了新的自来水水源。这样不可思议的故事，发生在耒阳市长坪乡潭湖村魏家湾。

An ordinary farmer, after becoming a "wise man of Bay Village," helped more than 200 villagers find a new source of tap water. This incredible story took place in Weijiawan, Tanhu Village, Changping Township, Leiyang City.

平均海拔400多米的魏家湾，名字里虽说有个湾字，其实是个缺水的地方。村里2017年通了自来水，但由于现有的水源太远、水量太小，一到秋冬季，魏家湾的人还是要和过去一样抄起扁担和水桶挑水。

Weijiawan, with an average altitude of more than 400 meters, although there is a word bay in its name, it is actually a place short of water. The village has tap water in 2017, but because the existing water source is too far away and the water volume is too small, in autumn and winter, people in Weijiawan still have to pick up poles and buckets to carry water as in the past.

53岁的魏志虎是魏家湾的一名普通村民，平日除了种田，主要靠在耒阳市做小工为生。但魏志虎为人热心，去年6月，魏志虎在村民的推荐下，经过当地派出所、司法所等部门的审核，成了一名“湾村明白人”。

Wei Zhihu, 53 years old, is an ordinary villager in Weijiawan. In addition to farming on weekdays, he mainly makes a living as a worker in Leiyang City. However, Wei Zhihu is warm-hearted. 在一次村里组织的村民恳谈会上，魏志虎向大家征求意见。一圈发言下来，大家最迫切、也是最难解决的，就是自来水的问题。

“我们不能干等，也不能什么都靠政府，得自己先找到水源。找到了好水源，后续再去找政府解决，就容易多了。”魏志虎说。

"We can't wait. We can't rely on the government for everything, so we have to find the water source first." If we find a good water source, it will be much easier to ask the government to solve the problem." Wei Zhihu said.

头上戴着草帽，脖子上挂着毛巾……去年的三伏天里，魏志虎早上不到7点就进山，晚上七八点钟才回来。在人迹罕至的野林子里，他靠着柴刀开路。半个多月时间，水源真被他找到了。在潭湖村二组的一个山谷，一个泉脉若隐若现，只要稍加扩容改造，就足够200多人生活饮用。

“二组的泉水，凭什么给一组用？”隔壁村民小组的一些群众，对引水工程感到不满。魏志虎以“湾村明白人”的身份上门沟通解释，终于达成了水源共享的协议。魏志虎又发动魏家湾的村民累计投入义务劳力几百人次，在耒阳市水利局的支持下，只花费10万元就完成了预算造价30万元的工程。今年春节前，来自新水源地的自来水，汩汩流入了魏家湾的家家户户。

Before the Spring Festival of this year, tap water from the new water source gurgled into every household in Weijiawan.

村医、护林员、乡镇企业家、热心人、脱贫户……一大批有技能有热情的村民被吸收成为“湾村明白人”。仅仅是脱贫户，就有78人成为“湾村明白人”。他们服务群众需要，成为振兴乡村产业的有生力量。

Village doctors, forest rangers, township entrepreneurs, warm-hearted people, poverty-stricken households ... A large number of skilled and enthusiastic villagers have been absorbed into the "Bay Village Wise Men." In addition, there are 78 people who have become "smart people in Bay Village." They serve the needs of the masses and become a living force for revitalizing rural industries.

耒阳三架街道七岭社区的黄泥嘴湾村，和周边的村子相比，显得与众不同——村里63户居民的房屋形制统一，房连着房，墙挨着墙，联排叠户，围成一圈。远远望去，整个湾村就像是一座巨大的围屋，正面留有一个醒目的入口。

Compared with the surrounding villages, Huangnizui Bay Village in Qiling Community, Sanjia Street, Leiyang, is different from the surrounding villages. The houses of 63 households in the village are unified in shape, with houses connected to houses, walls next to walls, and rows of households in a circle. 徐柏林是这里的“湾村明白人”，在外事业有成的他，把企业托管给了合伙人，自己回到了黄泥嘴生活。

Xu Bolin is a "wise man in Bay Village" in the village. Having made a successful career outside, he entrusted the enterprise to his partners and returned to Huangnezui to live by himself.

因为挨得近，黄泥嘴的村民很团结。但也正因为挨得近，谁家办酒席，规格怎么样，互相都看在眼里，于是攀比之风渐渐起来了。

今年春节前，在外跑运输赚了钱的村民陈友运正准备广发请帖，为妻子过40周岁生日。“过去我们家穷，妻子跟着我连结婚仪式都没办。现在有钱了，一定要好好办一场生日。”陈友运说，自己原本打算摆上50桌，宴请全村人。

Before the Spring Festival of this year, Chen Youyun, a villager who made money from transportation, is preparing for sending invitation cards to celebrate his wife's 40th birthday. "In the past, my family was poor and my wife didn't even have a wedding ceremony. Now that I have money, I must have a good birthday." Chen Youyun said that he had originally planned to set up 50 tables to entertain the whole village.

徐柏林听说后，上门去做陈友运的工作。“平时多一句关心，多帮妻子做一些家务活，比起办酒上搞得轰轰烈烈，要有意义得多。”陈友运的妻子听到后，也表示了赞同。

为打破攀比之风，徐柏林推动村规民约的修订，切实告别铺张浪费，减轻村民负担。

“‘湾村明白人’与普通群众共饮一湾水，感情上更贴近，联系上更微观，他们增强了治理末梢的力量，厚植了治理力量的根基。基层群众需要什么，‘湾村明白人’就在党和政府的号召下干什么。” 衡阳市委副书记、耒阳市委书记赖馨正感慨，“在近一年的实践摸索中，‘湾村明白人’在矛盾调解、安全生产、民生实事、乡风文明、乡村振兴等方面已经发挥着积极作用。” 在此基础上，耒阳市出台和完善了“湾村明白人”工作实施方案和管理办法，对选聘的“湾村明白人”实行市统筹、乡考核、村评价三级管理，结合平安建设考核，对其履职情况给予综合考评和有效激励。

In combination with the assessment of safe construction, they are given comprehensive evaluation and effective incentives for their performance of duties.
