近日，成都市教育局等八部门联合印发《成都市“十四五”县域普通高中发展提升行动计划实施方案》，明确未来将大力推动成都“县中”发展提升。

什么是县域普通高中？

县域普通高中，指未设区的县、县级市举办的普通高中，简称“县中”。对成都而言，具体指简阳市、都江堰市、彭州市、邛崃市、崇州市、金堂县、大邑县和蒲江县区域内的普通高中。截至2022年，成都市有普通高中162所，其中县中31所，学校占比达19%，在校学生占比达32%。县域普通高中共有省级示范高中12所，获评特色高中9所。

For Chengdu, it refers specifically to ordinary high schools in Jianyang City, Dujiangyan City, Pengzhou City, Qionglai City, Chongzhou City, Jintang County, Dayi County and Pujiang County. As of 2022, there are 162 ordinary high schools in Chengdu, including 31 county middle schools, accounting for 19% of schools and 32% of students. 2022年，教育部等九部门印发《“十四五”县域普通高中发展提升行动计划》、省教育厅等九部门印发《四川省“十四五”县域普通高中发展提升行动计划实施方案》，对“十四五”期间县中发展提升进行了规划和部署。

近年来，市委、市政府高度重视城乡教育均衡发展，将县域普通高中融入乡村振兴战略和人才发展战略全局统筹谋划，深入持续推进“三个做优做强”，营造了有利于县中健康发展良好生态，初步形成了县域高中与城区高中多样化发展的格局。但县中发展还存在生源和教师流失、基础条件相对薄弱、教育质量有待提高等问题，特别是适应高考综合改革和选课走班，县中办学资源不足问题较为突出，迫切需要加大扶持力度，整体提升县中办学水平。

实施办学条件提升工程。优化县中布局调整，优化教育资源配置，全面消除55人(不含)以上大班额；补充完善设施设备，升级改造现有教室、功能室，大力改善学校食宿条件；建设体现县中特色的校园文化；提升县中信息化水平，建立“一站式”优质教育资源库。

Optimize the adjustment of the layout of the county, optimize the allocation of educational resources, and completely eliminate the large class size of 55 students (excluded); Supplement and improve facilities and equipment, upgrade existing classrooms and function rooms, and vigorously improve school accommodation conditions; Build a campus culture that reflects the characteristics of the county; Improve the level of informatization in the county and establish a "one-stop" high-quality education resource database.

实施教师素质提升工程。进一步完善“校长职级制”和“教师聘任制”改革，注重选优配强校长；健全教师配备机制，在确保县中师生比达到国家标准的基础上，根据高考综合改革需求，优化师资配备，支持开展“编制+员额”教师人员总量配备试点；完善教师激励制度，切实保障教师工资待遇，建立“戴帽下达、人走帽留”的名优教师管理机制；市级教研部门组织巡回指导专家团，定期指导县中各学科的教育教学工作；健全教师培训体系，提升教师专业素养。

实施教学质量提升工程。持续推进课堂教学变革，转变教师教育观念，改进教育教学方法，积极探索符合学科特点、时代要求和学生成长规律的教育教学模式；规范普通高中招生管理，严禁违规跨区域招生；深化教育评价改革，引导县中转变育人方式，实现多样化有特色发展，深化普职教育融通；严禁给县中下达升学指标，严禁片面以高考升学率考核评价学校、校长和教师。

实施县中托管帮扶工程。鼓励引导中心城区的优质名校跨区结对帮扶非优质特色县中。到2025年，新增市直属学校和中心城区的优质名校领办帮扶县中10所以上，实现省级示范校--非优质特色县中结对帮扶全覆盖。

Implement county trusteeship and support projects. Encourage and guide high-quality famous schools in central urban areas to pair up across districts to help non-high-quality characteristic counties. By 2025, new schools directly under the municipal administration and high-quality famous schools in the central urban area will be added to help 10 counties, and the full coverage of provincial demonstration schools - non-high-quality characteristic counties will be paired and assisted.

加强组织领导。坚持和加强党对县域普通高中的全面领导，建立政府“县中发展定期研究”工作推进机制。

加强统筹协调。县级政府制订本地县中提升行动工程实施方案，各县(市)教育行政部门会同编办、发改、公安、财政、人社、规划和自然资源、住建部门建立分工协作机制，研究完善相关政策措施，推动落实各项任务举措。

Strengthen overall coordination. County-level governments formulate implementation plans for local county promotion action projects, and the education administrative departments of each county (city) establish a division of labor and coordination mechanism in conjunction with the departments of preparation, development and reform, public security, finance, human resources and social security, planning and natural resources, and housing construction, study and improve relevant policies and measures, and promote the implementation of various tasks and measures.

加强经费投入。科学核定县中培养成本，根据经济社会发展水平，建立完善生均公用经费标准和成本分担机制。

Strengthen funding. Scientifically approve the cost of training in counties, and establish and improve the standards for public funds per student and the cost-sharing mechanism according to the level of economic and social development.

加强督导评价。市政府教育督导委员会办公室将县中发展和提升情况纳入对各县(市)政府履行教育职责评价内容。

Strengthen supervision and evaluation. The Office of the Education Supervision Committee of the municipal government shall include the development and improvement of the county in the evaluation of the performance of educational duties by each county (city) government.

加强宣传推广。大力宣传县中多样化特色化办学成效，总结推广典型经验，积极营造有利于县中发展提升的良好氛围。

Strengthen publicity and promotion. Vigorously publicize the results of running schools with diversified characteristics in the county, summarize and promote typical experiences, and actively create a good atmosphere conducive to the development and improvement of the county.
