高校科技创新综合实力实现跃升

本报北京7月21日电 (记者赵婀娜)记者从教育部获悉:十年来,高校不断加强创新平台体系建设,大力培养创新人才,加速汇聚创新资源,积极开展国际科技合作交流,高校科技创新综合实力实现跃升。高校研究与试验发展拨入经费从2012年的768.7亿元增长到2021年的1592亿元,十年累计拨入经费总额超万亿元。高校科技活动中的研究与试验发展人员全时当量从2012年的20.9万人年增长到2021年的33.4万人年,增幅近60%。创新资源的汇聚为高校原始创新能力跃升和关键技术突破奠定了坚实基础。
Beijing, July 21st (Reporter Zhao Ena) The reporter learned from the Ministry of Education: over the past decade, colleges and universities have continuously strengthened the building of innovation platform systems, vigorously cultivated innovative talents, accelerated the gathering of innovation resources, actively carried out cooperation and exchange in international science and technology. As a result, the comprehensive strength of scientific and technological innovation of colleges and universities has improved a lot. The funds allocated for research and experimental development in colleges and universities increased from 76.87 billion yuan in 2012 to 159.2 billion yuan in 2021, with the total amount exceeding one trillion yuan in ten years. The full-time equivalent of research and experimental development personnel in scientific and technological activities in colleges and universities increased from 209,000 person-years in 2012 to 334,000 person-years in 2021, an increase of nearly 60%. The convergence of innovation resources has laid a solid foundation for the great improvement of original innovation ability and breakthrough of key technologies in colleges and universities.
创新平台体系更加完善。十年来,教育部瞄准世界科技前沿和国家重大需求,主动布局建设了25个前沿科学中心、38个国家级协同创新中心,系统布局的教育部重点实验室、工程研究中心、省部共建协同创新中心等平台逾1500个。此外,高校牵头建设了一批国家重大科技基础设施、高等级生物安全实验室和国家野外科学观测台站等支撑类重大平台,初步形成了层次清晰、布局合理、支撑有效的科研平台体系。

Over the past decade, aiming at the world science and technology frontier and major national needs, the Ministry of Education has actively laid out and constructed 25 frontier science centers, 38 national collaborative innovation centers. There are more than 1500 systematically deployed key laboratories of the Ministry of Education, engineering research centers and collaborative innovation centers jointly built by provinces and ministries. In addition, colleges and universities have taken the lead in building a batch of major national science and technology infrastructure, high-level biosafety laboratories and national field scientific observation stations and other major supporting platforms, initially forming a scientific research platform system with clear hierarchy, reasonable layout and effective support.
成果转化能力明显提升。十年来,教育部不断强化高校科技成果转移转化机构和人才队伍专业化建设,率先调整专利资助奖励政策,推动专利申请前评估制度落地,着重发挥产权激励和评价导向作用,高校科技成果供给质量和转化效率显著提升。高校专利授权量从2012年的6.9万项增加到2021年的30.8万项,增幅达346.4%,授权率从65.1%提高到83.9%;专利转让及许可合同数量从2000多项增长到15000多项,专利转化金额从8.2亿元增长到88.9亿元,增幅接近十倍,不仅实现了量的增长,也实现了质的提升,把更多科技成果转化为现实生产力。

The number of patents granted by colleges and universities rose from 69,000 in 2012 to 308,000 in 2021, an increase of 346.4%, and the authorization rate rose from 65.1% to 83.9%. The number of patent transfer and licensing contracts rose from more than 2000 to more than 15000, and the amount of patent transformation rose from 820 million yuan to 8.89 billion yuan, an increase of nearly ten times, which not only realized the increase in quantity, but also realized the improvement in quality, and transformed more scientific and technological achievements into realistic productivity.
