Energy is the food of industry and the lifeblood of the national economy.In October 2021, General Secretary Xi Jinping stressed during a research trip to Sinopec's Shengli oilfield that "oil and energy construction is of great significance to our country, and that China, as a major manufacturing country, must develop its real economy and the rice bowl of energy must be in its own hands." Being in an important industry and key area that is related to national security and the lifeblood of the national economy, Sinopec, bearing in mind General Secretary Xi Jinping's mandate, is mindful of the "greatness of the nation", firmly assuming the responsibility of safeguarding national energy security, leading the high-quality development of China's petrochemical industry, and acting as a national strategic scientific and technological force, striving to be a promoter of increasing oil and gas reserves and production, a leader in clean energy supply, and an important participant in international energy cooperation, and enhancing its energy supply guarantee capability in all aspects.

坚持油气并重、国内国际两种资源并举，全力保障国家能源安全。当前，全球能源治理体系深度调整，国际能源市场波动加大，我国能源需求刚性增长，凸显了能源饭碗必须端在自己手里的极端重要性。我们要明确重要能源资源保障的战略底线，完善产供储销体系，关键时刻发挥保底线的调节作用。一方面，我们大力实施“七年行动计划”，加大油气勘探开发力度，全力抓好原油可持续工程和天然气效益工程，夯实国内产量基础，提高自我保障能力。经过近年来的持续勘探，我们在胜利油田东部探区探明页岩油资源量40亿吨以上。另一方面，积极参与国际能源合作，建设一批长期可靠、安全稳定的海外能源基地。目前，中国石化已在“一带一路”沿线17个国家实施32个油气勘探开发项目。

Adhere to the importance of both oil and gas, domestic and international resources, and make every effort to ensure national energy security. At present, the global energy governance system is deeply adjusted, the international energy market has become more volatile, and China's energy demand has grown rigidly, highlighting the extreme importance of the energy bowl must be in our own hands. We need to clarify the strategic bottom line of the security of important energy resources, improve the production, supply, storage and marketing system, and play the regulatory role of the bottom line at critical moments. On the one hand, we have vigorously implemented the "Seven-Year Action Plan", stepped up our oil and gas exploration and development efforts, and made every effort to strengthen the crude oil sustainability project and the natural gas efficiency project, so as to consolidate the foundation of domestic production and improve our self-assurance capacity. Through continuous exploration in recent years, we have identified shale oil resources of over 4 billion tonnes in the eastern part of the Shengli Oilfield. On the other hand, we are actively participating in international energy cooperation and building a number of long-term reliable, safe and stable overseas energy bases. At present, Sinopec has implemented 32 oil and gas exploration and development projects in 17 countries along the "Belt and Road".

加大新能源开发利用力度，推动传统能源绿色转型，形成多轮驱动的能源供应体系。加快能源绿色低碳转型，实现碳达峰碳中和目标，是保障我国能源安全的战略选择。然而，实现新能源过渡和替代是一个长期过程，必须稳妥有序建成清洁低碳安全高效的能源供应体系。近年来，中国石化布局推动氢能、地热、光伏、风能、生物质能等新能源的发展，形成了多能互补的格局，力争到2025年新能源供给能力达千万吨标煤。与此同时，我们发挥全产业链优势，大力推进能源领域科技创新，促进化石能源洁净化、洁净能源规模化、生产过程低碳化、能源产品绿色化，助力供给端和消费端同步降碳。

Increase the development and use of new energy sources, promote the green transformation of traditional energy sources and form a multi-wheel-driven energy supply system. Accelerating the green and low-carbon transformation of energy sources and achieving the goal of peak carbon and carbon neutrality is a strategic choice to ensure China's energy security. However, the transition and replacement of new energy sources is a long-term process, and a clean, low-carbon, safe and efficient energy supply system must be built in a steady and orderly manner. In recent years, Sinopec has been promoting the development of new energy sources such as hydrogen, geothermal, photovoltaic, wind and biomass, forming a multi-energy complementary pattern, and striving to reach a new energy supply capacity of 10 million tonnes of standard coal by 2025. At the same time, we play the advantage of the whole industrial chain, vigorously promote scientific and technological innovation in the energy field, promote the clean fossil energy, the scale of clean energy, the low carbon production process, and the green energy products, and help reduce carbon at the supply side and the consumption side simultaneously.

坚持“四个面向”，聚焦“卡脖子”问题进行攻关，努力实现关键核心技术自主可控。提升能源科技水平，是能源转型发展的突破口。加快能源科技自主创新步伐，才能解决好能源资源约束、生态环境保护、应对气候变化等重大问题和挑战。中国石化坚持走自主创新之路，聚焦石油天然气、基础原材料领域“卡脖子”问题，统筹推进前沿领域研究和产业化技术攻关，推进国家急需的高端材料、特种装备等领域的研发，推动进口技术、产品、装备规模化替代。2021年，中国石化有7个项目获得国家科学技术奖。“十四五”期间，公司计划以年均增长10%的标准加大研发投入。奋进新征程，我们将不断强化关键核心技术攻关，奋力担当国家战略科技力量，为保障国家能源安全、产业安全提供坚强科技支撑。

Adhere to the "four directions", focus on the "neck" problem to attack, and strive to achieve the key core technology independent and controllable. Improving the level of energy science and technology is a breakthrough for energy transformation and development. Only by accelerating the pace of independent innovation in energy science and technology can we solve major problems and challenges such as energy resource constraints, ecological environmental protection and addressing climate change. Sinopec insists on the path of independent innovation, focusing on the "neck" problems in the fields of oil and gas and basic raw materials, coordinating and promoting research in frontier areas and industrialised technologies, promoting the research and development of high-end materials, special equipment and other fields urgently needed by the country, and promoting the large-scale replacement of imported technologies, products and equipment. 2021, Sinopec In 2021, seven projects of PetroChina were awarded the National Science and Technology Award.
