It requires that "the majority of Party members, cadres, especially leading cadres, consciously study, abide by, implement and maintain the Party Constitution".. 岁月无声，党章为证。党的五大在党章中写入“党部的指导原则为民主集中制”，八大在党章中写入社会主义“四个现代化”，十二大在党章中写入入党誓词，十八大在党章中把生态文明建设同经济建设、政治建设、文化建设、社会建设一道纳入中国特色社会主义事业总体布局，十九大在党章中写入“党是领导一切的”这一重大政治原则……党章的发展历程，是我们党不断推动马克思主义中国化时代化、不断推进实践创新理论创新制度创新的一个缩影。从中我们可以体会实事求是、与时俱进的实践品格，感悟坚持真理、修正错误的精神品质，赓续发扬民主、集中智慧的优良作风。党章就像一面旗帜，凝聚着过往的经验智慧，记录着传承不息的理想信念，指引着思想行动的前进方向，需要广大党员付出心血乃至生命去守护。

The Party Constitution is like a banner, which embodies the past experience and wisdom, records the ideals and beliefs that have been inherited, guides the direction of thought and action, and requires the broad masses of Party members to devote their efforts and even their lives to guard.

习近平总书记强调：“不论是高级干部还是普通党员，要做合格党员，学习贯彻党章都是第一位的要求。”学习党章是全体党员的基本功。党章对党的性质、宗旨、指导思想、奋斗纲领和重大方针政策作出了明确规定，对党员权利和义务作出了明确规定，对党的制度和各级党组织的行为规范作出了明确规定，对党的各级领导干部的基本条件作出了明确规定，对党的纪律作出了明确规定。既然选择成为共产党员，就必须牢固树立党章意识，全面掌握、准确贯彻党章基本内容，真正把党章作为加强党性修养的根本标准，在任何情况下都要做到政治信仰不变、政治立场不移、政治方向不偏。

General Secretary Xi Jinping stressed: "Whether senior cadres or ordinary Party members, to be qualified Party members, studying and implementing the Party Constitution is the first requirement." 最近，全国不少省区市党委班子在换届后纷纷举行各种形式的学习党章、重温入党誓词活动，展现出不忘初心、矢志奋斗的昂扬姿态。比如在首部党章的诞生地上海，十二届上海市委首次中心组学习会就以“深入学习党章，推进新时代党的建设新的伟大工程”为主题，深入学习领会习近平总书记关于党章的重要论述，要求更加自觉地把党章学习好、贯彻好，更好把握一脉相承和与时俱进的统一、推进伟大工程和推进伟大事业的统一、思想建党和制度治党的统一、干事与干净的统一。作为“关键少数”，领导干部应成为学习党章、遵守党章的模范，把党章作为指导党的工作、党内活动、党的建设的根本依据，把党章各项规定落实到行动上、落实到各项事业中。学习党章是领导干部的必修课，走上新的领导岗位的同志更要把学习党章作为第一课，带头遵守党章各项规定，真正使党章内化于心、外化于行。

Recently, Party committees in many provinces, districts and municipalities across the country have held various activities to study the Party Constitution and review the oath of joining the Party after the change of office, showing a high-spirited attitude of not forgetting the original intention and striving for it.For example, in Shanghai, the birthplace of the first Party Constitution, the first central group learning meeting of the 12th Shanghai Municipal Party Committee took "in-depth study of the Party Constitution, promoting the new great project of Party building in the new era" as the theme, in-depth study and understanding of General Secretary Xi Jinping's important exposition on the Party Constitution, and demanded that the Party Constitution be studied and implemented more consciously.We should better grasp the unity of continuity and keeping pace with the times, the unity of advancing great projects and advancing great undertakings, the unity of Ideological Party building and institutional Party governance, and the unity between officers and cleanliness.As a "key minority", leading cadres should become models of learning and abiding by the Party Constitution, regard the Party Constitution as the fundamental basis for guiding the Party's work, activities within the Party and Party building, and put the provisions of the Party Constitution into action and into various undertakings. Studying the Party Constitution is a compulsory course for leading cadres. Comrades who take up new leading posts should take the study of the Party Constitution as the first lesson, take the lead in abiding by the provisions of the Party Constitution, and truly internalize and externalize it.

从党的二大到党的十九大，党章的内容历经17次修改、不断更新变化，但人民立场一脉相承、初心使命始终不渝。党章里书写着红色基因，流淌着红色血脉，是共产党人必须守护好、建设好的精神家园。落实好学习贯彻党章这个“第一位的要求”，把对党忠诚、为党分忧、为党尽职、为民造福作为根本政治担当，我们必能永葆共产党人政治本色，在全面建设社会主义现代化国家的新征程上创造新的历史伟业。
