近日，习近平总书记在中共中央政治局第四十次集体学习时要求：“一体推进不敢腐、不能腐、不想腐，必须三者同时发力、同向发力、综合发力，把不敢腐的强大震慑效能、不能腐的刚性制度约束、不想腐的思想教育优势融于一体，用‘全周期管理’方式，推动各项措施在政策取向上相互配合、在实施过程中相互促进、在工作成效上相得益彰。”这一重要论述，深化了我们党对管党治党规律、反腐败斗争规律的认识，为全面打赢反腐败斗争攻坚战、持久战提供了重要遵循。

In the way of 'full-cycle management', various measures should be used to cooperate with each other in terms of policy orientation, promote each other in the implementation and complement each other in terms of work effect." This important exposition has deepened our party's understanding of the regulations of the party and the anti-corruption struggle, and has provided guidelines for winning the tough and protracted war in the anti-corruption struggle in an all-round way.

同时发力才能同步生效。不敢腐、不能腐、不想腐是相互依存、相互促进的有机整体，必须同步谋划、同步部署、同步实施。在严厉惩治、形成震慑的同时，扎牢制度笼子、规范权力运行，加强党性教育、提高思想觉悟。党的十八大以来，我们党在反腐败斗争中取得了显著成效、积累了重要经验，其中就包括从治标入手，把治本寓于治标之中，让党员干部因敬畏而“不敢”、因制度而“不能”、因觉悟而“不想”。

The force should exert effects simultaneously. We should start from the whole so that officials dare not corrupt, cannot corrupt, and do not want to corrupt. These three points must be planned, deployed and implemented simultaneously. At the same time of severe punishment and deterrence, we should reinforce the regulation, standardize the operation of power, strengthen the education of Party spirit and improve ideological consciousness. Since the 18th National Congress of the Communist Party of China, our Party has achieved remarkable results and accumulated important experience in the fight against corruption, which includes starting with the symptoms and putting the root causes into the symptoms, so that Party members and cadres "dare not" because of awe,"cannot" because of the system, and "do not want" because of consciousness.

同向发力才能形成合力。离开了“惩”的威慑，“治”也难见实效；缺少严密制度，便会“牛栏关猫”、失之于宽；不破“心中贼”，不克服“软骨病”，就难以真正做到清正廉洁。不敢腐侧重于惩治和威慑，不能腐侧重于制约和监督，不想腐侧重于教育和引导，三者各有侧重同时又互为支撑、相辅相成。实践证明，只有坚持依法严厉惩治、形成不敢腐的惩戒机制和威慑力，坚持完善法规制度、形成不能腐的防范机制和预防作用，坚持加强思想教育、形成不想腐的自律意识和思想道德防线，才能有效铲除腐败现象的生存空间和滋生土壤。

Practice has proved that only by adhering to strict punishment according to law, forming disciplinary mechanism and deterrent force that dare not corrupt, insisting on perfecting laws and regulations, forming prevention mechanism and prevention function that cannot corrupt, insisting on strengthening ideological education, forming self-discipline consciousness and ideological and moral defense line that do not want to corrupt, can we effectively destroy the living space and breeding soil of corruption phenomenon.

综合发力才能标本兼治。标本兼治加强党风廉政建设，既要夯实治本的基础，又要敢于用治标的利器，治标和治本必须一以贯之、紧密结合。“不敢”是前提，“不能”是关键，“不想”是根本，三者只有相互衔接、统筹联动、系统集成，才能增强总体效果，激发净化党内风气、净化政治生态的综合效应。立治有体，施治有序。要不断取得防范和治理腐败更多制度性成果和更大治理成效，就要持续深化不敢腐、不能腐、不想腐一体推进，惩治震慑、制度约束、提高觉悟一体发力，把不敢腐的强大震慑效能、不能腐的刚性制度约束、不想腐的思想教育优势融于一体。

Only by making comprehensive efforts can we treat both the symptoms and root causes. To strengthen the construction of a clean and honest government, we should consolidate the foundation of tackling the root causes, and also dare to use the sharp tools to treat the symptoms. The symptoms and root causes must be dealt with simultaneously. "Dare not" is the premise,"can 't" is the key, and "don't want to "is the fundamental. Only when the three are connected with each other, coordinated and integrated systematically can the overall effect be enhanced and the comprehensive effect of purifying the inner-party atmosphere and purifying the political ecology be stimulated. There is a body for the establishment and treatment, and the treatment is orderly. In order to continuously achieve more institutional achievements and greater governance results in preventing and controlling corruption, we must continue to deepen the integration of not daring to corrupt, not corrupting and not wanting to corrupt. We must integrate punishment and deterrence, institutional constraints and awareness raising, and integrate the strong deterrent effect of not daring to corrupt, the rigid institutional constraints of not corrupting and the ideological education advantages of not wanting to corrupt.

反腐败是系统工程，也是持久任务。“全周期管理”方式的价值就在于，不仅注重惩治威慑、制约监督、教育引导的全覆盖、齐发力，更注重实现权力运行全过程、各环节的监督全覆盖，发挥政治监督、思想教育、组织管理、作风整治、纪律执行、制度完善在防治腐败中的重要作用。坚决把增量遏制住、把存量清除掉，从源头着手完善管权治吏的体制机制，开展有针对性的党性教育、警示教育，深化党和国家监督体制改革……推动各项措施在政策取向上相互配合、在实施过程中相互促进、在工作成效上相得益彰，各种弱化党的先进性、损害党的纯洁性的病原体就再难有可乘之机。

Anti-corruption is a systematic project and a long lasting task. The value of the "full-cycle management" approach lies in that it not only pays attention to the full coverage and concerted efforts of punishment and deterrence, restriction and supervision, education and guidance, but also pays attention to the realization of the full coverage of supervision in the whole process of power operation and each steps, and attach importance to political supervision, ideological education, organization and management, style rectification, discipline enforcement and system improvement in the prevention of corruption. Firmly curb the increment, eliminate the stock, improve the system and mechanism of managing power and regulating officials, carry out purpose-oriented party spirit education and warning education, deepen the reform of the supervision system of the Party and the state ... promote the mutual cooperation of various measures in policy orientation, promote each other in the process of implementation, complement each other in work effect. All kinds of pathogens that weaken the progressiveness of the Party and damage the purity of the Party will no longer have a chance.

“锄一害而众苗成，刑一恶而万民悦。”反腐败斗争关系民心这个最大的政治，是一场输不起也决不能输的重大政治斗争。以系统施治、标本兼治的理念一体推进不敢腐、不能腐、不想腐，用好“全周期管理”方式，我们党必能永葆清正廉洁的政治本色，引领和保障中国特色社会主义巍巍巨轮行稳致远。

"Hoe a weed and all the seedlings grow, punish an evil and all people happy." The anti-corruption struggle is the biggest politics that concerns the people. It is a major political struggle that cannot afford to lose and must not lose. With the concept of systematic governance and addressing both the symptoms and causes, our Party will promote not dare to corrupt, cannot corrupt, and do not want to corrupt. If we use the "full-cycle management" approach properly, our Party will surely maintain its true political quality of honesty and integrity, and lead and guarantee the steady and far-reaching progress of the lofty ship of socialism with China characteristics.
