4月20日，安徽省林业局党组书记、局长牛向阳应邀为安徽省委党校（安徽行政学院）多班次学员近400人，作“安徽省林长制改革的实践与探索”专题报告。报告从安徽基本林情、安徽林长制改革进程、全面推行林长制的思考、林长履职尽责、全面建设全国林长制改革示范区5个方面，深入阐释了安徽林长制改革的出台背景、历史脉络和经验启示，解读了林长“干什么”“怎么干”“干不好怎么办”等问题，深刻分析了深化新一轮林长制改革、全面建设全国林长制改革示范区的目标、方向和路径。
